SUTTON, BELMONT and WELLINGTON AVENUE ON-STREET CONTROLLED PARKING ZONES - PROPOSED PERMIT CHARGE CHANGES LINKED TO C02 VEHICLE EMISSIONS and THE PROPOSED INTRODUCTION OF CARER PERMITS
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton proposes to make the Order listed in paragraph 3 below, under sections 45, 46, 47, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general nature of the Order is, by supporting the Council's Parking Strategy and Policy to cut carbon emissions in the Borough, to link the charges for parking permits in the above-mentioned controlled parking zones to the C02 emissions of the vehicle for which the permit is issued; and also to introduce the facility to purchase carer and childcare permits for use in those zones.
3. The general effect of The Sutton (On Street Parking Places) (Charges for Parking Permits) (No. *) Order 201* would therefore be, by amending -
The Sutton (On-Street Parking Places) (Sutton Controlled Parking Zone) (No. 4) (Consolidation No. 1) Order 2006 [2006 No. 26]; The Sutton (On-Street Parking Places) (Belmont Controlled Parking Zone) (No. 5) Order 2005 [2005 No. 40]; and The Sutton (On-Street Parking Places) (Zone A - Wellington Avenue) (No. 1) Order 1999 [1999 No. 15] -
(a) to introduce new charges for parking permits, which will depend on the permit group (see Schedule 1) allocated to the vehicle for which the permit is issued, as set out in the following table -
4. The current permit charges and related conditions are shown in Schedule 2.
5. A copy of the proposed Order, of the Council's Statement of Reasons for proposing to make the Order (and of the Orders that would be amended by the proposed Order) may be inspected at the Council's Civic Offices at St. Nicholas Way, Sutton and at the Environment and Regeneration Offices at 24 Denmark Road, Carshalton between 9am - 5pm Monday to Friday. 6. Any representations or objections relating to the proposed Order must be made in writing, specifying the grounds on which they are made, quoting Reference PP1035 and send to Technical Operations Team, Highways and Transport, Sutton and Kingston Shared Service, London Borough of Sutton, 24 Denmark Road, Carshalton, Surrey, SM5 2JG by 31 August 2017. SCHEDULE 1 - Permit Groups [see paragraph 3(a)]
Permit Groups for Petrol and Diesel Fuel Vehicles
2. A maximum of four permits will be issued in respect of a household at any one time.
3. Each household is entitled to 50 free hours parking per year (only issued to one household), specific to the colour zone.
4. Additional parking hours can be purchased as follows - 50 hours: £30.50; or 100 hours: £61.
Belmont Controlled Parking Zone -
1. £46 per year for the first vehicle in a household, £66 for a second vehicle and £112 for a third or fourth vehicle.
2. A maximum of four permits may be issued in respect of a household at any one time.
3. Each household is entitled to 50 free hours parking per year (only issued to one household), specific to the Belmont Controlled Parking Zone.
Additional parking hours may be purchased as follows -£25.50; or 100 hours: £51.
50 hours:
Wellington Avenue Controlled Parking Zone -
1. £36 per year for any vehicle in a household.
2. A maximum of four permits may be issued in respect of a household at any one time.
3. Each household is entitled to 100 free hours parking per year (issued only to one household), specific to the Wellington Avenue Controlled Parking Zone.
LONDON BOROUGH OF SUTTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) GREYHOUND ROAD
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate a mobile crane and because works are being executed near the road it made an Order the effect of which is summarised in paragraph 3 below.
2. The Order will come into effect on Friday 18 August 2017, with works expected to take 4 days to complete. However the Order will remain in force for 6 months to be re-introduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily close Greyhound Road between its junctions with Hope Close and Myrtle Road.
4. An alternative route for vehicular traffic will be via Myrtle Road, Manor Lane and Warwick Road.
5. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) ELGIN ROAD, WALLINGTON
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate a gas main replacement and because works are being executed near the road it made an Order the effect of which is summarised in paragraph 3 below.
2. The Order will come into effect on Monday 14 August 2017, with works expected to take 3 weeks to complete. However the Order will remain in force for 3 months to be re-introduced should further works be required.
3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily close Elgin Road at its junction with Stafford Road.
4. An alternative route for vehicular traffic will be via Stafford Road, Clyde Road and St Michaels Road.

(b) to provide that -
(i) additional permits may be issued at the standard charge shown above, plus a surcharge of £25 for a second permit and £50 for a third, in respect of a household ;
(ii) existing fourth permits may be renewed for a further year at a cost according to the permit group, plus a surcharge of £75; lapsed or new applications for a fourth permit would not be considered;
(iii) where the C02 emissions of a vehicle are not known due to the vehicle's age or similar, permit group 3 charges would apply; "pure" electric vehicles (EV's) would be exempt from any charge;
(iv) a maximum of 3 permits would be issued in respect of any household at any one time, a maximum of 50 hours free residents' visitors' vouchers would be issued in any one year and additional hours may be purchased at a charge of £61 per 100 hours, across all permit zones;
(v) there is a £25 administrative charge for any alteration to a permit;
(c) to introduce carer permits for essential care visits at the following charges -
(i) £35 per year for an individual permit, which allows a carer to park in any residents' parking place;
(ii) £50 per year for each organisational permit, which allows an organisation to park in any residents' parking place bay for up to 3 hours maximum per day;
(d) to introduce child care permits which allow a person providing child care to park in any residents' parking place bay specific to the relevant controlled parking zone or colour zone with a controlled parking zone for which it is issued at a charge of £35 per year.
NOTE:- These permit groups will be available for vehicle types L1 toL7 inclusive, (motorised vehicles less than 4 wheels including motorcycles) an M1 only (vehicles used for the carriage of passengers and comprising not more than eight seats in addition to the driver's seat), as defined by the DVLA vehicle type approval. For the avoidance of doubt this will not include vehicles designated by the DVLA as 'special purpose vehicles'.

NOTE: Vehicle type N1, which is a power driven vehicle having at least 4 wheels used for the carriage of goods and having a maximum mass not exceeding 3.5 tonnes (I.e. light goods vehicles), will be classified as permit group 5 regardless of taxation class.
Group 5 permits would only be issued to a named individual in respect of a vehicle registered at that person's home address.
