NOTICE SURREY COUNTY COUNCIL
AMENDMENTS TO PARKING AND WAITING/LOADING RESTRICTIONS, RESIDENTS' PERMIT PARKING AND DISABLED PERSONS' PARKING PLACES IN THE BOROUGH OF EPSOM AND EWELL
SURREY COUNTY COUNCIL, WITH THE CONSENT OF THE LONDON BOROUGH OF SUTTON IN RELATION TO THE RESTRICTIONS IN ROSEDALE ROAD AND RICHLANDS AVENUE, PROPOSE TO MAKE the following Orders under the Road Traffic and Regulation Act 1984 ("the Act"): -

1. The Surrey County Council (Various Roads in Epsom and Ewell) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 201-, under Sections 1(1), 2(1) to (3) and 4(2) of and Part IV of Schedule 9 to the Act. The effect of which will be to consolidate without change in substance, other than as stated in the following sub-paragraphs, the Orders specified in Part I of Schedule 5tothis Notice as impose restrictions on the waiting by, and loading on and unloading from vehicles in the Borough of Epsom and Ewell: -

(a) Prohibit the waiting by vehicles in certain lengths of the roads specifiedin Schedule 1tothis Notice, during the times and on the days specified in the said Schedule;
(b) Provide that the usual exceptions, for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of roads referred to in the said Schedule, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply to all the aforementioned lengths of roads;
(c) Revoke the existing waiting restrictions in certain lengths of the roads specified in Part IofSchedule 4tothis Notice without replacement.

2. The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free Street Parking Places and Revocation) Order 201-, under Sections 32, 35 and 36 of and Part IV of Schedule 9tothe Act. The effect of which will be to consolidate without change in substance, other than as stated in the following sub-paragraphs, the Orders specified in Part II of Schedule 5tothis Notice as authorise free on- street parking places in the Borough of Epsom and Ewell: -

(a) Provide such free on-street parking places in certain lengths of the roads specified in Schedule 2 to this Notice, to operate at the times and on the days specified therein;
(b) Specify that the vehicles which may be left in any of the free on-street parking places referred to herein shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles under 5tonnes maximum gross weight;
(c) Provide that vehicles left by specified disabled persons may wait in any of the free on-street parking places specified herein without time limit at any time;
(d) Provide that certain other vehicles may wait in any such free on-street parking places in certain circumstances, e.g., to allow persons to boardoralight (maximum 2minutes), to load or unload (maximum 20 minutes), etc;
(e) Provide that in the case of any of such free on-street parking places, outside the hours of operation indicated in the said schedule any vehicle may be left in any of those free on-street parking places for any period without time limit.

3. The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 201-, under Sections 32, 35 and 36 of and Part IV of Schedule 9 to the Act. The effect of which will be to consolidate without change in substances, other than stated in the following subparagraphs, the Orders specified in Part III of Schedule 5 to this Notice as authorise free disabled persons' on-street parking places in the Borough of Epsom and Ewell: -

(a) Provide adisabled persons' free on-street parking places in certain lengths of the roads specified in Schedule 3tothis Notice to operate at the times and on the days specified therein;
(b) Provide that certain other vehicles may wait in any of the disabled persons' free on-street parking places described above in certain circumstances e.g. to allow persons to boardoralight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc;
(c) Revoke the existing disabled persons' free on-street parking places in certain lengths of the road specified in Part II of Schedule 4 to this Notice without replacement.

4. The Surrey County Council Various Roads in the Borough of Epsom and Ewell (Consolidation of Permit Holders Only) Order 201-, under Sections 32, 35, 36, 45,46, 49, 51 and 53 of and Part IV of Schedule 9 to the Act. The effect of which will be to consolidate without change in substance, other than as stated in the following
sub-paragraphs, the Orders specified in Part IV of Schedule 5 to this Notice: -(a) Impose a system of permit parking in Mill Lane, EWELL by converting this length of road into an on-street permit holders' only parking place, with the letter identifier "S" which will be in operation Monday to Friday inclusive, between 09.00hrs and 17.00hrs with the following provisions: -

(i) The residents that may apply for parking permits will be: all residents of Mill Lane, EWELL and property number 9 London Road EWELL;
(ii) The vehicles which may be left in the parking place, during the hours of operation shall be vehicles displaying avalid residents parking permit bearing the identifying letter issued by the Borough Council or its agents, or avehicle displaying avalid residents' visitor'sparking permit carers parking permit or a valid operational parking permit;
(iii) Provide residents' Parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders' only parking place during the hours of operation. Such permits, which will be issued by Epsom
and Ewell Borough Council, will cost £50, for the first permit and £75 for any subsequent permit and will be valid for a period for twelve months. The charge for aduplicatepermit or achange of permit due to the change of vehicle, will
be £15. Permits may also be provided to carers who arerequired to make visits to residents at acostof£10; (iv)Provide that such permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode;
(v) Provide for: (a) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to alimit of 120 per year;
and (b) OperationalPermits, for use by doctors, nurses and community care personnel, who arerequired to make visits to residents, which will be free of charge; which will allow them to park in the on-street permit holders' only parking place;
(vi) Provide that: (a) outside the hours of operation indicated any vehicle may be left for any period without time limit; (b) vehicles left by specified disabled persons may wait at all times without time limit; and (c) certain other vehicles may wait in certain circumstances (e.g., to allow persons to boardoralight (maximum 2minutes), to load or unload (maximum 20 minutes), etc. (b)Impose asystem of permit parking in Stones Road and Portland Place, EPSOM by converting these lengths of road into an on-street permit holders'
only parking place, to be included in resident area "N", and to operate Monday to Fridayinclusive, between 09.00hrsand 20.00hrs with the following provisions: -

(i) The residents that may apply for parking permits will be: all residents of Portland Place, EPSOM and all residents of Stones Road, EPSOM;
(ii) The cost and conditions of use will be the same as sub-paragraph 4(a)(ii), 4(a)(iii), 4(a)(iv), 4(a)(v) and 4(a)(vi).

(c) Impose asystem of permit parking in Pikes Hill, Church Road, Albert Road, St Martins Close, Wimborne Close, Andrews Close, College Road, Tintagel Close and Lynwood Road, EPSOM, to be included in resident area "M", and to operate Monday to Saturday inclusive, between 09.00hrs and 20.00hrs with the following provisions: -
(i) The residents that may apply for parking permits will be: (a) Pikes Hill, EPSOM
-all residents; (b) Church Road, EPSOM - all residents; (c) St Martins Close, EPSOM - all residents; (d) Wimborne Close, EPSOM - all residents; (e) Andrews Close, EPSOM -all residents; (f) Tintagel Close, EPSOM -all residents; and (g) Lynwood Road, EPSOM -all residents; (h) College Road, EPSOM - property numbers 17, 19, 21, 23, 25, 27, 29, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 40A, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 53, 55, 57, 59, 61, 63, 65, 67, 69, 71, and 73; and (i) Albert Road, EPSOM -property numbers 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 36A, 36B, 36C, 36D, 36E, 36F,

Such permits, which will be issued by Epsom and Ewell Borough Council, will cost £150 per permit and will be valid for a period of twelve months. The allocation for such business permits shall be two business permits per business user.The charge for aduplicate permit or a change of permit due to the change of vehicle will be £15;

(d) (N.B -inthe on-street permit holders' only parking places referred to above in sub-paragraphs 4(a), 4(b) and 4(c), no traffic signs relating to such parking place would be marked on the ground or provided on site, other than a sign at
the entry/exit points);
(e) Include the residents of property numbers 10 and 12 West Hill to be eligible for permits in resident area "R". The cost and conditions of use will be the same as sub-paragraph 4(a)(ii), 4(a)(iii), 4(a)(iv), 4(a)(v) and 4(a)(vi);
(f) Introduce an on-street permit holders' only parking place for the residents of property numbers 1, 1A, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, and 15 Barn Close, EPSOM and property numbers 3, 5, 7, 9,11,13,15, 15A, 17,19, 21, 23, 25, 27, 29, 31, 35 and 37 WoodcoteSide, EPSOM in acertainlengthof WoodcoteSide, EPSOM, with the letter identifier "T", and to operate Monday to Saturday inclusive, between 09.00hrs and 20.00hrs. The cost and conditions
of use will be the same as sub-paragraph 4(a)(ii), 4(a)(iii), 4(a)(iv),4(a)(v) and 4(a)(vi).

5. The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation and Revocation of Prohibition of Stopping Outside Schools) Order 201-, under Sections 1(1), 2(1) to (3), 4(2) and Part IV of Schedule 9 to the Act. The effect of which will be to consolidate without change in substance the Orders specified in Part Vof Schedule 5 to this Notice.

6. The Surrey County Council Hookfield and Lindsay Close Controlled Parking Zone in the Borough of Epsom and Ewell (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 201-, under Sections 1(1), 2(1) to (3), 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Part IV of Schedule 9tothe Act. The effect of which will be to consolidate without change in substance the Orders specified in Part VI of Schedule 5 to this Notice.

7. The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free On-Street Loading Bays
and Free On-Street Goods Vehicle Loading Bays) Order 201-, under Sections 32, 35, and 36 and Part IV of Schedule
9 to the Act. The effect of which will be to consolidate without change in substance the Order specified in Part VII of Schedule 5 to this Notice.

8. Whereanew restriction is proposed in this Notice, any existing restrictions on the same lengths of roads shall be revoked.
