M4 MOTORWAY – JUNCTIONS 8/9 - 11 TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that Highways England Company Limited intends to make an Order on the M4 Motorway in the Unitary Authorities of Windsor & Maidenhead, Bracknell Forest, Wokingham and Reading, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to:- a) authorise the overnight closure of:-
i) the eastbound carriageway of the M4 between the road leading from the M4 at Junction 11 (A33) and the entry link leading from the southbound carriageway of the A329(M) at Junction 10 (A329(M));
ii) the westbound carriageway of the M4 between the road leading to the A329(M) at Junction 10 (A329(M)) and the road leading to the M4 at Junction 11 (A33);
iii) the link roads connecting both carriageways of the M4 to and from both carriageways of the A329(M);
iv) the road leading to the eastbound carriageway of the M4 at Junction 11 (A33); and
v) the road leading from the westbound carriageway of the M4 at Junction 11 (A33);
b) authorise the 24-hour weekend closure of:- i) the link road leading from the eastbound carriageway of the M4 to the southbound carriageway of the A329(M); and
ii) the link road leading from the westbound carriageway of the M4 to the northbound carriageway of the A329(M);
c) authorise the 24-hour use of the hard shoulder adjacent to:-
i) the carriageways described in a) i) and ii) above;
ii) the roads described in b) i) and b) ii) above; and
iii) the roads leading from both carriageways of the A329(M) to the westbound carriageway of the M4 at Junction 10 (A329(M));
d) impose a 24-hour 50mph speed limit on:-
i) both carriageways of the M4 between Junction 8/9 (A308(M)/ A404(M)) and Junction 11 (A33);
ii) the road leading to the westbound carriageway of the M4 at Junction 8/9 (A308(M)/A404(M));
iii) the road leading from the eastbound carriageway of the M4 at Junction 8/9 (A308(M)/A404(M));
iv) the road leading to the eastbound carriageway of the M4 at Junction 11 (A33);
v) the road leading from the westbound carriageway of the M4 at Junction 11 (A33); and the following links at Junction 10 (A329(M));
vi) the road leading from the eastbound carriageway of the M4 to the northbound carriageway of the A329(M));
vii) the road leading from the westbound carriageway of the M4 to the southbound carriageway of the A329(M); and
viii) the road leading from both carriageways of the A329(M) to the westbound carriageway of the M4; e) impose a 24-hour 40mph speed limit on the roads described in b) i) and b) ii) above and the hard shoulder described in c) ii) above; f) impose a 24-hour, 2.9 metre width restriction on the roads described in b) i) and b) ii) above and the hard shoulder described in c) ii) above; g) impose a 24-hour width restriction of 3 metres in lane 1, 2.5 metres in lane 2 and 2.85 metres in lane three of the carriageways described in a) i) and ii) above h) impose, subject to i) below, a 24-hour prohibition of Heavy Goods Vehicles in lanes 2 and 3 of the carriageways described in a) i) and ii) above. i) permit, as advised by traffic signs, HGV’s to use the outside lane under lane closure conditions anywhere in the carriageways described in d) i) above.
These measures would be in the interests of road safety while contractors undertake structural and associated bridge work, geotechnical works, drainage works, carriageway repair, barrier and signage repair, general highway maintenance and all associated works. Existing work is continuing at M4 Junction 10 and is expected to be completed in January 2018. New work taking place between Junction 10 and 11 would last for approximately 7 months starting on or after Monday 4th September 2017. The overnight closures would take place between 20:00 and 06:00 (maximum period). The Order would come into force on 2 September 2017 and have a maximum duration of eighteen months. Traffic affected by the closures and the width restrictions would be diverted using the M4, A329(M), A3290, B3270 and Wharfedale Road. The diversion in operation would vary according to the restrictions in force. The temporary closures, mandatory speed limits, width and lane restrictions, hard shoulder running, outside lane HGV permission and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
