1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, propose to make the above mentioned Orders.

2. The general effect of the above mentioned "Free Parking Places" Order would be to: -

(a) designate parking places on the carriageway at the locations listed in Schedule 1 to this Notice in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the disabled persons parking places at the locations listed in Schedule 2 to this Notice.

3. The general effect of the "Parking Places Amendment" Orders would be to shorten in length existing permit parking places in, Belvedere Square, Cowdrey Road, Park Road and Southdown Road to facilitate the installation of disabled persons parking places in those roads and to increase the permit parking place facility in Compton Road further to the removal of a disabled persons parking place.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate each length of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP12, no later than 25 August 2017.

INTRODUCTION OF MP3 CONTROLLED PARKING ZONE
THE MERTON (PARKING PLACES) (MP3) ORDER 2017 THE MERTON (WAITING AND LOADING RESTRICTION) (MP3) ORDER 2017
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 31 July 2017 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders will be to introduce a controlled parking zone "MP3" to include the roads listed in the Schedule to this notice.

3. The general effect of the 'Parking Places' Order will be to: -

(a) designate parking places that will operate Mondays to Saturdays between the hours of 8.30 a.m. and 6.30 p.m. inclusive in certain lengths of the roads listed in the Schedule to this notice;
(b) specify that:-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge" will park free;
(ii) a maximum of 3 permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of roads specified in the Schedule to this Notice. The charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;
(iii) charges for other permits will be as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months; annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50 per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) there may be an additional £25 charge for the administration of new business, resident or annual visitor permits issued and renewals of permits. This charge will be waived if the successful applicant is granted a business or resident permit within 4 weeks of the Order coming into operation and when a resident permit holder applies for a renewal within 4 weeks of the permit expiring;
(v) an additional charge (diesel surcharge) will apply to resident, business and trade parking permits for all dieselvehicles. This will be phased in over a 3 year period in MP3 controlled parking zone as follows:-

(I) £90 annual surcharge from the first anniversary of the introduction of the MP3 controlled parking zone;
(II) £115 annual surcharge from the second anniversary;
(III) £150 annual surcharge from third anniversary.
Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;

(vi) the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum.

4. The general effect of the 'Waiting and Loading' Order will be to introduce:-

(a) waiting restrictions operating "at any time" or between the hours of 8.30 a.m. and 6.30 p.m. Mondays to Saturdays inclusive in the roads listed in the Schedule to this notice;
(b) a motorcycle parking area in Parkleigh Road, the south side, outside No. 22 Parkleigh Road.

5. A copy of each of the proposed Orders, which will come into force on 4 August 2017, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON GREATER LONDON COUNCIL (GENERAL POWERS) ACT 1974 EXEMPTION TO FOOTWAY PARKING PROHIBITION

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under Section 15(4) of the Greater London Council (General Powers) Act 1974 have resolved that vehicles parked with one or more of its wheels resting on the footway, and wholly within the areas delineated by white lines along the roads identified in the Schedule to this Notice, shall be exempt from Section 15(1) of the said Act which makes it an offence to park on the footway.
The resolution shall take effect from 4th September 2017. Dated 3 August 2017.

THE MERTON (WAITING AND LOADING RESTRICTION) (RAYNES PARK) (AMENDMENT NO. 2) ORDER 2017

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 31 July 2017, made the above mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the 'Free Parking Places Order' will be to formalise the free parking place for up to eight vehicles operating between the hours of 10am and 4pm on Mondays to Saturdays in the length of road specified in the Schedule to this Notice. Each period of parking will be limited to a 2 hour maximum stay with a minimum period of 2 hours before the same vehicle could return to the parking place.

3. The general effect of the 'Waiting and Loading' Order will be to further amend the London Borough of Merton (Waiting and Loading Restriction) (Raynes Park) Traffic Order 2013 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for twenty minutes) will be prohibited in the length of road specified in the Schedule to this Notice Mondays to Saturdays between the hours of 7am and 10am, and 4pm and 7pm.

4. A copy of the proposed Orders, which will come into force on 14 August 2017, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

5. 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 31 July 2017, made the above-mentioned Order under section 84 of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will be to impose a speed limit of 20 miles per hour in Ashridge Way, between its junction with Leamington Avenue and its junction with Hillcross Avenue.

3. A copy of the Order, which will come into operation on 4 August 2017, and other documents giving more detailed particulars of the Order, including a plan specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
