1. NOTICE IS HEREBY GIVEN that the Council of the London Borough ot Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above mentioned Order under section 84 of the Road Traffic Regulation Act 1984, and all other enabling powers.
2. The general effect of the Order would be to impose a speed limit of 20 miles per hour in the length of Arterberry Road, SW20 that lies between the northern kerb-line of The Drive and a point 2.2 metres south of the common boundary of Nos. 33a and 33b Arterberry Road.
3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX quoting the reference ARTERBERRY ROAD SCHOOL SAFETY no later than 18 August 2017.

LONDON BOROUGH OF MERTON EXTENSION OF CW3 CONTROLLED PARKING ZONE TO INCLUDE ISLAND ROAD THE MERTON (PARKING PLACES) (CW3) (NO. 2) ORDER 2017 THE MERTON (WAITING AND LOADING RESTRICTION) (CW3) (NO. 2) ORDER 2017
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 26 July 2017, have made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of proposed 'CW3' Orders will be to include Island Road in controlled parking zone CW3 so that:-
(a) waiting restrictions will be introduced that will operate Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. inclusive in certain lengths of Island Road;
(b) permit holder parking places will be designated in certain lengths of Island Road that will operate Mondays to Fridays between the hours of 8.30 a.m. and 6.30 p.m. inclusive and will specify that, subject to paragraph 3 below:-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit. Motor cycles and vehicles displaying a "blue badge' will park free;
(ii) a maximum of 3 permits per residential address in Island Road will be issued by the Council or its agents to persons whose usual place of abode is in Island Road. The charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third permit;
(iii) charges for other permits will be as follows: resident address permits will charged at the same rate as residents' permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months; annual visitor permits (one per household) will be £140, residents will be entitled to 100 half day temporary visitors' permits at a charge of £1.50 per permit or 50 full day temporary visitors' permits at a charge of £2.50 per permit; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) there will be an additional £25 charge for the administration of new business, resident or annual visitor permits issued. This charge will be waived when an Island Road resident applies for a permit within one month of Island Road being included in CW3 zone.
3. Additionally, there have been changes made to the Merton Council parking charging regime which will:-
(a) apply an additional charge (diesel levy) to resident, business and trade parking permits for all diesel vehicles that will be phased in as follows:-
(i) £90 annual surcharge from 8 May 2018;
(ii) £115 annual surcharge from 8 May 2019;
(iii) £150 annual surcharge from 8 May 2020.
Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(b) set the resident parking permit charge for electric vehicles at a discounted rate of £25 per annum.
4. A copy of the Orders, which will come into force on 7 August 2017, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant

powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
COOMBE LANE, SW20 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate water main repairs and associated works in Coombe Lane, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter or proceed in Coombe Lane, between the south-eastern kerb-line of Copse Hill and a point opposite the party wall of Nos. 221 and 223 Coombe Lane; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Coombe Lane specified in paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. Vehicular access to properties adjacent to the restricted length of road will be maintained insofar as access is reasonably practicable without interference with the said works.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
7. Vehicular traffic affected by the one-way working should proceed by way of Copse Hill, Cottenham Park Road and Durham Road.
8. The Order will come into operation on Monday 7 August 2017 and it is anticipated that the works will be completed within 1 week. However, the Order will remain in force for 1 month and its provisions will be reintroduced should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (VARIOUS ROADS) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 9) ORDER 2017
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit vehicular traffic from entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.
2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice would be suspended for the duration of the works in those roads or lengths of roads.
3. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be those diversion routes specified in column 2 of the Schedule to this notice.
4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
7. The Order would come into force on Monday 7 August 2017 and the anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order would remain in operation for a maximum period of 12 months and its provisions would be re-introduced should further works be required.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above mentioned Order.
2. The general effect of the "Free Loading Bays" Order would be to:
(a) re-designate the existing free loading bays in Lombard Road in the vicinity of Nos. 9, 13, 17 , 25 and 27 Lombard Road so that they operate "at any time" with no period of maximum stay.
(b) specify that that goods carrying vehicles constructed or adopted for use of the carriage of goods or burden of any description and not drawing a trailer may be used subject to the provisions of the Order for the purpose of continuous loading and unloading in those free loading bays.

A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the lengths of road to which the Order relates can be inspected during the Council's normal office hours on Mondays to Fridays inclusive at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
