LONDON BOROUGH OF MERTON PROPOSED TRAFFIC CALMING MEASURES AT THE JUNCTION OF HAWKES ROAD WITH WILSON AVENUE THE LONDON BOROUGH OF MERTON (PRESCRIBED ROUTE) (HAWKES ROAD AND WILSON AVENUE) ORDER 201*
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, propose to make the above mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Order will be to revoke the London Borough of Merton (Prescribed Route) (No. 70) Traffic Order 1991 and re-introduce its provisions with amendments to more accurately reflect the location of the width restriction of 7 feet at the junction of Hawkes Road with Wilson Avenue prior to changes to the road layout.
3. The Council also propose, under section 90 A-F of the Highways Act 1980, to install a single standard speed cushion in the width restriction measuring 3 metres by 1.6 metres, with a maximum height of 75 millimetres above road level and an on-off ramp gradient no steeper than 1:8.
4. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the length of road to which the Order relates and gives the location of the proposed speed cushion, can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference WILSON AVENUE WIDTH RESTRICTION, no later than 11 August 2017.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, propose to make the above-mentioned Orders.
2. The general effect of the "Free Parking Places" Order would be designate parking places which would operate between 5am and 10pm throughout the week in certain lengths of the roads listed in Schedule 1 to this notice and specify that:
(a) the parking places may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods vehicles, invalid carriages or motor cycles; and
(b) there would be no charge for parking in the parking places.
3. The general effect of the "Goods Vehicles Over 5t Free Parking Places" Order would be to designate parking places which would operate between 10pm and midnight and between midnight and 5pm throughout the week in the lengths of road specified in Schedule 2 to this notice and specify that:
(a) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are goods vehicles weighing over 5 tonnes; and
(b) there would be no charge for parking in the parking places.
NB. The lengths of road in Schedule 2 to this notice would also operate as free parking places as described in paragraph 2 above.
4. The general effect of the "Commercial Vehicles Waiting Restriction" Order would be to revoke and re-introduce the provisions of the Merton (Commercial Vehicles) (Waiting Restrictions) Order 1990 with:-
(a) updates to its definitions and provisions;
(b) changes which would enable parking during the permitted hours in the free parking places referred to in paragraphs 2 and 3 above by goods vehicles weighing over 5 tonnes.
5. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 20 minutes) would be prohibited at any time in the lengths of the roads listed in Schedule 1 to this Notice which are not parking places;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 20 minutes) would be prohibited between the hours of 10pm and midnight and between midnight and 5am throughout the week in the lengths of roads referred to in paragraph 2 above which are not specified in Schedule 2 to this notice.
6. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
7. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/ WRWILLOWLANE, no later than 11 August 2017.

SCHEDULE 1
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Access to properties adjacent to the length of road described in paragraph 2(a) above would be maintained insofar as access is reasonably practicable without interference with the said works.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Vehicular traffic affected by the road closure should proceed using Lynmouth Avenue or other adjacent roads, Dudley Drive and Tudor Drive.
8. The Order would come into operation on Monday 7th August 2017 with works expected to be carried out during the month of August. However, the Order would remain in operation for 6 months and its provisions would be re-introduced during that period should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
ASH RIDGE WAY AND WOODLAND WAY, MORDEN (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate the construction of raised tables and lining works in Ashridge Way and Woodland Way they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in;-
(i) Ashridge Way, between its junction with Hillcross Avenue and Leamington Avenue; or
(ii) Woodland Way, from its junction with Ashridge Way north-eastward for a distance of 15 metres;
(b) wait, including for the purposes of loading or unloading, in the lengths of roads specified in sub-paragraph 2(a) above.
3. Any designated parking place situated in the lengths of roads specified in paragraph 2 above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the closures should proceed by way of Arundel Avenue, Hillcross Avenue, Leamington Avenue and Monkleigh Road.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Monday 24 July 2017 and it is anticipated that the works will be carried out until Friday 4 August 2017. However, the Order will remain in force until 23 January 2018 and its provisions will be re-introduced should further works be required.

EFFRA ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate deliveries to be made, loading and unloading, and equipment to be installed or removed at the Shree Ghanapathy Temple in Effra Road they have made an Order, the effect of which will be that no person will cause or permit any vehicle to proceed in that length of Effra Road which lies between Birkbeck Road and Haydon's Road in a direction other than west to east on the following dates:-
(a) Friday 21st July 2017;
(b) Saturday 22nd July 2017;
(c) Sunday 23rd July 2017;
(d) Friday 28th July 2017;
(e) Saturday 29th July 2017; and
(f) Monday 31 st July 2017.

SCHEDULE 2
(Free Parking Places between 10pm and midnight and between midnight and 5am throughout the week for Good Vehicles weighing over 5 tonnes)
1. Wates Way, Mitcham, the main arm, north-east side, from a point 10 metres west of the western kerb-line of Ellis Road at its southernmost junction with Wates Way, westward for a distance of 139 metres.
2. Willow Lane, Mitcham, the western arm, the west side, from a point 43 metres south of the south-western kerb-line of Osier Way, southward for a distance of 147 metres.
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
QUICKS ROAD, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate a new gas connection and associated works in Quicks Road they have made an Order, the effects of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in Quicks Road, from the western kerb-line of Victory Road eastward for a distance of 36 metres;
(b) wait, including for the purposes of loading or unloading, in the length of Quicks Road specified in sub-paragraph (a) above.
3. Any designated parking place situated in the length of Quicks Road specified in paragraph 2 above will be suspended for the duration of the works in the said road.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Whilst the road closure referred to above remains in force, the alternative route for diverted traffic will be via Haydons Road, South Park Road and Wycliffe Road.
6. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a policed community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes at the time of any emergency; or
(d) so as to prevent vehicular access to premises in or adjacent to, the length of Quicks Road specified in paragraph 2(e) above insofar as access is reasonably practicable without interference with the works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Monday 31 st July 2017 and remain in force until Friday 4th August 2017 inclusive or until the works are completed, whichever is the earlier.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LYNMOUTH AVENUE AND TUDOR DRIVE, SM4 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2017
1. The Council of the London Borough of Merton hereby give notice that to facilitate road safety improvement works in Lynmouth Avenue and Tudor Drive, they have made an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.
2. During the works no person would cause or permit any vehicle to:-
(a) enter into or proceed in Lynmouth Avenue, from the south-western kerb-line of Tudor Drive south-westward for a distance of 15 metres; or
(b) wait, including for the purpose of loading or unloading, any vehicle in:
(i) Lynmouth Avenue, from the south-western kerb-line of Tudor Drive south-westward for a distance of 30 metres; or
(ii) Tudor Drive, from the common boundary of Nos. 219 and 221 Tudor Drive south-eastward to the common boundary of Nos. 226 and 228 Tudor Drive.
