NOTICE SURREY COUNTY COUNCIL AMENDMENTS TO WAITING, LOADING AND UNLOADING RESTRICTIONS AND FREE ON-STREET PARKING PLACES AND PERMIT PARKING IN THE BOROUGH OF EPSOM AND EWELL ON 12 JULY 2017 SURREY COUNTY COUNCIL MADE the following Orders under The Road Traffic Regulation Act 1984 ("The Act") as part of the Plan Highway Improvement Scheme, which will come into operation on 24 July 2017: -

1The Surrey County Council ((Various Roads in Epsom and Ewell) (Consolidation of Waiting Loading and Unloading Prohibition and Restriction) Order 2005 (Amendment No. 15) Order 2017", which amended "The Surrey County Council
1"The (Various Roads in Epsom and Ewell) (Prohibition of Waiting Loading and Unloading) Order 2005" under Sections 1(1) and 2(1) to (3) and 4(2) of and Part IV of Schedule 9tothe Act, so as to: -

(a) amend the existing prohibition of waiting between 06.00hrs and 20.00hrs to a prohibition of waiting at any time along the following lengths of the eastern side of South Street, EPSOM: -

(i) from wherethe existing double yellow line restrictions terminate outside properties No. 159 to No. 161 High Street southwards to apoint 2.6 metres south of the northernproperty boundary of property No. 33B;
(ii) from wherethe existing double yellow line restrictions terminate outside the property known as"TheatreCourt"to a point 24.5 metres south of the northern property boundary of property No. 33B;

(b) prohibit the waiting by vehicles along the following lengths of South Street, EPSOM to operate Monday to Sunday,between 19.00hrs to 07.00hrs: -

(i) eastern side of South Street, from a point 2.6 metres south of the northern property boundary of property No. 33B for a distance of 21.9 metres in a southerly direction;
(ii) western side of South Street, from a point 3 metres south of the southern property boundary of property numbers 26 and 28, for a distance of 26.3 metres in a  southerly direction;

(c) provide that the usual exemptions, for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of those roads, the maintenance of those roads and the services in them and for
disabled persons vehicles in accordance with the Blue Badge Scheme would apply to all the aforementioned lengths of roads.

2"The Surrey County Council ((Various Roads in Epsom and Ewell) (Goods Vehicles' Free On-Street Loading Bays) Order 2012 (Amendment No. 6) Order 2017", which amended "The Surrey County Council (Various Roads in Epsom &Ewell (Goods Vehicles' Free On-Street Loading Bays) Order 2012" under Sections 1(1) and 2(1) to (3) and 4(2) of and Part IV of Schedule 9tothe Act, so as to: -

Surrey County Council ((Various Roads in Epsom and Ewell) (Goods Vehicles' Free On-Street Loading Bays) Order 2012 (Amendment No. 6) Order 2017", which amended "The Surrey County Council (Various Roads in Epsom &Ewell (Goods Vehicles' Free On-Street Loading Bays) Order 2012" under Sections 1(1) and 2(1) to (3) and 4(2) of and Part IV of Schedule 9tothe Act, so as to: -

(a) provide agoods'vehicles loading bay in those lengths of South Street, EPSOM as specified in sub-paragraph 1(b)(i) and 1 (b)(ii) to operate Monday to Sunday between 07.00hrs to 19.00hrs;

(b) provide that the usual exemptions e.g. Emergency vehicles, using vehicles for works on or adjoining those lengths of roads, the maintenance of those roads and the services in them would apply to the aforementioned loading bays referred to above (N.B. the usual exemptions for blue badge holders shall not apply to this restriction).

3. Where a new restriction has been made, any existing restrictions on the same lengths of roads have been revoked, save for the existing loading restrictions of no loading Monday to Friday between 07.30hrs-09.30hrs and between 16.30-18.30hrs and no loading between 08.30hrs-17.30hrs on Saturdays, along those lengths of South Street, EPSOM as specified in sub-paragraphs 1(a)(i) and sub- restriction has been made, any existing restrictions on the same lengths of roads have been revoked, save forthe existing loading restrictions of no loading Monday to Friday between 07.30hrs-09.30hrs and between 16.30-18.30hrs and no loading between 08.30hrs-17.30hrs on Saturdays, along those lengths of South Street, EPSOM as specified in sub-paragraphs 1(a)(i) and sub- paragraph 1(a)(ii).

4. The following Orders have also been made, which made further drafting following Orders have also been made, which made further drafting amendments to the Original Orders, which have no effect on any of the restrictions
on the ground: -

(a) The Surrey County Council (Various Roads in Epsom &Ewell)(Prohibition of Stopping Outside Schools) (No. 1) Order 2005 (Amendment No. 16) Order 2017;
(b) The Surrey County Council (Various Roads in Epsom and Ewell) (Consolidation of Free Street Parking Places and Revocation) Order 2005 (Amendment No. 15) Order 2017;
(c) The Surrey County Council (Various Roads in Epsom and Ewell) (Free Street Parking Places) (Disabled Persons) Order 2005 (Amendment No. 15) Order 2017;
(d) The Surrey County Council (D2247) Ladbroke Road Epsom in the Borough of Epsom and Ewell (Restricted Zone) (On-Street Parking Place Order 2013) (Amendment No. 6) Order 2017;
(e) The Surrey County Council (Hookfield and Lindsay Close Controlled Parking Zone in the Borough Epsom and Ewell (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2005) (Amendment No. 15) Order 2017;
(f) The Surrey County Council Various Roads in the Borough Of Epsom and Ewell (Permit Holders Only) (On-Street Parking Places) Order 2016 (Amendment No. 1) Order 2017;

Copies of the made Orders, together with plans showing the lengths of roads to which the Orders relate and aStatement of the Council's reasons for making the Orders, may be inspected free of charge, until six weeks from the date of the making of the Orders at:
(i) Epsom and Ewell Borough Council, Town Hall, The Parade, Epsom, KT18 5BY, during normal office hours;
(ii) Epsom Library,The Ebbisham Centre, 6 Derby Square, Epsom, KT19 8AG;
(iii) Bourne Hall Ewell Library,Spring Street, Ewell, KT17 1UF;
(iv) Stoneleigh Library, 1Stoneleigh Broadway,Stoneleigh, Epsom, KT17 2JA;
(v) Ewell Court Library,Ewell CourtHouse, Lakehurst Road, Ewell, KT19 0EB during normal opening hours; and          
(vi) Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey,GU4 7BQ, Monday to Friday,between 10.00hrs and 16.00hrs.
If you wish to question the validity of any of these Orders or any provision contained in them, on the grounds that it is not within the powers conferred by the Act, or on grounds that any requirement of the act, or any instrument made under it, has not been complied with, in relation to the Order,you may,within six weeks from the date of the making of the Orders, apply to the High Court for this purpose.
