Greater Manchester Combined Authority Notice
In accordance with sections 123B and S123C (4) of the Transport Act 2000 ("Act"), the Greater Manchester Combined Authority ("Authority") has authorised the publication of this notice at its meeting on the 30 June 2017, confirming that it intends to prepare an assessment of a proposed bus franchising scheme ("Proposed Scheme"). The Proposed Scheme as currently envisaged will cover the whole of the Greater Manchester Combined Authority Area ("Area"). Pursuant to section 123C (2) (a) of the Act the Secretary of State's permission to carry out the assessment of the Proposed Scheme is not required because the scheme relates to the Area of a Mayoral Combined Authority. The Bus Services Act was enacted on 27 April 2017 and its powers commenced on 27 June 2017. The Bus Services Act 2017 provides the Authority with powers to reform the bus market and these provisions provide for new types of partnership schemes and the option to franchise bus services. The Authority has directed Transport for Greater Manchester as the Transport Executive Body for the Area to assess the new bus reform options available under the Act including an assessment of the Proposed Scheme. Before undertaking such an assessment section 123C (4) of the Act prescribes that the Authority must publish a notice stating that they intend to prepare such an assessment.
