TEMPORARY ROAD CLOSURES CARRIAGEWAY RESURFACING VARIOUS ROADS

SECTION 14(1)(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY ROAD CLOSURES - CARRIAGEWAY RESURFACING - VARIOUS ROADS

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they have made a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to allow carriageway resurfacing work to take place.

1. The order shall be cited as The Harrow (Carriageway Resurfacing No.2) Temporary Traffic Order 2017, and would be operational on 26th June 2017 and would remain in effect until 30th October 2017 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 7th July 2016. Each road shall be closed for no longer than 10 working days; and most roads will be resurfaced within two to three days.
Expected dates of closures for each road are listed below; however, these dates may be subject to change due to operational circumstances. Advanced temporary signage will be erected on-street; and information letters dropped through the letterboxes of affected frontages beforehand, confirming when roads will be closed.

2. Vehicles shall be prohibited from entering or exiting the following lengths of roads as and when signs are in place;

(a) Old Hall Close - at its junction with St Thomas Drive;

(b) Shelbourne Close - at its junction with Moss Lane;
26/06/17 - 05/07/17 08:00 - 17:00hrs
(c) Greystoke Avenue - between its junctions with Melbourne Avenue and George V Avenue;
26/06/17 - 06/07/17 09:30 - 15:30hrs
(d) Ainsdale Crescent - between its junctions with Greystoke Avenue and George V Avenue;
27/06/17 - 06/07/17 08:00 - 17:00hrs
(e) West End Lane - between its junctions with Elm Park Road and High View/Sweetmans Avenue;
30/06/17 - 12/07/17 08:00 - 17:00hrs

3. Vehicles shall be prohibited from waiting or loading in the roads listed below as and when signs are in place;

27/06/17 - 06/07/17 08:00 - 17:00hrs
(e) West End Lane - between its junctions with Elm Park Road and High View/Sweetmans Avenue:
30/06/17 - 12/07/17 08:00 - 17:00hrs

4. Nothing in paragraph 2 & 3 above shall apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;
(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;
(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;
(d) any vehicles used in connection with the carriageway resurfacing work;
(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

5. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

6. Diversion routes for Schedule 2;

(c/d) Greystoke Avenue/Ainsdale Crescent - via George V Avenue, Headstone Lane, Melbourne Avenue and vice versa;
(e) West End Lane - via Elm Park Avenue
