THE INFRASTRUCTURE PLANNING (ENVIRONMENTAL IMPACTASSESSMENT) REGULATIONS 2009- REGULATION 11 NOTICE OF PROPOSED APPLICATIONFOR ADEVELOPMENT CONSENT ORDER(DCO) FOR THE TEESCOMBINED CYCLE POWER PLANT (TEESCCPP) PROJECT
1. Notice is hereby given that Sembcorp Utilities UK Limited ('Sembcorp') of PO Box 1985, Wilton International, Middlesbrough,Teesside,TS90 8WS,intendsto submit an application('the ProposedApplication') to theSecretary of Statefor Business,Energyand Industrial Strategy fora Development Consent Order('DCO') underSection37ofThe PlanningAct 2008 (the 'Act') to authorise theconstruction, operationand maintenance of anewgas-firedgenerating stationwith an outputcapacityofup 1,700 megawatts and associated development (together'the Project').

2. Thesiteforthe Project('the ProjectSite') coversanarea of approximately15hectares andislocatedonthe siteof former gas-fired generating stationwithin the south-western partofthe Wilton InternationalsiteonTeesside.

3. Theproposed DCOwill,amongst othermatters, authorise the construction, operationand maintenance of:

3.1acombined cycle gasturbine ('CCGT') plant, comprising up to twoCCGT units,including up to twowaste heatrecovery steam generators, up to twocondensing steamturbines, turbine buildings,package boilers, emissions stacks,hybrid cooling towers andadministration, controland workshop buildings;
3.2 connections to existing natural gas, towns water(for cooling) andelectricitygridinfrastructurewithin the Project Site; and

3.3 ancillary plant, equipment and buildings, enclosures, internal vehicular roads,vehicle parking, surface andfoul waterdrainagesystems,connectionstoutilities,noise attenuationwalls,securityfencing andexternallighting.

4. TheCCGT plantwillbedesigned to be 'combined heat and powerready'and Sembcorp will alsoreserveanareaof land at the ProjectSiteforthefutureretrofitting of carbon capturetechnology if suchtechnology becomes viable.
5. TheProjectrepresentsEnvironmental Impact Assessment ('EIA') development andtherefore an EIA will be undertaken.Thefindingsofthe EIA will be reported in an Environmental Statementthatwillbesubmitted with the ProposedApplication.

6. Informationsofar complied about the Project's environmental effectsiscontainedinaPreliminary Environmental InformationReport('PEIR') anda nontechnical summary.
