Notice of Making of an Order Highways Act 1980 - Section 119 Mersea Island Borough of Colchester Public Path Diversion Orders 2017
The above Orders, made on 2nd June 2017, will divert public Footpath 7 in the Parish of West Mersea and Footpaths 10,13 and 15 in the Parish of East Mersea in the Borough of Colchester as shown on the Order maps contained in these Orders. A part length of Footpath 7 West Mersea starting from grid reference 60215,21522 and running in a generally north easterly direction over the marshland around the edge of the Pyfleet Channel for a distance of 450 metres to grid reference 60187,21549 then in a generally south easterly direction across the marshland for a further distance of 748 metres to grid reference 60154,21495 and finally in a generally south easterly direction parallel to the road known as The Strood for a distance of 315 metres to grid reference 60169,21470 where it connects to East Mersea Road, just south of the footbridge, will be diverted to a new route commencing at the same above point and running in a westerly direction along the top of the raised bank, then in a south south easterly direction along the raised bank and then in a generally south westerly direction along the raised bank for a distance of 850 metres to grid reference 60176,21463 where it connects to The Strood but 100 metres further south east along the road than the current path. A part length of Footpath 10 East Mersea starting from grid reference 60384,21420 where it commences from the highway known as East Road and running in a northerly direction on the east side of Weir Farm continuing across the field in a north easterly then a south easterly direction for a total distance of 205 metres to grid reference 60398,21427 will be diverted to a new route. starting at grid reference 60388,21418 on East Road 38 metres further to the east than the current path and running in an north easterly direction parallel with the road along the field boundary for a distance of 120 metres to grid reference 60399,21421 then continuing in a north westerly direction along the field boundary for a final distance of approximately 66 metres to the same above point where it continues unaffected.
A part length of Footpath 13 East Mersea starting from grid reference 60520,21585 on the raised path adjacent to the Pyefleet Channel and running in a south westerly direction for a distance of 410 metres to grid reference 60484,21565 then in a north westerly direction for a further distance of 160 metres to grid reference 60477,21578 and finally in a north easterly direction for a final distance of 395 metres to grid reference 60512,21596 on the raised path adjacent to the Pyefleet Channel will be diverted to a new route commencing at the same above point and running in a generally north westerly direction along the top of the raised bank for a total distance of 150 metres to the same above point where it continues unaffected. A part length of Footpath 15 East Mersea starting from grid reference 60551,21569 and running in a generally north easterly direction meandering across the field for a total distance of 275 metres to grid reference 60569,21585 where it connects to Footpath 13 East Mersea south of the Pyfleet Channel, will be diverted to a new route commencing from the same above point and running in a generally north north westerly direction parallel to the drainage ditch continuing across a culvert for a total distance of 200 metres to grid reference 60545,21587 where it connects to Footpath 13 East Mersea.
A copy of the Orders and Order Maps have been placed in and may be seen free of charge at Colchester Library and at the Chelmsford Public Library, Market Road, Chelmsford during normal working hours. Copies of the Order and Order map are available on request from the Chelmsford Library at a charge. Any representation about or objection to the Order may be sent or delivered in writing to Laurence Page and addressed to the Definitive Map Team, Essex County Council, A2 Seax House, County Hall, Chelmsford CM1 1QH, no later than 13th July, 2017 and should state the grounds on which it is made. Please include an email address with your comments. If no such representations or objections are duly made, or if any so made are withdrawn, Essex County Council may itself confirm the Order as an unopposed Order. If the Order is sent to the Secretary of State for the Environment for confirmation, any representations or objections which have not been withdrawn will be sent together with the Order. Any such representation or objections will be taken into account by the Council with the result that they may be made available to the public under the Local Government (Access to Information) Act 1985.

(Footpath 1, Great Horkesley) (Temporary Prohibition of Use) Order 2017
Further to a notice: Under Section 14(2) of the Road Traffic Regulation Act 1984, which commenced on 6 June 2017.
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: to temporarily close Footpath 1, Great Horkesley in the Borough of Colchester for approximately 40 metres at the point it crosses the River Stour. The closure is scheduled to commence on 11 June 2017 for 12 days, weather permitting, or where appropriate signs are showing, and is required for the safety of the public and work force while refurbishment works to the footbridge timber is undertaken.
The alternative route will be via Footpath 2, Great Horkesley, Footpath 47, Great Horkesley, unknown Suffolk Footpath (adjacent to The Anchor Public House), Horkesley Road and vice versa.
The Order will come into effect on 11 June 2017 and may continue in force for 6 months, or until the works are completed, whichever is the earlier
(Green Lane, Boxted) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Green Lane, in the Parish of Boxted in the Borough of Colchester from a point approximately 58 metres west of the junction with Wet Lane for a distance of approximately 25 metres west. The closure is scheduled to commence on 19th June 2017 for three days or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while new foul sewer connection is undertaken.
The alternative route will be via Birchanger Lane, A120, B1383, Birchanger Lane and vice versa.

(Artillery Street, Colchester) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Artillery Street, Colchester in the Borough of Colchester, from its junction with Kimberley Road, for a distance approximately 90 m in a northerly direction. The closure is scheduled to commence on 19th September 2017 for 4 days, or where stated on a valid permit (BC005MU1WBAUSEIBQCU4ET01 - BT). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while building a new joint box and laying cable works are undertaken by BT. An alternative route is available via Artillery Street, Barrack Street, Port Lane, and vice versa.
The Order will come into effect on 29th June 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
(The Street, Kirby le Soken) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of The Street, Kirby le Soken in the District of Tendring, from a point approximately 180 m east of its junction with Mumfords Lane for a distance of approximately 36 m in an easterly direction. The closure is scheduled to commence on 10th July 2017 for 5 days, or where stated on a valid permit (AZ0081000601883 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while gas connection works are undertaken by Cadent. An alternative route is available via Halstead Road, Frinton Road, Thorpe Road and vice versa.
The Order will come into effect on 15th June 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
(Various Roads, Borough of Colchester) (Temporary Prohibition of Traffic & Clearway) (No.8) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:
1. To temporarily close the various lengths of road in the Borough of Colchester as specified in Schedule 1.
2. A temporary 'No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Stopping restriction will be in force.
"The Essex County Council (Colchester Borough) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008" and "The Essex County Council (Colchester Borough) (Permitted Parking & Special Parking Area) Order 2014" will be temporarily amended to include the temporary 'No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 15/06/2017, exact dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

(Mersea Road, Langenhoe) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mersea Road, Langenhoe in the Borough of Colchester, from its junction with School Lane, for a distance of approximately 7 m in an easterly direction. The closure is scheduled to commence on 11th July 2017 for 1 day, or where stated on a valid permit (AD03153581752 -Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while Mains works are undertaken by Anglian Water.
An alternative route is available via Mersea Road, Layer Road, Peldon Road, Malting Road, St Ives Road, Peldon Rose Access Road, Colchester Road and vice versa. The Order will come into effect on and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
