OXFORDSHIRE COUNTY COUNCIL
(COWLEY ROAD CARNIVAL) (TRAFFIC REGULATION) SPECIAL EVENT ORDER 2017
NOTICE is hereby given that on 19th June 2017 Oxfordshire County Council proposes to make the above order under Section 16A of the Road Traffic Regulation Act 1984. This order is to facilitate the holding of the Cowley Road Carnival for participants and spectators on Sunday 2nd July 2017, which is promoted by Johannah Aynsley, Cowley Road Works, c/o Pegasus Theatre, Magdalen Road, OX4 1RE. The Council is satisfied that it is not appropriate for the event to take place other than on the highway.
Various traffic measures will be in place for public safety reasons between 7am and 9pm.The effect of the Order will be as follows:
(1) to prohibit vehicles proceeding or waiting in:
(a) Cowley Road, between The Plain and Magdalen Road (limited access will be available from The Plain toJeune Street);
(b) ManzilWay, (c) Dawson Street; (d) Chapel Street (to Collins St junction; Collins St gate will be opened for access to/from East Avenue);

(2) to prohibit waiting (including permit parking, disabled parking and taxis), loading and unloading in Cowley Road between Jeune Street and Magdalen Road;

(3) the one-way traffic restrictions in Bullingdon Road and Rectory Road will be removed to allow two-way access short of the Cowley Road.

Exemptions will be included for supervised access to property, emergency services, and necessary works to roads, services or utilities in or adjoining the closed sections of roads.
The alternative route for through traffic is via Iff ley Road, Henley Avenue, Church Cowley Road, Between Towns Road, Oxford Road to Cowley Road and vice versa. The relevant provisions of The City of Oxford (East Oxford) (Controlled Parking Zone) Order 2000 (as amended) and The Oxfordshire County Council (Disabled Persons Parking Places - Oxford) Order 2010 (as amended) shall be temporarily suspended for the duration of the event.
Documents giving more detailed particulars of the proposed Order are available for public inspection at County Hall, New Road, Oxford OXI IND from 9am to 4.30 pm Monday to Friday; and at Cowley Library, Temple Road, Oxford, OX4 2EZ from 9.15am to 5.30pm Monday & Friday; 9.15am to 7pm Tuesday & Wednesday; and 9am to 4.30pm Saturday.
