NOTICE IS HEREBY GIVEN that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers.The effect of the proposal is twofold - to update Pay and Display parking procedures in Abingdon, Henley and Oxford City, and to update procedures for the application and use ofVisitors Parking Permits available to the holders of Residents Parking Permits in Abingdon and Henley.
Pay and Display Parking
1.) New pay and display parking machines are due to be installed in Abingdon and Henley from March 2017 to replace the current obsolete machines. The new machines will only issue standard pay and display parking tickets. Payments may be made by telephone or online using a credit or debit card as well as by the insertion of coins. Pay and display parking charges are not being varied. The new machines will not support the current arrangements for issuingparkingtickets for visitors, and it is therefore proposed to issue visitors permits using 'scratch-cards' as successfully used in Oxford for many years. Pay and Display Parking charges for the public are only payable between 9am and 6pm Monday to Saturday (residents exempt from payment). For information only, the charges in both towns (increase approved by cabinet l8June 2015 but not yet implemented) will be 50p for one hour;80p for 2 hours; Excess period 2 hours; Excess charge £40 (discounted for early payment at £20).
Excess charge payments may be sent or hand delivered to the address specified on the excess charge notice or paid by debit or credit card online or by telephone. 2.) The introduction of the new machines also involves technical adjustment to the existing Oxford City parking orders which will be revoked - The Oxfordshire County Council (Oxford Central Area) (Designation and Regulation of Street Parking Places) Order 2002 (as amended); and The Oxfordshire County Council (Pay and Display Parking Oxford City) Order 2002 (as amended) and the opportunity has been taken to consolidate these orders into the new order (3. above) so they too are consistent with more recent orders. There is however no change to charges for pay and display parking in Oxford. 3.) Residents Permits The existing procedures for residents in Abingdon and Henley to apply for residents parking permits remain unchanged. The orders will specify that the maximum number of Residents Parking Permits per eligible property is 2. The following charges apply for residents and visitors permits. The charges for residents permits per eligible property is £80 per annum for Henley and £l20 for Abingdon for the first and any second permit. Visitors Permits. Residents aged 17 or over at eligible properties in specified parts of Abingdon and Henley will be entitled to a maximum of 50 days' worth of visitors permits per year provided in 2 blocks of 25 each. In exceptional circumstances, additional permits may be available. Visitor's permits for eligible residents aged 70 or over will be free of charge. For other eligible residents the first block of 25 visitors' permits will be free and the second block will be 80p per permit so the cost of the second block will be £20.Visitors Permits may be used in pay and displayparking places and permitparking places.In Abingdon these parking places and permits are zoned and may only be used in the zone as designated on the permit. The opportunity has been taken to update the Oxfordshire County Council (Abingdon) (Designation and Regulation of Street Parking Spaces) Order l994 (as amended) and replace it with the new proposed order.It will be brought into line as to the ordering of its contents (as well as some detailed drafting) so that it is consistent with the majority of other parking orders in Oxfordshire. The Oxfordshire County Council (Various Roads - South Oxfordshire) (Prohibition and Restriction ofWaiting and Permitted Parking) Order 2008 (as amended) for Henley is also to be amended.
Documents giving detailed particulars of the proposed Orders are available for public inspection at www.oxfordshire.gov.uk and County Hall, New Road, Oxford, OXl IND from 9am to 4.30pm Monday to Friday; at Abingdon Town Council Community and Visitor Information Centre Guildhall, Abbey Close, Abingdon OXI4 3HL; and at Henley Town Council, Town Hall, Market Place, RG9 2AQ 9am to 8pm Mondays to Fridays, and 9am to 4.30pm Saturday; Tuesday & Thursday 9am to 5.30pm,Wednesday 9am to lpm. Objections to the proposals, specifying the grounds on which they are made and any other representations should be sent in writing to the address below (quoting ref.AK/DG/TRO) no later than 3 February.The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
