ROYAL BOROUGH OF KINGSTON UPON THAMES
EXPERIMENTAL GOODS VEHICLE LOADING BAY -PORTSMOUTH ROAD, KINGSTON (TMO-P240)
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 7th November 2016 made the following Orders under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985: -

- The Kingston upon Thames (Free Parking Places) (Goods Vehicles) (Amendment No. 5) (Special Parking Area) Experimental Traffic Order 2016;

- The Kingston upon Thames (Waiting and Loading Restriction) (Amendment No.30) Experimental Traffic Order 2016.

2. The general effect of the Orders, which will come into force on

21st November 2016, will, on an experimental basis;
(a) introduce a parking place for the loading & unloading of goods vehicles only, to apply between 10am & 4pm and between 7pm & 7am on the following day, maximum stay 1 hour (on the west side adjacent to River Thames, opposite No. 1 Portsmouth

Road, Kingston); and
(b) remove existing, experimental waiting and loading restrictions from within the above parking place.

3. The Orders provide that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council's Director of Place, or some person authorised in that behalf by him, may, if it
appears to him or that person essential in the interest of the expeditious, convenient and safe movement of traffic or for providing suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any road affected
by the Orders runs, modify or suspend the Orders or any provision contained therein.
4. Copies of the Orders and of documents giving more detailed particulars of the Orders are available for inspection from 11th November 2016 until such time as the Orders cease to have effect at:
- The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm on Mondays to Fridays inclusive;
- Kingston Library, Fairfield Road, Kingston, during normal opening hours.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made there under have not been complied with in relation to the Orders may,within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
6. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders made under sections 6 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of an Order for the purpose of such indefinite continuation within a period of six months beginning from the date on which the experimental Order
came into force, or if the experimental Order is varied or modified, beginning with the date on which such variation or modification came into force. Any objection must be in writing stating the grounds on
which it is made and sent to either the Director of Place, Traffic Order Section, Guildhall 2, Kingston upon Thames, Surrey, KT1 1EU or to TMO@kingston.gov.uk (please quote TMO-P240).
