Statement of Community Consultation Information
Introduction Eneco Round 3 Development Limited (Eneco) is publishing this summary of the Statement of Community Consultation (SOCC) in relation to the proposed offshore wind park Navitus Bay and its associated works. This document outlines how Eneco will consult on the Project with the local community, residents, organisations and visitors to the area. A detailed copy of the SOCC is availale on the Eneco website: www.navitusbaywindpark.co.uk The Crown Estate has awarded Eneco the right to develop an offshore wind park to the west of the Isle of Wight and south of Bournemouth. Eneco intends to apply to the Infrastructure Planning Commission (IPC) for a Development Consent Order (DCO) to permit Eneco to build and operate the Project. Together with the offshore wind park and cables, onshore works are required to connect the wind park to the national electricity network. The cable corridor is expected to run north from the Offshore Development Area, towards a landfall location in Dorset or Hampshire. Onshore cables will then be laid underground to a substation close to the existing National Grid substation at Mannington. The application for the DCO to authorise the Project will include:
* offshore wind turbines to provide between 900 and 1200MW (powering between 615,000 and 820,000 homes per year);
* foundations and scour protection material;
* up to two meteorological monitoring masts;
* up to four offshore substations; export cables buried under the seabed to link the offshore substations to the turbines;
* onshore buried jointing pits and cabinets, near the landfall;
* onshore underground cables; and
* onshore substations. Offshore wind turbines are generally three bladed turbines and vary in size. Eneco is considering the use of a turbines ranging between 3.6MW to 9MW. A 7MW with a tip height of 187m has recently been manufactured and is likely that a 9MW turbine with a height of approximately 205m will be in production by the time Eneco reaches construction. Eneco will review the size of turbines it constructs in consultation with stakeholders. The number of turbines required will dependent on their capacity. It is likely that there will be between 180 and 250 turbines. Final designs have yet to be completed for this infrastructure. Who is Eneco?
Eneco is a Dutch energy company that specialises in the production, trading, transmission and supply of gas, electricity, district heating and related services. It aims to be the most sustainable and future orientated service provider in North West Europe, providing sustainable and affordable energy that it is available to everyone.
It currently operates the PrinsesAmalia offshore wind park and 29 onshore wind parks across the Netherlands, Belgium and the UK. Eneco UK is based in Warwick. It has built one UK onshore wind park in Scotland (Tulio) and further wind parks are planned. Application Process
Eneco will apply to the Infrastructure Planning Commission (IPC) for a Development Consent Order (DCO) for the Navitus Bay Wind Park and the associated infrastructure (cables, substations) as defined by the Planning Act 2008. The IPC decides applications for Nationally Significant Infrastructure Projects (NSIP), which include this Project. The IPC is intended to be replaced by the Major Infrastructure Planning Unit (MIPU), which will be based within the Planning Inspectorate. The IPC will consider the project in light of the National Policy Statements (NPSs) for energy, adopted in July 2011. Eneco is required to consult with local communities before the application is submitted to the IPC and to have regard to the responses received. A Consultation Report will be produced demonstrating how the public's views have been taken into consideration. It is important that residents let us know if you have any comments or information about any part of the Project during the consultation process. Once the application is submitted to the IPC, all interested parties will have a further opportunity to comment on the proposals by contacting the IPC directly. Further consents required for the Project, may also include:
* land drainage;
* discharge consents;
* hedgerow protection;
* Public Rights of Way;
* legally protected species and SSSIs;
* Scheduled Ancient Monuments;
* Tree Preservation Orders; and
* Marine Licence. A Statement of Community Consultation (SOCC) must be prepared as part of the pre-application process to meet the requirements of the Planning Act 2008 Section 47. The Act requires Eneco to undertake public consultation with people living and working in the vicinity of the Project. It also states that Eneco should publish the SOCC in local newspapers. A list of publications is provided at the end. Environmental Impact Assessent and Preliminary Environmental Information
An Environmental Impact Assessment (EIA) will be created alongside Eneco's proposals. Eneco will provide the IPC with an Environmental Statement (ES) as part of the application for the DCO. The EIA procedures ensure that the potential significant environmental effects of the Project are identified, assessed, and managed. Preliminary Environmental Information (PEI) will give details of environmental data collected y Eneco, to date, with regards to the potential impacts of the proposals. PEI will be provided, and consulted on, alongside the SOCC and will be updated as more information becomes available. An Appropriate Assessment (AA) will also be completed later in the process. The Statement of Community Consultation is required to be distributed before the completion of the final Environmental Statement (ES) and therefore accurate details of the Wind Park's effects are yet unknown. Full details of the potential impacts are listed in the Preliminary Environmental Information (PEI) or the full SOCC, which will be made available in local libraries and council offices, plus the Eneco website. It should be considered that these impacts relate to a worst case scenario and a more accurate list of impacts will be provided following the completion of the EIA. Once the ES to support the application has been finalised it will be made available on the project website (www.navitusbaywindpark.co.uk). Preliminary Environmental Information (PEI) will also be provided to consultees in the same locations as the SOCC. PEI is also available at www.navitusbaywindpark.co.uk. Potential Impacts of the Project
We will provide information about the likely potential impacts of the Project through the consultation process. We anticipate that potential key impacts of the Project may include:
* temporary, local disturbance and redistribution of parts of the sea bed during construction of the wind farm;
* the need to occasionally exclude some movement of users of the sea from the
* area around the wind turbines;
* views of the offshore turbines out at sea;
* temporary local effects (e.g. dust, noise and traffic disturbance) during construction work;
* potential creation of fish nurseries around the base of the wind turbines;
* potential impacts of coastal features, e.g. the beach
* job creation associated with construction and operational activity in local ports;
* an increase in economic activity in the local area, leading to additional demand for local services and an associated increase in local spend;
* a positive contribution to reducing the amount of carbon dioxide emissions in the UK; and
* a positive contribution to a secure energy supply in the UK. A full list of the potential impacts is provided in the PEI and the more detailed SOCC. The Consultation Process
Further details of the consultation process are provided in the detailed SOCC. We welcome feedback on the full range of issues raised by our proposals. Eneco will consult with local residents, businesses, community groups and where possible visitors to the area. As well as conducting public exhibitions and web based consultations, Eneco will specifically target hard to engage groups. We will use the following methods to undertake consultation:
* publication exhibitions;
* surveys;
* small group meetings;
* written communications;
* email and telephone lines; plus
* newsletters and leaflets. Drop in sessions will be held every 12 weeks for local residents at one location within each local authority. Details can be found on the Eneco website or parish and town councils, who will be notified two weeks in advance.
