SOUTHEND-ON-SEA CITY COUNCIL

(EASTERN AVENUE, LEWES ROAD & EASTERN AVENUE SERVICE ROAD 136-186, SOUTHEND ON SEA)
(TEMPORARY PROHIBITION OF ENTRY & 30MPH SPEED LIMIT) ORDER 2023 ROAD TRAFFIC REGULATION ACT 1984 -SECTION 14(1)

Notice is hereby given that the Southend-on-Sea City Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

The Effect of the order will be to prohibit any vehicle from:
1. Exiting Lewes Road at its junction with Eastern Avenue.
2. Exiting Eastern Avenue Service Road 136-186 at its junction with Eastern Avenue.

This order also includes:
1. A temporary speed limit of 30mph on Eastern Avenue Westbound only, from Hamstel Road & Eastern Avenue Roundabout to Eastern Avenue & Fossets Way Roundabout.

The closure & temporary speed reduction are scheduled to commence from the 11th of February 2023 until the 19th of February 2023, or where appropriate signs are showing and weather permitting.

The alternative routes will be via:
1. Cokefield Avenue, Hamstel Road & Eastern Avenue.
2. Pantile Avenue, Norwich Avenue, Royston Avenue, Eastern Avenue Service Road 136-186 & Eastern Avenue.

The Order will come into effect on 11th of February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

The closure & temporary speed are required for the safety of the public and workforce whilst fibre duct installation works takes place, on behalf of CityFibre.
Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.

The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016

Any vehicle waiting in contravention of any restriction/prohibition mposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004
