Notice is hereby given
that the Essex County Council proposes to construct a 'cycle track' on the highway under highway improvement powers given by section 65 and 66 of the Highways Act 1980 and all other enabling powers:
Location - Head Street - EAST SIDE: From the southern extended kerbline of High Street southwards for a distance of 212 metres
Direction - Two-Way (northbound with flow and southbound contraflow)
The effect of the proposed works: To construct a 'cycle track' on the existing footway and carriageway, on the following length of road in Colchester city centre:

The 'cycle track' will have an overall width up to 3.5 metres and the 212-metre length will consist of various sections, including:
(1) 'Two-way mandatory cycle lanes' in the carriageway with separation strip from the traffic lanes; width up to 3.5 metres.
(2) 'Two-way advisory cycle lanes' in the carriageway at junctions; width up to 2.5 metres.
(3) 'Two-way cycleway': northbound lane to be created in carriageway and raised to existing footway level. Existing footway to be converted to a southbound lane. Each lane will be up to 1.4 metres wide.

Notice is hereby given that Essex County Council intends to make an Order under sections 1(1), 2(1) to (3), 3(2), and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the order: To provide an exemption for pedal cycles to the existing one-way order on the following length of road in Colchester city centre:
Road - Head Street
Permitted Direction of Travel - From South to North and From North to South

The Borough of Colchester (Various Streets) (One-Way) Order 1963' will be varied (altered) insofar as it affects Head Street. The other restrictions contained in The Borough of Colchester (Various Streets) (One-Way) Order 1963 will remain in force by virtue of said order.

Notice is hereby given that under Section 23 of The Road Traffic Regulation Act 1984, the Essex County Council proposes the following alterations to Traffic Signal Junctions and Crossing Points, to accommodate cycle lanes/cycleway and movements:

The effect of the alterations within Colchester city centre:
A. To alter the three existing Traffic Signal Junctions/Crossing Points at the junction of North Hill, High Street and Head Street as follows:
Road - North Hill - WEST SIDE
Alteration(s) - Install additional low-level signals for southbound cyclists
Road - High Street
Alteration(s) - The width of the crossing will be increased by 0.5 metres and the centre line of the crossing relocated 0.4 metres east of its existing point
Road - Head Street
Alteration(s) - (i) The width of the crossing will be increased by 0.5 metres and the centre line of the crossing relocated 0.5 metres south of its existing point.
(ii) Additional low-level signal for northbound cyclists will be installed.

B. To alter the existing Traffic Signals and Crossing Point on Head Street at its junction with Culver Street and Church Street as follows:
Road -Head Street - EAST SIDE (Adjacent to the Halifax Bldg.)
Alteration(s) - Install two additional cycle signal heads, one in the existing carriageway to control northbound
cyclists and the other on the footway to control southbound cyclists. To allow pedestrians to cross.

C. To alter the three existing sets of Traffic Signals Junctions/ Crossing Points at the junction of Crouch Street, Headgate, Head Street, and St John's Street as follows: Road - Crouch Street - NORTH SIDE
Alteration(s) - Install additional low-level signals for cyclists including no right turn sign
Road - Headgate - EAST SIDE
Alteration(s) - Install additional low-level signals for cyclists
Road - Head Street - EAST SIDE
Alteration(s) - Install additional low-level signals for cyclists
Road - St John's Street -SOUTH
Alteration(s) - Install additional low-level signals SIDE for cyclists including no left turn sign

Notice is hereby given that the Essex County Council proposes to make the following Order under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the order within Colchester city centre:
A. To revoke the existing parking restrictions on Head Street, EAST SIDE from a point 8 metres south of the southern extended kerbline of High Street, southwards to the northern extended kerbline of Sir Isaacs Walk to implement amended order restrictions on the following lengths of road.
(1) To implement 'No Loading At Any Time' and 'No Waiting At Any Time':
Road - Head Street
Description - EAST SIDE:
(i) From its junction with northern extended kerbline of of Culver Street West northwards for 11 metres.
(ii) From its junction with the southern extended kerbline of Culver Street West, southwards for 9 metres.
(iii) From a point 7 metres south of the boundary between Head Street property Nos. 46-52 (H&M Bldg.) and No.54 (Barnardo's Bldg.), southwards for 24 metres.

Note: 'No Waiting At Any Time' is already an existing restriction at points (i) and (iii) described above.

(2) To implement 'No Waiting At Any Time':
Road - Head Street
Description - EAST SIDE:
(i) From a point 35 metres south of the southern extended kerbline of Culver Street West, southwards for 3 metres.
(ii) From a point 3 metres north of the boundary between Head Street property Nos. 46-52 (H&M Bldg.) and No.54 (Barnardo's Bldg.), southwards for 10 metres.

(3) To implement 'No Stopping At Any Time Except Taxis' bay (1.8 metres wide):
Road - Head Street
Description - EAST SIDE: From a point 46.5 metres north of the boundary between Head Street property Nos. 46-52 and No. 54, northwards 12 metres.

(4) To implement 'Goods Vehicles Loading Only Mon-Sat 8am-6pm' and 'No Stopping except Taxis At Other Times' (bay 1.8 metres wide):
Road - Head Street
Description - EAST SIDE: From a point 28 metres north of the boundary between Head Street property Nos. 46-52 and No. 54, northwards 18 metres

(5) To introduce 'Goods Vehicle Loading Only' bay (1.8 metres wide):
Road - Head Street
Description - EAST SIDE: From a point 3 metres
north of the boundary between Head Street property Nos. 46-52 and No. 54, northwards 25 metres

B. To implement 'No Loading At Any Time' on Culver Street West, on the following length of road within Colchester city centre:
Road - Culver Street West
Description - BOTH SIDES: from its j/w Head Street, eastwards 12 metres (this proposed restriction will be in addition to the existing 'No Waiting At Any Time')

The order (for parking restrictions) will be incorporated into 'The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019', substituting (map) tile number TL990 250 rev. 2 to the next available revision number.

(Colchester City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.40) Order 202*

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order:
1. 3. To replace the single yellow line (No Waiting Mon-Fri 8:30am-9:30am and 2:30pm- 3:30pm) with double red lines (No Stopping At Any Time) on the north side of Iceni Way from a point approximately 16 metres west of its junction with John Kent Avenue for a distance of approximately 83 metres eastwards.

4. To replace the single yellow lines (No Waiting Mon-Fri 8:30am-9:30am and 2:30pm- 3:30pm) with single red lines (No Stopping Mon-Fri 8:30am-9:30am and 2:30pm-3:30pm) on Gloucester Avenue; and on Iceni Way between Layer Road and Gloucester Avenue.

5. To introduce double yellow lines (No Waiting At Any Time) at the Spring Lane and The Walk junction; on the north side of William Harris Way from its junction with James Parnell Drive for a distance of approximately 13 metres westwards; on the west side of James Parnell Drive form its junction with William Harris Way for a distance of approximately 50 metres northwards; on both sides of Heath Road from a point approximately 4 metres west of the shared property boundary of No. 18 and No. 20 Heath Road for approximately 29 metres eastwards; and on the west side of the Ipswich Road island from a point in line with the shared property boundary of No. 493 and No. 495 Ipswich Road for a distance of approximately 30 metres south-westwards.

6. To replace the Permit Parking Area B1 with a shared use parking bay (Limited Waiting Mon-Sat 8am-6pm 1hr No Return Within 2hrs/Permit Holders Only B1 Sat 6pm-Mon 8am) on the north-west side of Cavalry Road outside No. 15 (Creffield Medical Centre).

7. To introduce school keep clear zigzags (No Stopping Mon-Fri 8.30am-9.30am and 2.45pm-3.45pm On Entrance Markings) on both sides of Meadow Avenue outside No. 8 and No. 11 Meadow Avenue.

8. To amend The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the additional properties detailed in Column 2 of the table in the Schedule 1 to this Notice to also be able to purchase permits for the existing zones listed in Column 1 of that table.

This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by introducing tile number TL950 252 at revision 0; replacing tile numbers TL965 232, TL970 232, TL970 235, TL970 237, TL975 230, TL980 230, TL980 232, TM005 187 and TM015 280 revision 0 with revision 1; and replacing tile numbers TL940 257, TL990 242, TL995 220 and TM025 215 revision 1 with revision 2.

(Chapel Road, Fingringhoe) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chapel Road, Fingringhoe in the Borough of Colchester, from a point approximately 40m south west of its junction with Upper Haye Lane for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 20th February 2023 for 3 days, or where stated on a valid permit (AD03061082883 - Anglian Water)

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while meter exchange works are undertaken by Anglian Water.

An alternative route is available via Mersea Road, Blackheath, Abbots Road, Old Heath Road, Fingringhoe Road, Rowhedge Road and vice versa (with access only into School Lane and Chapel Road).

The Order will come into effect on 2nd February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Coggeshall Road, Dedham) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Coggeshall Road, Dedham in the Borough of Colchester, from a point approximately 170m south west of its junction with Long Road East for a distance of approximately 80m in a south westerly direction. The closure is scheduled to commence on 20th February 2023 for 1 day, or where stated on a valid permit (BC008PTMS487747 -Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead structure works are undertaken by Openreach.

An alternative route is available via Coggeshall Road, Long Road West, Ardleigh Road, Dedham Road, The Street, Harwich Road and vice versa.

The Order will come into effect on 2nd February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Little Foxburrows, Colchester) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Little Foxburrows, Colchester in the City of Colchester, from both its junctions with Abbey Field View a distance of approximately 260m. The closure is scheduled to commence on 22nd February 2023 for 4 days, or where stated on a valid permit (EP201EH2339459 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while footway repair works are undertaken by Essex County Council.

An alternative route is available via Abbey Field View and vice versa.

The Order will come into effect on 2nd February 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Weeley Road, Great Bentley) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Weeley Road, Great Bentley in the District of Tendring, from its junction with The Green for a distance of approximately 350m in a north easterly direction. The closure is scheduled to commence on 13th February 2023 for 40 days, or where stated on a valid permit (AZ5011001212231 - Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains replacement works are undertaken by Cadent.

An alternative route is available via Colchester Road, Heckfords Road and vice versa.

(Fingringhoe Road, Colchester) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Fingringhoe Road, Colchester in the Borough of Colchester, from its junction with Fullers Road to its junction with Speedwell Road a distance of approximately 160m. The closure is scheduled to commence on 8th February 2023 for 1 day, or where stated on a valid permit (AD037SM61439174 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while manhole cover replacement works are undertaken by Anglian Water.

An alternative route is available via Chapel Road, Abberton Road, Fingringhoe Road, Mersea Road, Weir Lane, Blackheath, St Botolphs Circus, Magdalen Street and vice versa (with access only into Military Road, Old Heath Road and Fingringhoe Road).

The Order came into effect on 19th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Gutteridge Hall Lane, Weeley) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Gutteridge Hall Lane, Weeley in the District of Tendring, from its junction with Clacton Road to its end a distance of approximately 700m. The closure is scheduled to commence on 11th February 2023 for 9 days, or where stated on a valid permit (MX047GUTTERIDGEHALLLN -Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while mains renewal works are undertaken by Affinity Water.

No alternative route is available for this closure.

The Order came into effect on 19th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(High Street, Wivenhoe) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of High Street, Wivenhoe in the Borough of Colchester, from its junction with Alma Street to its junction with East Street a distance of approximately 100m. The closure is scheduled to commence on 7th February 2023 for 28 days, or where stated on a valid permit (E201188981503 -VX Fiber Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while installation works are undertaken by VX Fiber Limited.

No alternative route is available.

The Order came into effect on 19th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Smythes Green, Layer Marney) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Smythes Green, Layer Marney in the Borough of Colchester, from its junction with Maldon Road for a distance of approximately 30m in a south easterly direction. The closure is scheduled to commence on 6th February 2023 for 3 days, or where stated on a valid permit (AD03058810770 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while meter exchange works are undertaken by Anglian Water.

An alternative route is available via Maldon Road, Roundbush Road, Winters Hill and vice versa (with access only into Smythes Green).

The Order came into effect on 19th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Station Road, Alresford) (Temporary Prohibition of Traffic) Order 2023

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Station Road, Alresford in the District of Tendring, from a point approximately 20m north of its junction with Poundfield Close for a distance of approximately 35m in a northerly direction. The closure is scheduled to commence on 7th February 2023 for 2 nights (23:00-06:00), or where stated on a valid permit (KL701COC0-57-68-070223 -Network Rail Infrastructure Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while bridge examination works are undertaken by Network Rail Infrastructure Ltd.

An alternative route is available via Station Road, Wivenhoe Road, Coach Road, St Osyth Road and vice versa.

The Order came into effect on 19th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
