(Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.15) Order 2023

Notice is hereby given
that Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53, and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: To revoke 'No Waiting At Any Time' restrictions, to introduce Permit Holders only Parking Area - Zone B2' restrictions on the following lengths of road, in the City of Colchester:
A) Revoke 'No Waiting At Any Time' Restrictions and introduce 'Permit Parking Area -Zone B2' on the following length of Gray Road, Colchester.

NORTH SIDE: from a point approximately 12 metres west of its junction with western kerb-line of Hospital Road, west for approximately 15 metres.
B) Revoke 'Permit Parking Area - Zone B2' in Gray Road, Colchester.

NORTH SIDE: from a point approximately 28 metres east of its junction with eastern kerb-line of Oxford Road, eastward for 22 approximately metres.
C) Revoke 'No Waiting At Any Time' Restrictions and introduce 'Permit Parking Area -Zone B2' on the following length of Hospital Road, Colchester:

EAST SIDE: from a point approximately 14 metres north of its junction with northern
kerb-line of Gray Road, north for approximately 20 metres. All residential properties of Beverley Rd, Butt Rd, Cavalry Rd, Creffield Rd, Errington Rd, Gray Rd, Hospital Rd, Inglis Rd, Keble Cl., Oxford Rd, Salisbury Av., Wellesley Rd, Wickham Rd, also Maldon Rd 73-99 Odds only, Maldon Rd 76-142 Evens only, Lexden Rd 3 -19 Odds only, and Lexden Rd 2-20 Evens only, will be eligible to apply for a permit. This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL985 247 revision 0 to revision 1.
Date of Operation: The Order will come into operation on 12 April 2023.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Collingwood Road, Colchester) (Temporary Prohibition of Traffic) Order 2023


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Collingwood Road, Colchester in the Borough of Colchester, from its junction with London Road for a distance of approximately 20m in a south easterly direction. The closure is scheduled to commence on 13th February 2023 for 3 days, or where stated on a valid permit (AD03010709913/1 -Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water. An alternative route is available via Clairmont Road, Straight Road, London Road and vice versa (with access only into Collingwood Road).
The Order will come into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Eastwood Drive, Colchester) (Temporary Prohibition of Traffic) Order 2023

that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Eastwood Drive, Colchester in the Borough of Colchester, from its junction with Highwoods Approach for a distance of approximately 20m in a south easterly direction. The closure is scheduled to commence on 13th February 2023 for 5 days, or where stated on a valid permit (EC30035970035 -UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while repair and maintenance works are undertaken by UK Power Networks.
An alternative route is available via Eastwood Drive, Highwoods Approach and vice versa (with access only into Eastwood Drive).
The Order will come into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(School Road, Langham) (Temporary Prohibition of Traffic) Order 2023

that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of School Road, Langham in the Borough of Colchester, from a point approximately 95m east of its junction with Moor Road for a distance of approximately 30m in an easterly direction. The closure is scheduled to commence on 15th February 2023 for 3 days, or where stated on a valid permit (AD03010716311 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Anglian Water.
An alternative route is available via Moor Road, Park Lane, Wick Road and vice versa (with access only into School Road).
The Order will come into effect on 26th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Chapel Lane, West Bergholt) (Temporary Prohibition of Traffic) Order 2023

that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Chapel Lane, West Bergholt in the Borough of Colchester, from its junction with Spring Lane for a distance of approximately 30m in a north easterly direction. The closure is scheduled to commence on 30th January 2023 for 3 days, or where stated on a valid permit (AD03161314259 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stoptap replacement works are undertaken by Anglian Water. An alternative route is available via Bourne Road, Queens Road, Chapel Road and vice versa with access only into Chapel Lane.
The Order came into effect on 12th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Home Farm Lane, Ardleigh) (Temporary Prohibition of Traffic) Order 2023

that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Home Farm Lane, Ardleigh in the District of Tendring, from a point approximately 270m south east of its junction with Harwich Road for a distance of approximately 95m in a south easterly direction. The closure is scheduled to commence on 28th January 2023 for 2 nights (23:00-01:00), or where stated on a valid permit (KL701LTN1-56-61-280123 - Network Rail Infrastructure Ltd. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while retaining wall inspection works are undertaken by Network Rail Infrastructure Ltd.
An alternative route is available via Home Farm Lane, Harwich Road, Little Bromley Road, Badliss Hall Lane and vice versa.
The Order came into effect on 12th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Severalls Lane, Colchester) (Temporary Prohibition of Traffic) Order 2023


Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Severalls Lane, Colchester in the Borough of Colchester, from a point approximately 30m south east of its junction with De Grey Road for a distance of approximately 50m in a south easterly direction. The closure is scheduled to commence on 1st February 2023 for 4 days, or where stated on a valid permit (XJ002COC23999-WHP3UK-JT1 - Hutchison 3G Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while excavation works are undertaken by Hutchison 3G Ltd.
An alternative route is available via Severalls Lane, Langham Road, Straight Road, Boxted Road, Northern Approach Road, Via Urbis Romanae, Axial Way and vice versa. The Order came into effect on 12th January 2023 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, Colchester) (Temporary Prohibition of Traffic & Clearway & Temporary Introduction of 30mph Speed Limit) Order (No.1) 2023


Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close those lengths of road in the Borough of Colchester as specified in schedule 1 to this Order.

2. To temporarily introduce a 30mph speed limit in those lengths of road as specified in schedule 1.

3. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of road and those in schedule 2 for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

"The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 12th January 2023, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
