The County Council Of Durham (Chester-Le-Street And B Irtley) (Parking & Waiting Restrictions) Consolidation No. 3 Order 2015 (Amendment No. 1) Order 2022

The Council on 13 January 2023 made an Order under Sections 1, 2, 4, 32 and 35 and part IV of Schedule 9 to the Road Traffic Regulation Act 1984 "the Act"), as amended, the effect of which comes into operation on 26 January 2023 and is to introduce 'No Waiting At Any Time' restrictions on: a. on the western side of Durham Road, starting from the boundary between

and No. 12 Coronation Terrace, for a distance of 19.5 metres in a southerly then westerly direction leading into Orchard Terrace b. on the western side of Durham Road, starting from a point adjacent to No. 8 The Parade, for a distance of 16 metres in a northerly then westerly direction leading into Orchard Terrace c. on the southern side of Bullion Lane, starting from a point adjacent to No. 16 Bullion Lane, for a distance of 39 metres in a westerly direction d. on the south-eastern corner of the Bullion Lane & South Approach crossroads, starting from a point adjacent to the Cookson Terrace junction into Bullion Lane, for a distance of 119 metres in a westerly then southerly direction e. on the south­western corner of the Bullion Lane & South Approach crossroads, starting from a point adjacent to No. 2 The Avenue, for a distance of 60.5 metres in a south-easterly direction leading into to the Junction from South Approach into Lumley Close f. on the south-eastern side of the junction from South Approach into Lumley Close, starting from a point adjacent to No. 7 Lumley Close, for a distance of 32 metres in a south-easterly direction leading onto South Approach g. on the northern side of Co-Operative Street, starting from the western boundary of No. 29 Co-Operative Street, for a distance of 40 metres in a westerly then northerly direction into Morningside Court h. on the western side of Morningside Court, starting from the eastern boundary of No. 1 Morningside Court, for a distance of 30 metres in a northerly direction i. on the southern side of Co-Operative Street, starting from a point adjacent to Ash Cottage, for a distance of 12 metres in an easterly direction j. on the north-eastern side of the junction from Tuart Street into West View, starting from the southern boundary of No. 5 Morningside Court, for a distance of 16 metres in a southerly then easterly direction into Tuart Street k. on the north-western side of the junction from Tuart Street into West View, starting from the boundary between No. 7 & No. 9 Tuart Street, for a distance of 16.5 metres in an easterly then northerly direction into Tuart Street I. on the north-western side of the junction from Durham Road into Hermitage Park, starting from a point adjacent to No. 36 Park Road South, for a distance of 17 metres in a south-westerly direction m. on the south-western side of the junction from Durham Road into Hermitage Park, starting from a point adjacent to No. 2 Hermitage Park, for a distance of 17 metres in a north-westerly direction n. on the northern side of Weldon Terrace, starting from a point adjacent to No. 16 Weldon Terrace, for a distance of 53 metres in a westerly then northerly direction into Lumley Terrace.

The proposed No Waiting At Anv Time restrictions on Elmwav have been removed from this order.
To introduce 'Restricted Waiting Monday-Friday 8-9am, 3-4pm' restrictions on: a. on
the southern side of the junction from Glenavon Avenue into Glencoe Avenue, starting from the boundary between No. 1A Glenavon Avenue and No. 23 Glencoe Avenue, for a distance of 31.5 metres in a north-westerly direction b. on the northern side of the junction from Glenavon Avenue into Glencoe Avenue, starting from the boundary between No. 1A Glenavon Avenue and No. 23 Glencoe Avenue, for a distance of 54 metres in a north­westerly then north-easterly direction.

To introduce 'Restricted Waiting 8am - 5pm' restrictions on: a.
the northern side of Edward Street, starting from a point adjacent to No. 3 Clarence Terrace, extending 23.5 metres in a westerly direction from existing restrictions b. on the southern side of Edward Street, starting from a point adjacent to No. 4 Clarence Terrace, extending 9 metres in a westerly direction from existing restrictions.

To introduce 'Permit Holders only, Monday-Saturday, 10-11am, 2-3pm' restrictions on:

a. on the eastern side of Lumley Terrace, from a point adjacent to No. 2 Lumley Terrace, for a distance of 120 metres in a southerly direction b. on the western side of Lumley Terrace, from a point adjacent to No. 1 Lumley Terrace, for a distance of 123.5 metres in a southerly direction.

To amend the existing 'Restricted Waiting, Monday-Friday, 8am-6pm' restrictions to 'No waitingandNoloading/unloadingAtanytime'restrictionson
:onthenorthernsideof Ropery Lane, starting from a point adjacent to No. 34 Holmlands Park, for a distance of 41 metres in an easterly direction.
To amend the existing 'restricted bay' restrictions from 'No waiting except taxis 6pm-6am' to 'No stopping except taxis 6pm-6am': a. on the eastern side of Front Street, starting from a point adjacent to No. 170 Front Street, for a distance of 16.5 metres is a southerly direction b. on the western side of Front Street, starting from the boundary between No. 143C Front Street & Mains Park House Front Street, for a distance of 25 metres in a southerly direction c. on the eastern side of Front Street, starting from a point adjacent to No. 174 Front Street, for a distance of 34.5 metres in a southerly direction.

To amend existing 'Permit holders only' restrictions from 'Monday-Saturday, 10-Ham, 2-3pm' to 'Monday-Saturday, 9:30-11:30am, 1:30-3:30pm':
on the southern side of Cone Terrace, starting from a point adjacent to No. 1 Cone Terrace, for a distance of 111 metres in a south-easterly direction. All other restrictions locally remain the same.
Full details are contained in the Order, a copy of which may be inspected via the Council website and at Chester-Le-Street Library during normal opening hours. Any person wishing to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by "the Act", as amended, or on the grounds that any requirement of that Act or of any regulation made under it has not been complied with in relation to the Order may, within 6 weeks from 19 January apply to make an application for that purpose to the High Court.
