1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading' Orders would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 and the Merton (Waiting and Loading Restriction) (CH) (No. 2) Order 2021 so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the roads or lengths of road described in the Schedule to this Notice;

(b) the Orders would be amended to better reflect the road layouts in Abbotts Road, CR4; Chestnut Grove, CR4; Church Path, CR4; Dennis Park Crescent, SW20; Drake Road, CR4; Leamington Avenue, SM4; Roper Way, CR4; and the Tramway Path, CR4.

3. The general effect of the 'Parking Places GC Order would be to make an amendment to better reflect the road layout in Ascot Road.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

Road Traffic Regulation Act 1984 - Section 14(1) (West Barnes Lane. KT3) (Temporary Restriction Of Traffic! (No. 1) Order 2023

1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:-

(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) cause or permit any vehicle to wait, including the purpose of loading or unloading any vehicle, in the road or length of road specified in sub­paragraph (a) above;

(c) enter or proceed on foot in the road or length of road specified in sub­paragraph (a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route ten­ia) diverted vehicular traffic would be via West Barnes Lane, Claremont

Avenue, Burlington Road and West Barnes Lane, or vice versa; (b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. The Order would come into operation at 12.05am on Tuesday 31st January 2023 and remain in force until 5am on 3rd February 2023. It is anticipated that the works would be carried out overnight between 12.05am and 5am whilst the Order is in force.

Road Traffic Regulation Act 1984 - Section 14(1)
(Keswick Avenue. Sw19) (Temporary Restriction Of Traffic) Order 2023

1. The Council of the London Borough of Merton hereby give notice that to facilitate ducting works in Keswick Avenue, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Keswick Avenue.

2. During the worksi­te) no person would cause or permit any vehicle to enter or proceed

in Keswick Avenue, from the common boundary of Nos. 52 and 54 Keswick Avenue northward for a distance of 25 metres; or (b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed using Erridge Road, Stratton Road and Kenley Road or vice-versa.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or
