1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 9 January 2023 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Orders will be to amend the designation of existing parking places so as to take Into account the amendments to the waiting restrictions to extend, shorten or convert single yellow line to double yellow line or double yellow line to single yellow line as follows:

(a) Beckton CPZ:

i) Devalls Close E6: parking controls within the "permit holders parking only past this point section" will be amended to include the introduction of double yellow lines, see paragraph 3 (a) (iii) below;

ii) Neatscourt Road E6 (east to west carriageway):

(a) the south side, an approximate length of 11.5 metres of permit holders only parking place lying to the west of its junction with Crayford Close will be removed and replaced by double yellow lines (see paragraph 3 (a) (vi) below); and

(b) the south-west side, an approximate length of 6.4 metres of permit holders only parking place lying to the north-west of the drive way to Nos. 7 and 9 will be removed and replaced by double yellow lines (see paragraph 3 (a) (vi) below);

(b) Canning Town CPZ - Jude Street E16:

i) remove 10.8 metres of a permit holders only parking place from outside Nos. 1 & 3 on the south side which will be replaced by double yellow lines (see paragraph 3 (a) (iv) below);

ii) introduce a length of permit holders only parking place on the north side, lying to the south of Nos. 85 to 89 Tarling Road, for a length of 10.8 metres which will replace double yellow lines (see paragraph 3 (c) (i) below);

(c) Canning Town North CPZ - Chargeable Street E16, parking controls with "permit holders parking only past this point" section will be amended to include the introduction of double yellow lines outside No. 20 (see paragraph 3 (a) (ii) below);

(d) Custom House CPZ:

(i) Mortlake Road E16:

(a) reduce the permit holders parking places on the north side of Mortlake Road which lie either side of the drive way leading to the recessed parking places situated between No. 81 Sark Walk and 83 to 93 Mortlake Road by 2 metres, which will be replaced by double yellow lines (see paragraph 3 (a) (v) below);

(b) remove 13.2 metres of a permit holders only parking place, which lies between the access points to Nos. 70 to 80 and Nos. 82 to 92, which will be replaced by double yellow lines (see paragraph 3 (a) (v) below);

(ii) Prince Regent Lane E16, a length of permit holder parking place on the east side outside Nos. 305 to 309 will be removed. This will allow red route controls to be reinstated;

(e) East Ham CPZ - Tennyson Avenue E12 (the south east side)

extend the permit holders and 2 hour paid for parking places on either side of the access driveway to the rear parking area of Plashet School (lengths of single yellow line will be removed to accommodate these changes, see paragraph 3 (d) below). The remaining length of single yellow line outside the said driveway will be converted to double yellow lines (see paragraph 3 (b) (x) below);
(f) East Ham South West CPZ: Roman Road E6 (the south side)

extend the permit holders only parking place outside No. 311 Roman Road westward for a distance of 1.5 metres (a length of double yellow line will be removed to accommodate this change (see paragraph 3 (c) (ii) below);
(g) Stratford North East CPZ - Atherton Road E7 (the south-west side)

remove lengths of 1.2 metres and 1 metre from the permit holders only parking places lying to the north-west and south-east of the driveway to No. 35 Atherton Road which will be replaced by double yellow lines (see paragraph 3 (a) (i) below);
(h) Stratford North West CPZ - Buxton Road E15 (the south-east side)

remove a 4.2 metre length of permit holders only parking place from outside Nos. 48 and 50 which will be replaced by a single yellow line (see paragraph 3 (e) below).
3. The general effect of the Waiting and Loading Restriction Order would be to:

(a) introduce waiting restrictions (double yellow lines) operating 'at any time' at the following locations: (i) Atherton Road E7, outside Nos. 33 and 35 (lengths of existing permit parking places will be removed to accommodate this change, see paragraph 2 (g) above); (ii) Chargeable Street E16, the east side, outside No. 20, for a length of 7 metres; (iii) Devalls Close E6, the east to west carriageway, the east side from the southern kerb-line northward for a distance of 5.3 metres and the south side, from the eastern kerb-line westward for a distance of 16.4 metres; (iv) Jude Street E16, outside Nos. 1 and 3 (a length of parking place will be removed to accommodate this change, see paragraph 2 (b) (i) above); (v) Mortlake Road E16, the north side, extend the double yellow lines on either side of the access drive way to the recessed parking area between No. 81 Sark Walk and Nos. 83 to 93 Mortlake Road; and the south side, between the access points to Nos. 70 to 80 and Nos. 82 to 92 (lengths of parking places will be removed to accommodate these changes, see paragraph 2 (d) (i) and (ii) respectively above); (vi) Neatscourt Road E6, the south side, 11.5 metres in length west of its junction with Crayford Close and 5.4 metres in length north-west of the drive way to Nos. 7 and 9 (lengths of existing permit parking places will be removed to accommodate these changes, see paragraph 2 (a) (ii) above);

(b) convert the existing single yellow line to double yellow lines operating 'at any time' at the following locations: (i) Atherton Road E7, outside Nos. 33 and 35, (lengths of existing permit parking places will be removed to accommodate these changes, see paragraph 2 (g) above); (ii) Charford Road E16, the south side, from a point 33.1 metres east of the eastern kerb-line of the north to south carriageway of Robertson Road eastward for a distance of 22.5 metres; (iii) Church Street E15, the north side, lengths of 10 metres on either side of St Lucia Drive E15; (iv) David Street, the north-east to south-west carriageway, the south-east side, between a point 13.7 metres south-west of the south-western kerb-line of north-west to south-east carriageway of David Street and a point 1 metre south-west of the north-eastern wall of No. 18 Waddington Road; (v) Graham Road E13, outside Nos. 24 to 28; (vi) Leigh Road E6, outside No. 37; (vii) Maryland Road E15, outside Nos. 37/47 and Nos. 41/51; (viiij Robertson Road E16, the east to west carriageway, the south side, outside Nos. 23 to 29 for a distance of 23.3 metres and opposite Triton Court for a distance of 14.2 metres; (ix) St Lucia Drive E15, all sides except outside Nos. 25/39; (x) Tennyson Avenue E12, the south side, for a distance of 10 metres outside the access to rear car park of Plashet School, see paragraph 2 (e) above; and (xi) Whyteville Road E7, outside the rear of Nos. 19 and 21 Studley Road;

(c) remove lengths of double yellow lines operating 'at any time' at the following locations: (i) Jude Street E16, the north side, opposite Nos. 1 and 3 for a length of 10.8 metres, see paragraph 2 (b) (ii); (ii) Roman Road E6, the south side, outside No. 311, a length of 1.5 metres, see paragraph 2 (e) above and (iii) Prince Regent Lane, both sides from its junction with Newham Way to a point opposite the southern wall of No. 309 Prince Regent Lane. This will also include the double yellow lines around the central traffic island;

(d) remove lengths of single yellow line in Tennyson Avenue E12 on the south side, opposite Nos. 28 to 30 and Nos. 36 and 38 which will be replaced by permit holders and 2 hours paid for parking places, see paragraph 2 (e) above;

(e) introduce waiting restrictions (single yellow line) at Buxton Road E15, the south east side, outside Nos. 48 and 50 (a length of parking place will be removed to accommodate this change, see paragraph 2 (h) above); and

(f) introduce waiting and loading restrictions operating 'at any time' (double yellow lines and double kerb blips in: (i) the access road to Newham Leisure Centre; and (ii) the service road which lies between Barking Road E16 and Hermit Road.

4. Copies of the Orders, which will come into force on 13 January 2023, and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing

for a period of six weeks from the date on which the Orders were made.

5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
