1. NOTICE IS HEREBY GIVEN that on 5th January 2023 the Council of the London Borough of Waltham Forest (hereinafter named "the Council") made the above-mentioned Orders under sections 9 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force from 12th January 2023 and may continue in force for up to 18 months.


2. The general effect of the experimental Orders will be to: -
(a) reduce the length of the existing one-way working for vehicles on High Street, E17 so that it commences between a point 40.3 metres west of the western kerb line of Cleveland Park Avenue and ends at Pretoria Avenue. The end point will remain unchanged.
(b) in Cleveland Park Avenue E17,
i. east side,
a. opposite No. 259 High Street suspend the Market Trader permit parking place and single yellow line waiting restriction and replace with double yellow line "at any time" waiting and loading restrictions;
b. suspend 2 metres of double yellow line "at any time" waiting and loading restrictions outside No. 61 and replace with a 2-meter extension of the Market Trader permit parking place and associated single yellow line waiting restriction situated outside Nos. 55 and 57 in southerly direction to outside No. 61 (the extension to the bay and waiting restriction will have the same times of operation prior to their extension)


ii. west side,
a. outside No. 259 High Street suspend 10.2 metres of Market Trader permit parking space and single yellow line waiting restriction and replace with double yellow line "at any time" waiting and loading restrictions;
b. suspend 6 metres of double yellow line "at any time" waiting and loading restrictions opposite No.59 and 61 and replace with a new Market Trader permit parking place operating 8am to 5pm every day with a single yellow line waiting restriction running through the bay operating 5pm to 8am everyday.


(c) Gillards Way E17, north side, suspend the WSC permit holders adjacent the south facing wall of Merchants Lodge, Westbury Road and replace with a Market Trader (MT) permit parking and Pay by Phone parking place operating for MT permit holders only between 8am and 2pm every day (exclusively) and Pay by Phone between 2pm and 9.30pm every day with 15 mins free or pay by phone for max stay of 3 hours and no return in 3 hours or MT permit holders (*see payment structure below).

(d) in Westbury Road E17
i. east side, outside No. 219 High Street suspend the Market Trader permit parking and Pay by Phone parking place and replace with double yellow line "at any time" waiting and loading restrictions;
ii. west side, outside No. 215 High Street suspend 14 metres of Market Trader permit and Pay by Phone parking space and replace with double yellow line "at any time" waiting and loading restrictions.

*The parking charges for the use of the new ‘pay by phone’ parking places referred to in item 2(c). preceding are as follows.

3. Documents giving more detailed particulars of the experimental Traffic Orders can be inspected on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive (*by appointment); from 5th January 2023; or alternatively documents can be viewed online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

4. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.

5. The Council will be considering in due course whether the provisions of the experimental Traffic Orders should be continued in force indefinitely by means of permanent Traffic Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting reference T52(22) two-way enabling and market trader and pay by phone parking amendments. Any objection may be communicated to, or be seen by, other persons who may be affected.

6. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
