1. The Council of the London Borough of Richmond upon Thames on
21 December 2022 made the above Orders under sections 6, 45, 46 and 49 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Order is to introduce a restricted parking zone, operating at all times on Richmond Riverside public path between Water Lane and Buccleuch Gardens, including all grassed areas, the effect being that no person shall cause or permit any vehicle to wait or stand in the restricted parking zone except for the purposes of loading or unloading, or if approved by the Council.
3. Copies of the Order which comes into force on 27 December 2022, a plan showing the location and effect of the Order and the Council's Statement of Reasons for making the Order: -
(a) can be inspected, quoting Reference 21/097, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at

4. If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Road Traffic Regulation Act 1984 - Section 14 (1) Temporary Parking Restrictions Various Roads in the Borough

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in various streets.
2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in the roads detailed in the schedule, between the dates indicated. The restrictions will operate on a rolling basis.
3. The order will come into effect on 3 January 2023. The restrictions will be in force at all times from 3 January 2023 until 20 April 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Traffic Regulation Act 1984 - Section 14 (1) Temporary Road Closure St Stephens Gardens, Twickenham

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water valve repair they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in St Stephens Gardens, Twickenham.
Whilst the works take place no person may permit a vehicle to enter or exit St Stephens Gardens at its junctions with Sandycoombe Road and Claremont Road.
3. The order will come into effect 9 January 2023. The works are anticipated to be in progress at all times on 9 and 10 January 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. An alternative route for vehicles affected by the closure will be available via St Margarets Road, Baronsfield Road, Crown Road, Norman Avenue and Sandycoombe Road.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Traffic Regulation Act 1984 - Section 14 (1) Temporary Road Closure Wells Lane, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a new water connection they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of traffic in Well Lane, East Sheen.
2. Whilst the works take place no person may permit a vehicle to proceed wait or stand in Wells Lane, from a point outside the common boundary of Nos. 5 and 6 Wells Lane westwards for a distance of 17 meters. Access will be maintained for residents.
3. The order will come into effect 11 January 2023. The works are anticipated to be in progress at all times between 11 January 2023 and 13 January 2023. The order will remain in force for a period of
18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
