London Borough of Newham Healthy School Streets - Lister Community School, Plaistow Primary School And Southern Road Primary School The Newham (Pedestrian and Cycle Zone) (No. 6) Traffic Order 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 19 December 2022 made the above-mentioned Order under Sections 6 and 124 of the Road Traffic Regulation Act 1984, as amended.
2. The effect of the Order will be to continue in force indefinitely the provisions of the Newham (Pedestrian and Cycle Zone) (No. 6) Experimental Traffic Order 2021 as modified.
3. The above experimental Order introduced a part-time pedestrian and cycle zone, in the vicinity of Lister Community School, Plaistow Primary School and Southern Road Primary School, where access by vehicles was prohibited from 8.00am to 9.30am and from 2.30pm to 4.30pm (subsequently modified to 4.00pm) on Monday to Friday during school term-time in: Carter Road, Eastern Road, Junction Road, Kings Court, Northern Road, Plaistow Park Road, Prince's Terrace, Queen's Road (between Queen's Road West and Western Road). Queen's Road West, Queens Terrace, St Mary's Road, Samson Street (between Southern Road and Old Street), Southern Road (between Edinburgh Road and Western Road) and Watson Street.
4. Exemptions apply to:
(a) pedal cycles;
(b) virtual access permit holders;
(c) Licenced taxis;
(d) refuse collection vehicles; and
(e) vehicles being used: (i) for ambulance, fire brigade or police purposes; (ii) in connection with the removal of an obstruction;
(iii) in connection with the cleansing, maintenance, improvement or reconstruction of the carriageway; (iv) in connection with the placing, maintenance, improvement, reconstruction or removal of street furniture; (v) for the purpose of any building operation or demolition; or in connection with the laying, erection, alteration or repair of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any communications network; or (vi) for the provision of a universal postal service.
5. Copies of the Order, which will come into force on 23 December 2022, and documents giving more detailed particulars of the Order are available for inspection during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or emailing
, for a period of six weeks from the date on which the Order was made. The office will be closed from
24 December 2022 to 2 January 2023 inclusive.
6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
