Road Traffic Regulation Act 1984 - Section 32 The London Borough Of Richmond Upon Thames (Of-Street Parking Places) (Civil Enforcement Area) (Amendment No. 1) Order 2022 North Lane (East) Car Park, Teddington

1. The Council of the London Borough of Richmond upon Thames on 14 December 2022 made the above Order under section 32 of the Road Traffic Regulation Act 1984, as amended.

2. The objective of the Order is to revoke the provisions of the Off-Street Parking Places Order where they relate to the North Lane (East) Car Park, Teddington, following the decision to close the car park.

3. Copies of particulars giving further details of the Order, which will come into operation on 5 January 2023:-

(a) can be inspected, quoting Reference 22/185 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's website at

4. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Road Traffic Regulation Act 1984 - Section 14

(1) Temporary Parking Restrictions Various Roads in the Borough (Reference 23/001)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water pipe replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in various streets.

2. Whilst the works take place no person shall cause or permit any vehicle to wait or stand in the roads detailed in the schedule, between the dates indicated. The restrictions will operate on a rolling basis.

3. The order will come into effect on 3 January 2023. The restrictions will be in force at all times from 3 January 2023 until 20 April 2023. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
