1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 29 November 2022, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the 'Free Parking Places' Order will be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit parking places to enable the introduction of disabled persons parking places at certain locations described in the Schedule to this notice.
4. A copy of each of the Orders, which will come into force on 12 December 2022, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.
7. The Order would come into operation at 12.01am on Sunday 8th January
2023 and remain in force until 6am the same day. Dated 1 December 2022.
London Borough Of Merton Road Traffic Regulation Act 1984 - Section 14(1) (Florence Road. Sw19)
(Temporary Restriction Of Traffic) (No. 4) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Florence Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works no person would cause or permit any vehicle to:-
(a) enter or proceed in Florence Road, between the common boundary of Nos. 27 and 29 Florence Road and the common boundary of Nos. 35 and 37 Florence Road; or
(b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via Trinity Road, Clarence Road and Ashley Road, or vice-versa.
6. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Monday 9th January 2023 and remain in force for 6 months.

Road Traffic Regulation Act 1984 - Section 14(1)
(West Barnes Lane. Kt3)
(Temporary Restriction Of Traffic) (No. 9) Order 2022
1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) cause or permit any vehicle to wait, including the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above;
(c) enter or proceed on foot in the road or length of road specified in sub-paragraph (a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane, or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
