1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Orders on 28 November 2022 under section 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
(a) The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 75) Order 2022;
(b) The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 75) Order 2022
(c) The Kingston upon Thames (Prescribed Routes) (Amendment No. 40) Order 2022.
2. The general effect of the Orders, which will be to continue in force indefinitely the provisions of The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 45) Experimental Order 2021 The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 45) Experimental Order 2021, and The Kingston upon Thames (Prescribed Routes) (Amendment No. 27) Experimental Traffic Order 2021 which introduced the following restrictions:-
(a) prohibit all motor vehicles (except for Blue Badge holders) from entering or proceeding in the "restricted area" (Bishop's Hall; and Thames Street, from a point 30 metres south of its junction with Clarence Street to Nos. 4 and 9 Thames Street) between 10am and 5pm;
(b) Thames Street (on the west side, between Nos. 17 and 29), to introduce a single yellow line waiting restriction and a loading restriction (both to apply between 10am and 5pm) in place of existing waiting & loading restrictions and disabled persons' parking spaces;
(c) Thames Street (on the west side, outside Nos. 29 to 31), to convert an existing 'goods vehicles loading only' parking place to a 'variable use' parking place; for the loading & unloading of goods vehicles only between 8am and 12pm, maximum stay 30 minutes, no return within 1 hour; and for disabled persons between 10am and 10:30pm, maximum stay 3 hours, no return within 1 hour; and
(d) Fife Road, Kingston, to convert 2 existing 'pay & display' parking spaces to 'variable use' operation i.e. for disabled persons (on Mondays to Saturdays from 8.30am to 6.30pm and on Sundays from 11am to 6.30pm, maximum stay 3 hours) and for 'pay & display' (from 6.30pm. to 10.30pm maximum stay 2 hours).
3. Copies of the Orders, which will come into force on 5 December 2022, the Council's Statement of Reasons for making the Orders and map tiles showing the locations and the effects of the Orders may be inspected as follows:-

4. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court by 7 January 2023.
