The London Borough Of Richmond Upon Thames (Free Parking Places) (People With Disabilities) (Amendment No. 68) Order 2022 Disabled Persons Parking Bays Various Streets Throughout The Borough (Reference 22/195)
1. The Council of the London Borough of Richmond upon Thames on 23 November 2022 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The principal objective of the Disabled Persons' Parking Places Order is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult, and to discontinue a number of parking places previously provided where the demand for such bays no longer exists.
3. The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time" in the following streets:
Andover Road, Twickenham ?arell Road, Richmond Gould Road, Twickenham Holly Road, Twickenham Kneller Road Primary School Marlow Crescent, Twickenham Petersham Road, Richmond
Clavering Avenue, Barnes Fourth Cross Road, Twickenham Hazel Close, Twickenham Howgate Road, East Sheen Manor Grove, Richmond Park Lane, Richmond Westfields Avenue, Barnes
4. The Disabled Persons' Parking Places Order will also revoke the existing parking bays for disabled persons' vehicles in the vicinity of the following properties: -
35 Alisa Avenue, Twickenham 17 Brunswick Close, Twickenham 43 Bushwood Road, Kew 49 Clonmel Road, Teddington, 82 Gordon Avenue, Twickenham 52 Lincoln Avenue, Twickenham Palmers Road, East Sheen 43 Princes Road, Richmond 6 Verdun Road, Barnes 61 Warburton Road, Twickenham, 20 St Stephens Gardens, Twickenham 17 Audley Court Hampton Road, Twickenham
5. Copies of further particulars giving details of the scheme: -
(a) can be inspected, quoting Reference 22/195 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
6. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

Road Traffic Regulation Act 1984 - Section 14 (1)
Temporary Prohibition Of Vehicular Access And Temporary Parking Restrictions

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential highway maintenance, improvement and construction works, street lighting works and public cleansing works, including works for the pruning or felling of trees within the extent of the public highway, they intend to make an Order, the effect of which will allow the Council to introduce any temporary road closure or any temporary parking restriction or any other temporary traffic management scheme on any road within its area as may be required to allow the safe and efficient execution of such works.
2. Whilst any such works may be in progress, no person will be permitted to drive a vehicle along any borough street, which may be temporarily closed, or to park or wait in any borough street whilst temporary waiting restrictions or parking suspensions may be in force or to do anything or to fail to do anything which, from time to time, may be prohibited or required as indicated by traffic signs and/or cones.
3. Temporary road closures, waiting restrictions, parking suspensions and any other temporary prohibition, restriction or requirement in respect of vehicular movement will be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016, as may be amended or re-enacted and which are in force when such signs are displayed.
4. If any road is closed to through traffic by this Order an alternative route will be signposted.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public or utility vehicle.
(b) anything done with the permission, or at the direction of a Police officer in uniform or a civil enforcement officer.
(c) any emergency vehicle on an occasion when it is being used; or
(d) any road which is a "red route" or a GLA road for which Transport for London is the highway and traffic authority.
6. The Order will come into operation on the 2 December 2022 and shall remain in force for a maximum period of 18 months.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations.

Whitton Road Accommodation Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames on 23 November 2022 made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Order will come into Force on 5 December 2022.
2. The general effect of the Order is to introduce a waiting restriction operating at any time, in the Whitton Road Accommodation Road, from the western kerb-line of Whitton Road to its western extremity.
3. Copies of particulars giving further details of the scheme: -
(a) can be inspected, quoting Reference 22/239, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director - Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order run, modify or suspend the Order or any provision thereof.
5. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. 9 June 2023) send a statement in writing of their objection and the grounds of that objection to the address below.

Controlled Parking Zone - T2

1. The Council of the London Borough of Richmond upon Thames on 23 November 2022 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Orders will come into operation on 5 December 2022.
2. The general effect of the Parking Places Order will be to introduce the T2 CPZ to Adelaide Road, Albert Road, Avenue Gardens, Avenue Road, Broad Street, Clarence Road, Coleshill Road, Hampton Road, Little Queen's Road, North Lane, North Place, Park Lane, Park Road, Sandy Lane, St Mary's Avenue, The Causeway, The Cedars, Queens Road, Victoria Road, The zone will operate between 10am and Noon on Mondays to Fridays inclusive.
3. The general effect of the Parking Places Supplementary Provisions Permits and Parking Charges Orders will be to set the charges for parking permits and RingGo as described in Schedule 1 to this Notice.
4. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in Adelaide Road, Albert Road, Avenue Gardens, Avenue Road, Broad Street, Clarence Road, Coleshill Road, Hampton Road, Little Queen's Road, North Lane, North Place, Park Lane, Park Road, Sandy Lane, St Mary's Avenue, The Causeway, The Cedars, Queens Road, Victoria Road operating at any time and between 10am and Noon on Mondays to Fridays inclusive.
5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

Road Traffic Regulation Act 1984 - Section 14 (1)
Temporary Road Closure High Street, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecoms works they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in High Street, Hampton.
2. Whilst the works take place, no person may permit a vehicle to proceed wait or stand in High Street, Hampton between a point outside No. 25 and a point outside No. 44.
3. The order will come into effect on 26 November 2022. The restrictions will remain in force on the weekends of 26/27 November and 11/12 December 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Church Street and Thames Street.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
