The Newham (Waiting and Loading Restriction) (Amendment No. 175) Order 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 7 November 2022 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the parking place Orders will be to:-
(a) convert the existing permit holder only parking place on the southeast side of Boxley Street, opposite Nos. 6 to 12 Boxley Street (Royal Docks West Controlled Parking Zone (CPZ)), to a 'shared use' parking place. Vehicles displaying a valid permit will be able to park without time limit and vehicles without a permit will be able to pay to park for a maximum of 30 minutes with no return to that parking place within 1 hour;
(b) convert the existing permit holder only parking place on the south-east side of Hanameel Street, 10 metres north of the northern kerb-line of North Woolwich Road (Royal Docks West CPZ), to a 'shared use' parking place. Vehicles displaying a valid permit will be able to park without time limit and vehicles without a permit will be able to pay to park for a maximum of 30 minutes with no return to that parking place within 1 hour;
(c) convert the existing 20 minute permit holder parking place on the south-east side of Boxley Street, south of the southern boundary of Nos. 6 to 8 Boxley Street (Royal Docks West CPZ), to a 'shared use' parking place. Vehicles displaying a valid permit will be able to park without time limit and vehicles without a permit will be able to pay to park for a maximum of 30 minutes with no return to that parking place within 1 hour;
(d) extend the existing 4 hour paid for parking place on the south side of North Woolwich Road from a point 10 metres east of the eastern kerb-line of Bramwell Way eastward for a distance of 48.8 metres; and
(e) remove the 'shared use' parking places on the north side of North Woolwich Road at the following locations:
(i) east of Burt Road,
(ii) between Boxley Street and Hanameel Street, (c) west of Hanameel Street; and replace them with no waiting 'at any time' restrictions.
3. The general effect of the waiting and loading restriction Order will be to:
(a) Introduce waiting restrictions operating 'at any time' on North Woolwich Road at the following locations:
(i) east of Burt Road;
(ii) between Boxley Street and Hanameel Street;
(iii) west of Hanameel Street;
(b) convert double yellow lines to 4 hour paid for parking on the south side of North Woolwich Road from a point 10 metres east of the eastern kerb-line of Bramwell Way eastward for a distance of 7.6 metres; and
(c) Introduce loading restrictions operating 'at any time' (double kerb blips) at the following locations:
(i) Boxley Street, at the junction of North Woolwich Road;
(ii) Bradfield Road, at the junction of North Woolwich Road;
(iii) Burt Road, at the junction of North Woolwich Road;
(iv) Hanameel Street, at the junction of North Woolwich Road;
(v) North Woolwich Road at the junctions of Boxley Street, Bradfield Road, Bramwell Way, Burt Road, Hanameel Street and Royal Crest Avenue.
4. Copies of the Orders, which will come into force on 14 November 2022, and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.
5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been compiled with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
