1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (hereinafter termed "the Council") under section 23 of the Road Traffic Regulation Act 1984, sections 90A and 90C of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 proposes to create raised ('speed table) "Zebra" crossings in Waltham Way E4 (WW) across the northbound and southbound carriageways:
(a) so that the centre of first crossing (between Nos. 84 to 96 WW) is situated in line with No. 87 WW. Associated zig-zag markings, on which vehicles would be prohibited from stopping 'at all times' will be placed on the carriageway either side of the crossing extending northwards to a point in line with the common boundary of No. 96 and 98 WW and southward to a point in line with the south-west wall of No. 84 WW; and
(b) so that the centre of second crossing (north of Leadale Road) is situated in line with No. 233 WW. Associated zig-zag markings, on which vehicles would be prohibited from stopping 'at all times' will be placed on the carriageway either side of the crossing extending northwards to a point 2 metres north of the common boundary of No. 239 and 241 WW and southward to a point in line with the common boundary of No. 225 and 227 WW;
2. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999 as amended, proposes to:
(a) 'introduce pairs of raised speed cushions in Waltham Way E4 (WW) on the northbound carriageway (nbc) and southbound carriageway (sbc):
i. outside No. 37 WW (x2 on the nbc) and Nos. 50/52 WW (x2 on the sbc)
ii. outside No. 117 WW (x2 on the nbc) and Nos. 124 WW (x2 on the sbc)
iii. outside No. 169 WW (x2 on the nbc) and Nos. 154 WW (x2 on the sbc)
iv. in line with No. 178 WW (x2 on the nbc) and Nos. 203/205 WW (x2 on the sbc)
(b) 'introduce a new standalone raised speed table 9.5 metres in length (including the gradients) in Waltham Way E4 (WW) on the southbound carriageway in line with Nos. 277 and 279 WW
'Note:
? the speed table mentioned in this notice would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway.
? All speed cushions mentioned in this notice would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway and 1.7 metres in width.
3. FURTHER NOTICE IS HEREBY GIVEN that the Council proposes to make the above-mentioned Orders under section 6 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended to:
(a) introduce double yellow line "at any time" waiting restrictions on both sides of Waltham Way E4 (WW) in the following locations:
i. north-west side - between points (1) outside Nos. 27 and 35 (29 metres), (2) outside No. 123 and 129 (27.3 metres), (3) outside the common boundary of Nos. 153/155 and 163 (27.7 metres), and (4) from the north-east boundary of No. 207 and 217 (27.5 metres), and
ii. south-east side - between points (1) outside Nos. 38 and 48 (29 metres), (2) outside No. 128 and 130 (an extension of the double yellow line situated at its junction with Cherrydown Avenue by 11.3 metres), (3) outside No. 150 (an extension of the double yellow line situated at its junction with Priory Avenue 16.5 metres), and (4) outside the common boundary of Nos. 184 and 190/192 150 (an extension of the double yellow line situated at its junction with Leadale Avenue 29.4 metres),
(b) to prohibit vehicular traffic travelling in the southbound carriageway of Waltham Way E4 to enter a gap in the central reservation where entry into that said a gap is prohibited by a no-entry sign plate
i. "opposite Eatons Mead
ii. opposite Nos. 150 WW
iii. opposite Nos. 44 WW
(c) to prohibit vehicular traffic travelling in the northbound carriageway of Waltham Way E4 to enter a gap in the central reservation where entry into that said a gap is prohibited by a no-entry sign plate
i. opposite Nos. 209 and 211 WW
ii. opposite Nos. 123 and 125 WW
(d) "in Waltham Way E4 - prohibit vehicular traffic travelling southbound from turning right into the gap in the central reservation opposite Eatons Mead
(e) to close to all vehicles a gap in the central reservation of Waltham Way E4 (WW):
i. opposite Nos. 239 and 241 WW
ii. opposite No. 166 WW
iii. opposite Nos. 146 and 148 WW
iv. opposite Nos. 135 and 137 WW
v. opposite Nos. 96 and 98 WW
vi. opposite Nos. 66 and 68 WW
(f) every person causing a vehicle to proceed in the northbound carriageway of Waltham Way E4 shall cause that vehicle after turning right into a gap in the central reservation:
i. opposite Nos. 44 WW, or
ii. opposite Nos. 150 WW
to turn right only into the southbound carriageway of Waltham Way so as to proceed in the direction opposite to which it was traveling,
(g) every person causing a vehicle to proceed in the southbound carriageway of Waltham Way E4 shall cause that vehicle after turning right into a gap in the central reservation:
i. opposite Nos. 209 and 211 WW, or
ii. opposite Nos. 123 and 125 WW
to turn right only into the northbound carriageway of Waltham Way so as to proceed in the direction opposite to which it was traveling,
"Note: These will be a formalisation of traffic signs already existing on the highway by means of a traffic order. No changes will be made on the highway except for any amendments required to ensure compliance for enforcement purposes.
4. A copy of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and other measures can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, the hump measures are implemented or, as the case may be, the Council decides not to make the Orders or proceed with the hump measures, on request by either emailing

5. Any person desiring to object to or to make any other representation with regards to the hump measures or the Orders mentioned should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS or by emailing:
