The Merton (Waiting And Loading Restriction) (Amendment No. 511) Order 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 1 November 2022, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the road or lengths of road described in the Schedule to this Notice.
3. The notice of proposal relating to the above-mentioned Order was advertised on 29 July 2021 (Order Reference ES/WR2021B1) and included proposals for certain waiting restrictions which came into force on 20 December 2021 under the Merton (Waiting and Loading Restriction) (Amendment No. 501) Order 2021 made on 7 December 2021 and on 15 April 2022 under the Merton (Waiting and Loading Restriction) (Amendment No. 504) Order 2022 made on 12 April 2022. The remaining proposed waiting restrictions were given further consideration by the Council and a decision has been taken to introduce waiting restrictions in the lengths of road specified in the Schedule to this Notice.
4. A copy of the Order, which will come into force on 14 November 2022, and other documents giving more detailed particulars of the Order, including a plan specifying the lengths of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. Documents have also been made available for inspection at
traffic-management/consultations.
5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

Camborne Road, Morden
I. The north-west to south-east arm
(a) both sides, from its junction with Churston Drive and Cannon Hill Lane south-eastward to the common boundary of Nos. 1 and 3 Camborne Road;
(b) the south-west side, from its junction with the south-west to north-east arm of Camborne Road north-westward to a point 2 metres south-east of the common boundary of Nos. 68 and 70 Camborne Road.
II. The south-west to north-east arm (a) the north-west side.
(i) from its junction with the north-west to south-east arm to a point opposite the common boundary of Nos. 107 and 109 Camborne Road;
(ii) from a point opposite the common boundary of Nos. 127 and 129 Camborne Road to a point opposite the east flank building wall of No. 141 Camborne Road;
(Mi) from its junction with Queen Mary Avenue to a point 2 metres west of a point opposite the common boundary of No. 153 Camborne Road and St Martin's Church, Camborne Road.
III. The carriageway immediately adjacent to the island site at its south-easternmost extremity.

Road Traffic Regulation Act 1984 - Section 14(1)
Hartfield Road, SW19
(Temporary Restriction Of Traffic) (No. 2) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works in Hartfield Road, SW19, they made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, Mondays to Fridays between the hours of 9.30am and 4pm, in Hartfield Road, the west side, from a point opposite the common boundary of Nos. 166 and 168 Hartfield Road north-westward for a distance of 28.7 metres.
3. Any designated parking place situated in the length of road specified paragraph 2 above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 7th November 2022 and remain in force for 12 months.

London Borough Of Merton Road Traffic Regulation Act 1984 - Section 14(1) (Gorringe Park Avenue, London Road And Swains Road) (Temporary Restriction Of Traffic) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repairs and associated works in London Road, SW17, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road and in Gorringe Park Avenue and Swains Road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in:-
(i) Gorringe Park Avenue, from its junction with London Road south-eastward for a distance of 17 metres, other than a southeasterly direction; or
(ii) Swains Road, from its junction with London Road westward for a distance of 10 metres; or
(b) wait, including for the purpose of loading or unloading any vehicle, in:-
(i) London Road, between the common boundary of Nos. 86 and 88 London Road and a point 15 metres south of its junction with Arnold Road, or
(ii) in the roads or lengths of road specified in sub-paragraph (a) above.
3. During the works, the road closure at the junction of Flanders Crescent with Swains Road will be suspended and the kerb and guard rails at that junction will be removed to facilitate a diversion route.
4. Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works in London Road.
5. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road.
7. Vehicular traffic affected by the road closure in Swains Road should proceed via London Road, Finborough Road and Flanders Crescent or vice-versa.
8. Vehicular traffic affected by the north-westbound closure of Gorringe Park Road should proceed using Bruce Road, Grenfell Road and London Road.
9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
10. The Order will come into force on Monday 14th November 2022 and it is anticipated that the works will be completed by Friday 2 December. However, the Order will remain in force for a period of 3 months should further works be required.

Road Traffic Regulation Act 1984 - Section 14(1)
(Heatherdene Close, Mitcham) (Temporary Restriction Of Traffic) Order 2022
1. The London Borough of Merton Council hereby give notice that to facilitate footway reconstruction and maintenance works to be undertaken in Heatherdene Close, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person would:-
(a) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in Heatherdene Close, both sides; or
(b) enter or proceed on the footways of the road or lengths of road specified in sub-paragraph (a) above.
3. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016. The works would be carried out under a rolling programme of parking suspension to minimise inconvenience to residents.
4. Pedestrian traffic affected by a footway closure should proceed using the footway opposite.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access to premises in or adjacent to the road or lengths of road specified in paragraph 2(a) above.
7. The Order would come into operation on Friday 11th November 2022 and it is anticipated that the works would take place between 8am and 6pm weekdays for 3 weeks. However, the Order would remain in force for a maximum period of 12 months and its provisions would be re-introduced during that period should any further works be required.

Road Traffic Regulation Act 1984 - Section 14(1)
Plough Lane, Wimbledon (Temporary Restriction Of Traffic) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate re-lining and associated works in Plough Lane, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to:
(a) enter or proceed in Plough Lane, between its junction with Summerstown and the Wandle River bridge; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above.
3. Any designated parking place situated in the length of road specified paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.
NB: Access to Waterside Way would be maintained at all times.
6. Vehicular traffic affected by the road closure should proceed via:-
(a) Durnsford Road, Merton Road, Buckhold Road, Wandsworth High Street, Wandsworth Plain, Armoury Way, Ram Street, Garratt Lane and Summerstown; or
(b) Summerstown, Garratt Lane, Wandsworth High Street, Buckhold Road, Merton Road and Durnford Road; or
(c) Blackshaw Road, Colliers Wood High Street, Merton High Street and Haydons Road; or vice-versa.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Tuesday 15 November 2022 and it is anticipated that the works would be carried out nightly from that date for 2 nights between the hours of 9pm and 5am the following day. However, the Order would remain in force for 6 months should further works be required.
