Gorchymyn Cau Priffyrdd (Milton Court A Ringland Centre, Casnewydd) 2022
MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 247 o Ddeddf Cynllunio Gwlad a Thref 1990 ("Deddf 1990") i awdurdodi cau'r darnau o briffordd a ddisgrifir yn Atodlen 1 i'r Hysbysiad hwn ac i ddarparu ar gyfer y darn o briffordd newydd a ddisgrifir yn Atodlen 2 i'r Hysbysiad hwn; ac i wella'r rhannau o briffordd a ddisgrifir yn Atodlen 3 i'r Hysbysiad hwn. Mae Gweinidogion Cymru yn fodlon bod angen cau'r priffyrdd. Nid awdurdodir cau'r priffyrdd ond er mwyn gwneud y datblygiad yn jnol 3'r caniatad cynllunio amlinellol a roddwyd o dan Ran 3 o Ddeddf 1990 gan Gyngor Dinas Casnewydd ar 3 Hydref 2019 o dan y cyfeirnod 18/1181 a'r gymeradwyaeth ar gyfer materion a gadwyd yn 61 a roddwyd ar 19 lonawr 2022 o dan y cyfeirnod 19/1272 a ddisgrifir yn Atodlen 4 i'r Hysbysiad hwn.
Bydd Gorchymyn Cau Priffyrdd (Milton Court a Ringland Centre, Casnewydd) 2022 ("y Gorchymyn") yn peidio 3 chael effaith os daw'r caniatad cynllunio mewn cysylltiad 3'r datblygiad i ben neu os caiff ei ddirymu.
Gellir edrych ar goplau o'r Gorchymyn a'r plan a adneuwyd yn rhad ac am ddim o ddydd Llun i ddydd Gwener rhwng 09:00 ac 16:00 yn Hyb Cymdogaeth y Dwyrain - Canolfan Gymunedol Ringland, 282 Ringland Circle, Casnewydd, NP19 9PS, neu gellir eu cael yn rhad ac am ddim o'r cyfeiriad isod gar ddyfynnu'r cyfeirnod qA1551887.
Caiff unrhyw berson a dramgwyddir gan y Gorchymyn, ar y sail:
a. nad yw o fewn pwerau Deddf 1990; neu
b. na chydymffurfiwyd ag un o ofynion gweithdrefnol Deddf 1990;

Darn afreolaidd ei si3p o briffordd sy'n cysylltu o bwynt i'r de o gylchfan Ringland 3 phwynt ar y gyffordd 3 Milton Court a Ringland Circle, yn mynd i gyfeiriad y de-orllewin, sydd 3 chyfanswm arwynebedd o 178 o fetrau sgwar, ac sydd wedi ei labelu ag 'A' ac wedi ei marcio a dotwaith ar y plan a adneuwyd ar gyfer Cam 1.

1. Darn afreolaidd ei siap o briffordd ar y briffordd o'r enw Milton Court, Casnewydd, o bwynt ar ei chyffordd 3 Ringland Circle, yn mynd i gyfeiriad y de-ddwyrain, sydd 3 chyfanswm arwynebedd
o 167 o fetrau sgw3r, ac a ddangosir 3 chroeslinellau ac y rhoddir y cyfeirnod 'B' iddi ar y plan a adneuwyd ar gyfer Cam 1.
2. Darn afreolaidd ei si3p o briffordd ar ymyl gorllewinol Ringland Centre, Casnewydd, o bwynt ar ei chyffordd 3 Cot Farm Circle yn mynd i gyfeiriad y gogledd-orllewin, sydd 3 chyfanswm arwynebedd o 66 o fetrau sgwar, ac sydd wedi ei labelu ag 'E' ac wedi ei marcio 3 chroeslinellau ar y plan a adneuwyd ar gyfer Cam 2.
ATODLEN 4 Y Datblygiad
Dymchwel Ringland Centre, 6 byngalo a llyfrgell ac adeiladu tua 170 o gartrefi a 1700 o fetrau sgw3r o arwynebedd llawr a1/a2/a3, yn ogystal 3 gwaith tirlunio, rhwydwaith ffyrdd mewnol, cyfleusterau parcio a seilwaith cysylltiedig.

The Stopping Up Of Highways (Milton Court And Ringland Centre, Newport) Order 2022
THE WELSH MINISTERS have made an Order under section 247 of the Town and Country Planning Act 1990 ("the 1990 Act") to authorise the stopping up of the lengths of highway described in Schedule 1 to this Notice and to provide for the length of new highway described in Schedule 2 to this Notice; to improve the areas of highway described in Schedule 3 to this Notice. The Welsh Ministers are satisfied that the stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with outline planning permission granted under Part 3 of the 1990 Act by Newport City Council on 3 October 2019 with reference number 18/1181 and the approval of reserved matters granted on 19 January 2022 with reference number 19/1272 described in Schedule 4 to this Notice.
The Stopping Up of Highways (Milton Court and Ringland Centre, Newport) Order 2022 ("the Order") ceases to have effect if planning permission in respect of the development expires or is revoked.
Copies of the Order and the deposited plan may be inspected free of charge from Monday to Friday between 09:00 and 16:00 at the East Neighbourhood Hub - Ringland Community Centre, 282 Ringland Circle, Newport, NP19 9PS, or may be obtained free of charge from the address below quoting reference qA1551887.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the 1990 Act; or
b. a procedural requirement of the 1990 Act has not been complied with;
that person may, within 6 weeks of 2 November 2022 make an application for the purpose to the High Court.

Schedule 1 (All measurements are approximate) Lengths of highway to be stopped up
1. The highway known as Milton Court, in Newport, located to the south of the Hendre Farm Court/ Ringland Circle roundabout, heading in a south-westerly direction from its junction with Hendre Farm Court to its junction with Ringland Circle, with a maximum surface of 1256.4 square metres, labelled 'C and marked with zebra hatching on the deposited plan for Phase 1.
2. The full extent of the highway known as Ringland Centre, in Newport, heading in a north-westerly direction from its junction with Cot Farm Close, with a maximum surface of 2563 square metres, labelled 'D' and marked with zebra hatching on the deposited plan for Phase 2.
Schedule 2 (All measurements are approximate) Length of new highway to be provided
An irregular shaped length of highway connecting from a point to the south of Ringland roundabout to a point on the junction of Milton Court and Ringland Circle, heading in a south-westerly direction, with a maximum surface of 178 square meters, labelled 'A' and marked with stipple hatching in the deposited plan for Phase 1.
Schedule 3 (All measurements are approximate) Lengths of highway to be improved
1. An irregular shaped length of highway on the highway known as Milton Court, Newport, from a point on its junction with Ringland Circle, heading in a south-eastern direction, with a maximum surface of 167 square meters, shown by cross hatching and given the reference 'B' on the deposited plan for Phase 1.
2. An irregular shaped length of highway located on the west edge of Ringland Centre, Newport, from a point on its junction with Cot Farm Circle heading in a north-west direction, with a maximum surface of 66 square metres, labelled 'E' and marked with cross hatching in the deposited plan for Phase 2.
Schedule 4 The Development
Demolition of Ringland Centre, 6no. bungalows and library and construction of approximately 170no. homes and 1700 square metres of a1/a2/a3 floorspace, landscaping, internal road network, car parking and associated infrastructure.
