AMENDMENTS TO SCHOOL STREET SCHEMES (REF. TMO-P321)

The Kingston upon Thames (Prescribed Routes) (Amendment No. 39) Order 2022

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the above mentioned Order on 31 October 2022 under section 6 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.



2. The general effect of the Order is to:-



(a) change the hours of operation to the existing 'Pedestrian and Cyclist Zone' in Buckland Road, Chessington to operate between 8.00 a.m. and 9.00 a.m. and between 2.30 p.m. and 3.30 p.m. Mondays to Fridays (term time only); and



(b) add permit identifiers' to the following existing 'Pedestrian and Cyclist Zones' in:-



(i) Alexandra Road, and Cherrywood Close, Kingston;



(ii) Buckland Road, Chessington; and



(ii) Princes Road, Arthur Road and Borough Road, Kingston; and

(c) redefine 'blue badge holders' and 'postal packets for existing permanent 'Pedestrian and Cyclist Zones'.



3. Copies of the Order which will come into force on 7 November 2022, the Council's Statement of Reasons for making the Order and a plan showing the locations and the effects of the Order may be inspected as follows:-



(a) online at

(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive;



(c) Council libraries; and



(d) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays; or



(e) emailing

(please quote our ref TMO P321). The made documents will be available until 12 December 2022.



4. Persons desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 12 December 2022.
