ROAD TRAFFIC REGULATION ACT 1984
NOTICE is hereby given that Brighton & Hove City Council ("the Council") has on 26 October 2022 made the Order named below under the relevant sections of the Road Traffic Regulation Act 1984 as amended which when it comes into operation on 31 October 2022 will introduce bike hangars for secure pedal cycle parking provision. It will also amend existing waiting and parking restrictions to allow for the installation of the hangars.
BRIGHTON & HOVE VARIOUS CONTROLLED PARKING ZONES CONSOLIDATION ORDER 2018 AMENDMENT ORDER NO.19 2022 (TRO-21A-2022)
The hangars will be in the following locations:
- Zone C - Cuthbert Road, Dorset Gardens, Evelyn Terrace (2 hangars together), John Street, Stanley Street (2 hangar locations) and Sutherland Road (2 hangars together)
- Zone J - Preston Drove, Springfield Road (2 hangar locations), Warleigh Road (2 hangar locations) and Winchester Street
- Zone N - Denmark Villas, Livingstone Road, Seafield Road (2 hangar locations) and The Drive
- Zone O - Addison Road (2 hangar locations)
- Zone Q - Dyke Road
- Zone R - Montgomery Street (2 hangar locations)
- Zone S - Hartington Road and Shanklin Road (2 hangars together)
- Zone U - Buller Road and Riley Road (2 hangar locations)
- Zone V - Ewart Street (2 hangar location), Franklin Street (at junction with Franklin Road), Grove Street, Hampden Road and Islingword Street (2 hangar location)
- Zone Y - Buckingham Road (4 hangar locations)
- Zone Z - Montpelier Road (2 hangar locations) and Norfolk Square
Modification
A change to the order as originally proposed and advertised on 8 July 2022 is as follows:-The proposed installation of the following bike hangars are not being implemented at present as they will be going to an Environment, Transport and Sustainability Committee meeting for consideration:
- Zone A - Kingsley Road (2 hangar locations)
- Zone H - Chesham Street
- Zone K - Clermont Terrace (2 hangar locations)
- Zone L - St Leonards Road (2 hangar locations)
- Zone O - Burton Villas, Cissbury Road (outside No.32) and The Drive (outside Homedrive House)
- Zone V -Franklin Street (outside No.45) and Islingword Place (2 hangar location)
The proposed installation of the following bike hangars have been withdrawn from this order due to proposed new locations within these roads and will be included in a future Traffic Regulation Order.
- Zone N - The Drive ( outside Philip Court)
- Zone O - Lorna Road
- Zone S - Bonchurch Road
- Zone V - Lincoln Street
Please note that the proposed installation of 2 bike hangars in Dudley Road previously advertised on 8 July 2022 in the Brighton & Hove Outer Areas (Waiting, Loading and Parking) and Cycle Lanes Consolidation Order 2018 Amendment Order No. * 202* (Ref: TRO-21b-2022) are not being implemented at present as will be going to an Environment, Transport and Sustainability Committee meeting for consideration.

Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirements of the Act or of any instrument made under it have not been complied with may, within six weeks from the date on which the Order was made, apply to the High Court for that purpose.
