TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED) ("THE ORDER")
NOTICE OF THE MAKING OF ARTICLE 4(1) DIRECTION WITHOUT IMMEDIATE EFFECT RELATING TO THE REMOVAL OF PERMITTED DEVELOPMENT RIGHTS
Harlow Council on 24 October 2022 made a Direction under Article 4(1) of the Order which withdraws permitted development rights In respect of various types of development comprised within Parts 1 and 2 to Schedule 2 of the Order. It Is Intended that the Direction will come Into force on 28 October 2023.
The Direction applies to land In the Mark Hall North Conservation Area. The effect of the Direction Is to require planning permission to be received for development of the type to which the Direction applies.
The Direction, Information about the development types listed in it, details of public exhibitions being held, an associated Draft Management Plan and Guidance document, and the plan showing the extent of the land affected can be viewed online at www.harlow.gov.uk/conservation-areas. They can also be viewed at Harlow Civic Centre, Water Gardens, Harlow, Essex, CM20 1WG; Mark Hall Library and Harlow Central Library during normal opening hours.
The start date of the period during which comments (representations) can be sent to the Council regarding the making of the Direction is 27 October 2022. The Council will consider any representations when deciding whether to confirm the Direction. Comments can also be made on the Draft Management Plan and Guidance document. The period ends at 5pm on 9 December 2022.

PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990 (AS AMENDED)
NOTICE OF VARIATION OF MARK HALL NORTH CONSERVATION AREA BOUNDARY DESIGNATION
Notice is hereby given that Harlow District Council ("the Council"), in pursuance of Powers under Section 70 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended) ("the Act"), has amended the designation of the Mark Hall North Conservation Area. This Notice is given in accordance with Section 70 of the Act. The other requirements of the Section have also been complied with.
Notice was given in the London Gazette edition dated 25 August 1987 that the Mark Hall North Conservation Area ("the Area"), enclosing the neighbourhood of Mark Hall North, had been designated by the Council. In Pursuance of Powers under Section 69 of the Act, the Council published an Appraisal of the Area in July 2022 which included Management Proposals, one of which was the amendment of the Area boundary. Public consultation on the Appraisal and Management Proposals was carried out between 25 July 2022 and 26 August 2022.
Subsequently, the Area boundary has been amended to
a.) exclude a small part of land, near Bromley Farm Cottages, which is part of the Templefields Enterprise Centre; and
b.) exclude the land of the former Bromley Farm House (which has since been demolished and redeveloped).
This has the effect that the northern side of Nettleswell Road forms the northern boundary of the Conservation Area, except where the boundary is aligned around the curtilage of Bromley Farm Cottages.
The revised Area boundary designation was adopted at the Council Cabinet meeting of 13 October 2022.
