Proposed Waiting And Loading Restrictions And Revocation Of 20 Minute Maximum Stay Parking Bays, Wimbledon Bridge The Merton (Waiting And Loading Restriction) (Amendment No. *) Order 202* The Merton (Parking Places) (Revocation) (No. *) Order 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the Orders would be to: -
(a) remove the 20 minutes maximum stay parking bays located in the street or length of street specified in the Schedule to this notice;
(b) prohibit waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) 'at any time' in the street or length of street specified in the Schedule to this notice;
(c) prohibit waiting by vehicles for the purposes of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place between 7am and 10am and between 4pm and 7pm Mondays to Saturdays in the street or length of street specified in the Schedule to this notice.
N.B. The picking up and dropping off of passengers would be permitted.
3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the road or length of road to which the Order relates can be inspected on-line at:
traffic-management/consultations or Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden or at the Wimbledon Library, 35 Wimbledon Hill Road, Wimbledon, during opening hours.
4. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to
quoting reference ES/ WIMBRIDGE/22, no later than 11 November 2022.

SCHEDULE
Wimbledon Bridge, the north side, from a point 1.2 metres west of the party wall of Nos. 19 and 21 Wimbledon Bridge to a point 0.75 metres west of the party wall of Nos. 9 and 11 Wimbledon Bridge.
Road Traffic Regulation Act 1984 - Section 14(1)
(Garth Road, Sm4) (Temporary Restriction Of Traffic) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repairs and associated works in Garth Road, SM4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in Garth Road, between its junction with Salcombe Drive and its junction with Dunster Avenue; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above.
3. Any designated parking place situated in the road or length of road specified in paragraph 2 above will be suspended for the duration of the works in the road or lengths of road.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
6. Vehicular traffic affected by the road closure should proceed via Stonecot Hill, Tudor Drive, the Beverley Roundabout and Lower Morden Road or vice-versa.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into force at 10am on Monday 31st October 2022 and it is expected that the works will be carried out between 10am and 3pm each day until Friday 4th November 2022 inclusive. However, the Order will remain in force for a period of 3 months should further works be required.

Road Traffic Regulation Act 1984 - Section 14(1)
(Dennis Park Crescent, Wimbledon Chase) (Temporary Restriction Of Traffic) Order 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in Dennis Park Crescent, Wimbledon Chase, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in Dennis Park Crescent, the north-western arm, between the common boundary of Nos. 16 and 18 Dennis Park Crescent and the common boundary of Nos. 20 and 22 Dennis Park Crescent; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected by the road closure should proceed using the south-eastern arm of Dennis Park Crescent.
4. The restriction and suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) so as to prevent access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference with the said works.
7. The Order will come into force on Friday 28th October 2022, with the works anticipated to be completed the same day. However, the Order will remain in operation for a maximum period of 3 months and its provisions will be re-introduced during that period should further works be required.

(Milner Road, Sw19) (Temporary Restriction Of Traffic) Order 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in Milner Road, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in Milner Road, from its junction with Brisbane Avenue to its junction with Queensland Avenue; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected by the road closure should proceed via Brisbane Avenue, Bathurst Avenue and Queensland Avenue or vice-versa.
4. The restriction and suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(St Helier Avenue, Morden) (Temporary Restriction Of Traffic) Order 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in St Helier Avenue, Morden, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in St Helier Avenue, the service road arm, from the common boundary of Nos. 124 and 126 St Helier Avenue to Its junction with St Helier Avenue, the A297 arm; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected the road closure should proceed using Calder Road, Canterbury Road, Middleton Road and St Helier Avenue (A297).
4. The restriction and suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) so as to prevent access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access Is reasonably practicable without interference with the said works.

Road Traffic Regulation Act 1984 - Section 14(1)
(Church Walk, Sw16) (Temporary Restriction Of Traffic) Order 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate cabling connection works at the junction of Church Walk, SW16, with Rowan Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Church Walk.
2. During the worksite) no person will cause or permit any vehicle to enter or proceed in
Church Walk, from its junction with Rowan Road, north-eastward for a distance of 15 metres; or (b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular traffic affected by the road closure should proceed using St Olave's Walk, Stanford Way and Rowan Road or vice-versa.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
6. Any vehicle waiting in contravention of any waiting prohibition Imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Thursday 27th October 2022 with the works anticipated to be completed that day. However, the Order will remain in force for 3 months should further works be required.
