Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 23, 32(1), 35(1), 45, 46, 49, 53, S81, 82(1) & (2)(b), 83(2) and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Schedule 1 of The Traffic Orders Procedures Regulations 1996. Effect of the order: To Implement: 'Prohibition of Motor Vehicles' Restriction on the following lengths of road in the District of Harlow: Road Description
Old Road From its junction with The Hoo, in a north-westerly direction for a distance of approximately 60 metres.
To Extend: the existing 'No Stopping at Any Time' (on Main Carriageway) 24hr Clearway Restriction on the following lengths of road in the District of Harlow: Road Description
River Way From the current termination point of the existing Clearway restriction adjacent to Hoddesdon Distribution Warehouse facility access to the proposed junction with the A1184 Cambridge Road, in an easterly direction for a distance of approximately 58 metres.
This Order will be incorporated into 'The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019' by substituting map tile: TL470 125 revision 0 to revision 1.
To Extend: the existing '30mph Speed Limit' by virtue of street lighting on the following lengths of road in the District of Harlow: Road Description
River Way From the current termination point for the 30mph limit of the existing River Way (immediately adjacent to Hoddesdon Distribution Warehouse facility access location) in an easterly direction for a distance of approximately 58 metres to the proposed signal- controlled junction with the A1184 Cambridge Road.
To Revoke: the existing 'Prohibition of Right-Hand Turn' Restriction at the A1184 Cambridge Road and Old Road junction, in the District of Harlow. 'The District of Harlow (Cambridge Road, A1184/Old Road Junction) (Prohibition of Right Turn) Order 1986' is hereby revoked in its entirety.
Notice is also hereby given that under Section 23 of The Road Traffic Regulation Act 1984 (as amended), Essex County Council proposes to establish two Signal Controlled Pedestrian Crossings on River Way at its junction with the A1184 Cambridge Road, in the District of Harlow located as follows:
To Implement: Signal Controlled Pedestrian Crossing - River Way at its junction with the A1184 Cambridge Road, Harlow.
NORTHWEST SET (Both Sides) - The centre line of the crossing with be located approximately 4 metres west of the northern kerb line at the junction with A1184 Cambridge Road. The width of the crossing is approximately 2.8 metres.
SOUTHWEST SET (Both Sides) - The centre line of the crossing with be located approximately 8 metres northwest of the southern kerb line of the central reservation at the junction with A1184 Cambridge Road. The width of the crossing is approximately 2.8 metres.

(Coldharbour Road, Harlow) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Coldharbour Road, Harlow in the District of Harlow, from its junction with Fourth Avenue to its junction with Elizabeth Way a distance of approximately 590m. The closure is scheduled to commence on 16th November 2022 for 73 days (work will be done in separate phases), or where stated on a valid permit (EC30022461284 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.
An alternative route is available via Coldharbour Road, Fourth Avenue, Elizabeth Way, Third Avenue and vice versa.

Effect of the order: To temporarily close that length of Coopersale Lane, Theydon Bois/ Theydon Garnon in the District of Epping Forest, from its junction with Hobbs Cross Road to its junction Abridge Road a distance of approximately 1665m. The closure is scheduled to commence on 14th November 2022 for 5 days, or where stated on a valid permit (EP201EH2335677 - Essex County Council). (High Road, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of High Road, Buckhurst Hill in the District of Epping Forest, from a point approximately 20m southwest of its junction with Gladstone Road for a distance of approximately 50m in a southeasterly then southwesterly direction. The closure is scheduled to commence on 6th November 2022 for 1 day, or where stated on a valid permit (BC412CHKONSAWD3MG41P-1 - Openreach). (Hoe Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hoe Lane, Nazeing in the District of Epping Forest, from a point approximately 995m northwest then southwest of its junction with Betts Lane for a distance of approximately 120m in a southwesterly then westerly direction. The closure is scheduled to commence on 14th November 2022 for 3 days, or where stated on a valid permit (EC30070084932 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while link box replacement works are undertaken by UK Power Networks. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:
1. To temporarily close that length of Tendring Road, Harlow in the District of Harlow, from its junction with Tripton Road for a distance of approximately 85m in a northeasterly direction.
2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in the above length of Tendring Road, Harlow in the District of Harlow, from its junction with Tripton Road for a distance of approximately 85m in a northeasterly direction for the duration of the above closure only.
"The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure is scheduled to commence on 14th November 2022 for 26 days, or where stated on a valid permit (EP201EH2323582 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while parking area installation works are undertaken by Essex County Council. An alternative route is available via Tendring Road, Tillwicks Road, Southern Way, Tawneys Road and vice versa.

Way The width between pedestrian crossing studs is approximately
2.4 metres.
Fourth The centre line of the crossing is approximately 16 metres east of the Avenue junction with A1169 Elizabeth Way.
The width between pedestrian crossing studs is approximately
2.7 metres.
To Upgrade: 'Signal Controlled Pedestrian Crossing' to 'Toucan Crossing' on the following length of road, in the District of Harlow. (Location to remain unchanged)
Road Description
A1169 The centre line of the crossing is approximately 20 metres north of its Elizabeth junction with Fourth Avenue.
Way The width between pedestrian crossing studs is approximately
3.2 metres.
The Island to the north of the proposed 'Toucan Crossing' is to be shortened by approximately 1 metre. The Island to the south of the proposed 'Toucan Crossing' is to be removed and the carriageway is to be reinstated. This is to allow for the widening of the proposed 'Crossing' from 3 metres to 3.2 metres.
