Northumberland County Council (Hexham Spook Night 2022) Temporary Traffic Regulation Order 2022 Road Traffic Regulation Act 1984 -Section 16A
NOTICE IS HEREBY GIVEN that Northumberland County Council ("the Councir), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers, has made on the 11th October 2022 the Northumberland County Council (Hexham Spook Night 2022) Temporary Traffic Regulation Order 2022 ("the TTRO").
The Council has made the TTRO for the purposes of facilitating the holding of Hexham Spook Night 2022 ("the Event") by restricting traffic on the U8290 Beaumont Street and the U8291 Market Place In Hexham ("the Road").
The TTRO shall come into force for the following:
1. For the closure of the Road to traffic at 6:00 hours on 29th October 2022 and will remain in force until 23:59 hours on 29th October 2022; and
2. For the waiting and loading at any time on the Road, at 14:00 hours on 28th October 2022 and will remain in force until 00:30 hours on 30th October 2022.
subject to the provisions of section 16B of the Act.
An alternative route will be available for use whilst the TTRO is in force being the following:
Via Haugh Lane, Eilansgate, the B6531, Battle Hill, the B6305, Cattle Market, Priestpopple and vice versa; and
Via Haugh Lane, Alemouth Road, the A6079, Station Road, Priestpopple and vice versa; and
Traffic will be diverted from the Market Place via Back Row and Hallstile Bank.
All restrictions on the Road will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a) Any activities taking place on the Road related to the organisation and holding of the Event;
b) Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c) Any vehicle being used by, or for the purposes of, the emergency services;
d) Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the Road); or
e) Pedestrian access to any premises adjoining the Road.
