TMO-P313 - 'SCHOOL STREET SCHEME - LATCHMERE ROAD AND DINTON ROAD, KINGSTON (REF. TMO-P313)
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Order The Kingston upon Thames (Prescribed Routes) (Amendment No. 38) Order 2022 on 10 October 2022 under section 6 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
2. The general effect of the above-mentioned Order will, to continue in force indefinitely a 'Pedestrian and Cyclist Zone' operating between 8.15am to 9.30am and 2.30pm to 4pm Mondays to Fridays (during school term times only) at each of the following locations;
(a) in Dinton Road, Kingston, between its junction with Bockhampton Road and its northern extremity; and
(b) in Latchmere Road, Kingston, between its junctions with Latchmere Lane and Park Road;
The following conditions will apply;
(a) during the operational hours of a scheme, entry to the zone for motor vehicles will be permitted by means of special dispensation only; and
(b) special dispensation (for entering the zone, identified as SS1) will be granted by the Council to residents and businesses within the affected area (as well as to Blue Badge holders who register).
3. Copies of the Order which will come into force on 17 October 2022, the Council's Statement of Reasons for making the Orders and a plan showing the locations and the effects of the Orders may be inspected as follows:-
(a) online at

(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive;
(c) Council libraries; and
(d) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays; or
(e) emailing

4. Persons desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any ofthe relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 21 November 2022.
