(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.19 Part 2) Order 2022


Notice is hereby given
Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984. The effect of the Order:
1. To implement the following changes to restrictions in the District of Epping Forest:

a) To introduce double yellow lines (No Waiting At Any Time): on the junction of Baldwin's Hill and The Summit; on Golding's Hill, southwest side, from a point opposite No.10 to a point opposite No.13; on Baldwin's Hill, southeast side, from its junction with Golding's Hill to a point approximately 17 metres southwest from that; on Baldwin's Hill, northwest side, from its junction with Golding's Hill to a point outside the northern boundary of No. 58, at the entrance to Alfred Road at its junction with Lower Queens Road.

b) To introduce Resident Permit Parking Area 'LBH1' permit holders on Baldwin's Hill from Wroths Path footway to the south facing boundary of the public house. (Permit participants will be limited to one permit per household, with no visitor permits available due to limited on street space)

c) To introduce shared use 'Resident Permit Holders LQ1 or Limited Waiting for 1 Hour No Return within 2 Hours' bays operating from 10am to 2pm Monday-Friday excluding bank & public holidays: on the south side of Lower Queens Road opposite Buckhurst Hill Community Primary School; and

on Alfred Road, west side, from outside No. 73 to outside Maple Lodge.
d) To introduce Resident Permit Parking Area 'LQ1' permit holders Monday-Friday 10am-2pm excluding bank & public holidays on Alfred Road, Lower Queens Road, Mountbatten Court, Cascade Road/Cascade Close and The Windsors.

2. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the properties detailed in Column 2 of the table in the Schedule to this Notice to be able to purchase permits for the proposed zones/bays listed in Column 1 of that table.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the following tile numbers with revision 1: TL385 060, TL390 057, TL550 022, TL550 035, TQ415 932, TQ415 940, TQ420 935, TQ420 937, TQ420 960,
TQ430 957, TQ430 960; replacing the following tile numbers with
revision 2: TL395 007, TL460 017, TL460 020, TQ410 940, TQ410 942, TQ415 935, TQ415 937, TQ425 975, TQ430 962; replacing the following tile numbers with revision 3: TQ420 962 and inserting TL385 057, TQ425 977 and TQ430 977 at revision 0. Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Hastingwood Road, Mill Street, and Harlow Common) (Hastingwood Charity 5K Walk) (Special Events) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that Essex County Council in exercise of its powers under Section 14 (1) of the Road Traffic Regulation Act 1984 (as amended), has made the above Order to facilitate the Charity 5K Walk.
Effect of the order: To temporarily close the following lengths of roads in the Districts of Harlow and Epping Forest, as specified: Road Description

Hastingwood From the entrance to St. Clare Hospice, to the
Road junction with Mill Street.

Mill Street From its junction with Hastingwood Road,
to the junction with Harlow Common. Harlow From its junction with Mill Street to Common Footpath 11.

The closure is scheduled to commence on 16 October 2022 for 1 day between the hours of 10:30am until 2:00pm or where appropriate signs are showing, and weather permitting and is required for the safety of the walkers during the event. The alternative route will be via the A414 to Tyler's Green, left onto Weald Bridge, left onto Wind Hill, left onto Harlow Road, left onto Tilegate Road, through Hobbs Cross. Into Hobbs Cross Road, left into Sheering Road, onto Gilden Way A1025, then left onto the A141 and vice versa.
Pedestrian access to premises will be permitted throughout the closure. Access to Emergency Services will be permitted at all times.

The Order will come into effect on 16/10/2022 and may continue in force for 3 days unless extended by the Secretary of State.

(Epping Lane, Theydon Mount) (Temporary Prohibition off Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.

Effect of the order:
To temporarily close that length of Epping Lane, Theydon Mount in the District of Epping Forest, from its junction with Hobbs Cross Road for a distance of approximately 645m in a northeasterly direction. The closure is scheduled to commence on 8th November 2022 for 7 days, or where stated on a valid permit (KA005/RFC-22575/01 - Gigaclear Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while network repair works are undertaken by Gigaclear Limited. An alternative route is available via Epping Lane, London Road, Passingford Bridge Roundabout, Ongar Road, Abridge Road and vice versa.
The Order will come into effect on 20th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Forest Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order: To temporarily close that length of Forest Lane, Chigwell in the District of Epping Forest, from a point approximately 120m southeast of its junction with High Road for a distance of approximately 30m in a southeasterly direction. The closure is scheduled to commence on 7th November 2022 for 5 days, or where stated on a valid permit (MU308000812114880100 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Thames Water
An alternative route is available via Manor Road, Hainault Road, Station Road, High Road, Chigwell Road (with access only into Forest Lane) and vice versa.
The Order will come into effect on 20th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Forest Side, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order: To temporarily close that length of Forest Side, Waltham Abbey in the District of Epping Forest, from its junction with Honey Lane for a distance approximately 105m in a southwesterly direction. The closure is scheduled to commence on 10th November 2022 for 1 night (21:00-05:00), or where stated on a valid permit (EP2012335774 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cattle grid cleansing works are undertaken by Essex County Council. (Rangers Road, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order: To temporarily close that length of Rangers Road, Buckhurst Hill in the District of Epping Forest, from its junction with Epping New Road for a distance of approximately 700m in a southwesterly direction. The closure is scheduled to commence on 10th November 2022 for 1 night (21:00-05:00), or where stated on a valid permit (EP2012335785 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cattle grid cleansing works are undertaken by Essex County Council.
An alternative route is available via Rangers Road, Station Road, Kings Road, Whitehall Road, High Road, Epping New Road and vice versa.
The Order will come into effect on 20th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Rye Hill Road, North Weald Bassett)
(Temporary Prohibition of Traffic) Order 2022

Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order: To temporarily close that length of Rye Hill Road, North Weald Bassett in the District of Epping Forest, from its junction with High Road for a distance of approximately 20m in a southwesterly direction. The closure is scheduled to commence on
8th November 2022 for 2 nights (20:00-08:00), or where stated on a valid permit (EP10000012239 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while street light replacement works are undertaken by Essex County Council. An alternative route is available via Rye Hill Road, Paringdon Road, Southern Way, A414 Between Southern Town Boundary and Harlow Mill Roundabout, London Road, Hastingwood Roundabout, London Road and vice versa.
The Order will come into effect on 20th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Wake Road & Cross Roads, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order:
1. To temporarily close that length of Wake Road, Waltham Abbey in the District of Epping Forest, from its junction with Woodridden Hill for a distance of approximately 50m in a southwesterly direction.

2. To temporarily close that length of Cross Roads, Waltham Abbey in the District of Epping Forest, from both of its junctions with Robin Hood Roundabout for a distance of approximately 205m in a northwesterly direction.

The closures are scheduled to commence on 11th November 2022 for 1 night (21:00-05:00), or where stated on a valid permit (EP2012335793 & EP2012335792 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while cattle grid cleansing works are undertaken by Essex County Council. Alternative routes are available via:
1. Woodridden Hill, Woodgreen Road, Forest Side, Claypit Hill, Wake Road and vice versa.

2. Cross Roads, Paul Nursery Road, Wake Road, Woodridden Hill, Wake Arms Roundabout, Epping New Road, Robin Hood Roundabout and vice versa.

The Order will come into effect on 20th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Weald Hall Lane, North Weald Bassett)
(Temporary Prohibition of Traffic) Order 2022

Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Weald Hall Lane, North Weald Bassett in the District of Epping Forest, from its junction with Brookfield for a distance of approximately 115m in a southwesterly direction. The closure is scheduled to commence on 8th November 2022 for 3 days, or where stated on a valid permit (MX04410151689RC - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while leakage repair works are undertaken by Affinity Water. No alternative route is available.

(Harberts Road & Little Grove Field, Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2022


Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Harberts Road, Harlow in the District of Harlow, from its junction with Helions Road for a distance of approximately 335m in a northeasterly direction.

2. To temporarily close that length of Little Grove Field, Harlow in the District of Harlow, from its junction with Harberts Road to its end a distance of approximately 70m.

3. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of Harberts Road, Harlow in the District of Harlow, from its junction with Helions Road for a distance of approximately 335m in a northeasterly direction and that length of Little Grove Field, Harlow in the District of Harlow, from its junction with Harberts Road to its end a distance of approximately 70m for the duration of the above closures only. "The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The closures are scheduled to commence on 24th October 2022 for 5 days, or where stated on a valid permit (EP201EH2332963 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while carriageway reinstatement works are undertaken by Essex County Council. (Long Wood, Harlow) (Temporary Prohibition of Traffic) Order 2022

that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Long Wood, Harlow in the District of Harlow, from its junction with Rye Hill Road for a distance of approximately 145m in a southwesterly direction. Effect of the order: To temporarily close that length of Millers Lane, Chigwell in the District of Epping Forest, from its junction with Millers Close for a distance of approximately 250m in a northwesterly direction. The closure is scheduled to commence on 24th October 2022 for 5 days, or where stated on a valid permit (MU27396952854 - Thames Water). The closure is required for the safety of the public and workforce while drainage maintenance works are undertaken by Thames Water. (Parndon Wood Road, Harlow) (Temporary Prohibition of Traffic) Order 2022

that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Parndon Wood Road, Harlow in the District of Harlow, from its junction with Fennells for a distance of approximately 265m in a southeasterly then northeasterly direction. Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Roebuck Lane, Buckhurst Hill in the District of Epping Forest, from its junction with Russell Road for a distance of approximately 55m in a southerly direction. The closure is scheduled to commence on 26th October 2022 for 1 day, or where stated on a valid permit (BC417SEPOL0000203916ONSA - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

(Vicarage Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Vicarage Lane, Chigwell in the District of Epping Forest, from its junction with Manor Road to its junction with High Road a distance of approximately 1680m. The closure is scheduled to commence on 24th October 2022 for 5 days, or where stated on a valid permit (EP201EH2328462 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council. An alternative route is available via Lambourne Road, Gravel Lane, Abridge Road Roundabout, Abridge Road, High Road, Courtland Drive, Meadow Way and vice versa.
The Order came into effect on 6th October 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
