1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders would be to introduce a controlled parking zone "LS" in Seaton Road, Mitcham.
3. The general effect of the 'LS Parking Places' Order would be to: -
(a) designate parking places that would operate Mondays to Sundays between the hours of 8.30am and 6.30pm inclusive in the lengths of road listed in the Schedule to this Notice,
(b) specify that:-
(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" would park free;
(ii) permits per residential address would be issued by the Council or its agents to persons whose usual place of abode is in Seaton Road, adjacent the public highway and subject to sub-paragraphs (iv) to (vi) below, the charges would be £90 per annum or £45 for six months for the first permit, £140 per annum or £70 for six months for the second permit, £190 per annum or £95 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;
(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £340, reduced to £20 for all-electric vehicles, residents would be entitled to 50 full day temporary visitors' permits at a charge of £3, 100 half day temporary visitors' permits at a charge of £2.00 per permit valid between 8.30am and 2pm Mondays to Sundays inclusive or 12noon and 6.30pm Mondays to Sundays inclusive; teacher permits would be £188 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(v) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;
(vi) the resident and teacher parking permit charge for all-electric vehicles would be set at a discounted rate of £20 per annum and a reduction of £40 per annum would apply to business and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
4. The general effect of the 'Waiting and Loading' Orders would be to:-
(a) introduce waiting restrictions operating between the hours of 8.30am and 6.30pm Mondays to Sundays (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) in Seaton Road, and
(b) amend the Merton (Waiting and Loading Restriction) Order 1977 so as to better reflect the current layout of waiting restrictions in Seaton Road and Portland Road.
5. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the road or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents may also be viewed at https://www.merton.gov.uk/cpzls.
6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/LS no later than 4 November 2022.

SCHEDULE
1. SEATON ROAD, the east side, from a point 5 metres south of the southern kerb-line of Portland Road to the southern boundary of No. 1 Seaton Road.
2. SEATON ROAD, the west side, from the common boundary of Nos. 17a and 18a Seaton Road southward to a point 6.6 metres north of the common boundary of Nos. 12a and 13a Seaton Road;
3. SEATON ROAD, the west side, from the common boundary of Nos. 12a and 13a Seaton Road southward to the southern boundary of No. 1a Seaton Road.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
CHESTNUT GROVE. CR4
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Chestnut Grove, CR4, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the worksite) no person will cause or permit any vehicle to enter or proceed in Chestnut Grove, between its junction with South Lodge Avenue and a point 6 metres south of the common boundary of Nos. 170 and 168 Chestnut Grove; or (b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular traffic affected by the road closure should proceed using Sherwood Park Road and Fern Avenue or Conway Gardens, Carisbrooke Road and South Lodge Avenue.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
6. Any vehicle that is in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 17th October 2022 with the works anticipated to be completed on Friday 21st October 2022. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(GARTH ROAD. SM4)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer repairs and associated works in Garth Road, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in Garth Road, between its junction with Salcombe Drive and its junction with Dunster Avenue; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above.
3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works in the road or lengths of road.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
6. Vehicular traffic affected by the road closure should proceed via Stonecot Hill, Tudor Drive, the Beverley Roundabout and Lower Morden Road or vice-versa.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into force at 10am on Monday 31st October 2022 and it is expected that the works would be carried out between 10am and 3pm each day until Friday 4th November 2022 inclusive. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(DENNIS PARK CRESCENT. WIMBLEDON CHASE)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in Dennis Park Crescent, Wimbledon Chase, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle tola) enter or proceed in Dennis Park Crescent, the north-western arm, between the common boundary of Nos. 16 and 18 Dennis Park Crescent and the common boundary of Nos. 20 and 22 Dennis Park Crescent; or (b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected the road closure should proceed using the southeastern arm of Dennis Park Crescent.
4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) so as to prevent access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference with the said works.
7. The Order would come into force on Friday 28th October 2022, with the works anticipated to be completed the same day. However, the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

(MILNER ROAD. SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in Milner Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle tola) enter or proceed in Milner Road, from its junction with Brisbane Avenue to its junction with Queensland Avenue; or (b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected by the road closure should proceed via Brisbane Avenue, Bathurst Avenue and Queensland Avenue or vice-versa.
4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) so as to prevent access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference with the said works.
7. The Order would come into force on Tuesday 1 st November 2022, with the works anticipated to be completed the same day. However, the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(ST HELIER AVENUE. MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in St Helier Avenue, Morden, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in St Helier Avenue, the service road arm, from the common boundary of Nos. 124 and 126 St Helier Avenue to its junction with St Helier Avenue, the A297 arm; or
(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.
3. Vehicular traffic affected the road closure should proceed using Calder Road, Canterbury Road, Middleton Road and St Helier Avenue (A297).
4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in this Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
