LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(ST HELIER AVENUE. MORDEN)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022


1. The London Borough of Merton Council hereby give notice that to facilitate planned telecommunication pole replacement works in St Helier Avenue, Morden, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in St Helier Avenue, the service road arm, from the common boundary of Nos. 124 and 126 St Helier Avenue to its junction with St Helier Avenue, the A297 arm; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.

3. Vehicular traffic affected the road closure should proceed using Calder Road, Canterbury Road, Middleton Road and St Helier Avenue (A297).

4. The restriction and suspension would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in this Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) so as to prevent access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference with the said works.

7. The Order would come into force on Monday 31st October 2022, with the works anticipated to be completed the same day. However, the Order would remain in operation for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

(WIMBLEDON TOWN CENTRE)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate lamp columns and lanterns replacement works to be carried out in St Georges Road and Wimbledon Hill Road in two phases, they intend to make an Order, the effect of which would be to temporarily restrict traffic in the said roads and in Belvedere Drive, Francis Grove, Mansel Road and Woodside, and suspend certain traffic restrictions in Wimbledon Hill Road and Worple Road.

2. During Phase 1 of the works: -

(a) no person would cause or permit any vehicle to: -

(i) enter or proceed in: -

(I) Wimbledon Hill Road(A219), between its junction with Ridgway and its junction with Alexandra Road;

(II) Mansel Road, from its junction with Wimbledon Hill Road south-westward for a distance of 5 metres;

(III) Woodside, from its junction with Wimbledon Hill Road, north­eastward for a distance of 5 metres.

(ii) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths road specified in sub-paragraph (a)(i) above;

(iii) turn left from Belvedere Drive into Wimbledon Hill Road (a right turn would be permitted);

(b) the following prescribed routes would be suspended to facilitate diversion routes: -

(i) the bus lane in Worple Road;

(ii) the no right turn prohibition from Worple Road into Wimbledon Hill Road;

(iii) the no left turn prohibition from Wimbledon Hill Road into Worple Road.

3. During Phase 2 of the works: -

(a) no person would cause or permit any vehicle to enter or proceed in:-

(i) St Georges Road;

(ii) Francis Grove, between its junction with Worple Road and its junction with St Georges Road;

(b) the following prescribed routes would be suspended to facilitate diversion routes: -

(i) the bus lane in Worple Road;

(ii) the no right turn prohibition from Worple Road into Wimbledon Hill Road;

(iii) the no left turn prohibition from Wimbledon Hill Road into Worple Road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any vehicle engaged in the execution of the said works; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in sub-paragraphs 2(a)(i)(l) to (III) of this Notice.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. (A) Vehicular traffic affected by the closure of Wimbledon Hill Road should proceed using Ridgway, Cottenham Park Road(B281), Durham Road(B281), Coombe Lane, (A238), Lambton Road(A238), Worple Road(A238), Worple Road(B235), Francis Grove and St Georges Road or vice^versa, using Pepys Road(A238) instead of Lambton Road and Worple Road(A238).

(B) Vehicular traffic affected by the closures of Mansel Road and Woodside Road should proceed using local roads.

(C) Vehicular traffic affected by the closure of St Georges Road and Francis Grove should proceed: -

(I) southbound via Alexandra Road(B235), Wimbledon Bridge(A219) eastbound, The Broadway(A219), Gladstone Road(A219), Sir Cyril Black Way(A219), Hartfield Road(A219), Wimbledon Bridge(A219) westbound, Wimbledon Hill Road(A219) and Worple Road(B235);

(II) northbound via Worple Road(B235) and Wimbledon Hill Road(A219).

8. The Order would come into operation on Monday 24th October 2022 and it is anticipated that Phase 1 of the works would be carried out from Monday 24th October 2022 until Saturday 29th October 2022 between the hours of 9pm and 5am the following day. Phase 2 of the works would be carried out from Monday 31st October 2022 until Wednesday 2nd November 2022 between the hours of 9pm and 5am the following day.

However, the Order would remain in force for 12 months and its provisions would be re-introduced during that time should further works be required.

(GALPINS ROAD AND BERKSHIRE WAY)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate repair works and other associated works in Galpins Road following a gas explosion and further to temporary notices issued under section 14(2) of the Road Traffic Regulation Act they have made an Order which will temporarily restrict traffic in Galpins Road and in Berkshire Way.

2. During the works, no person will: -

(a) cause or permit any vehicle to enter or proceed in:-

(i) Galpins Road, between its junction with Berkshire Way and the common boundary of Nos. 288 and 290 Galpins Road; or

(ii) Berkshire Way, between its junction with Radnor Close and its junction with Galpins Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs (a)(i) and (ii) above; or

(c) enter or proceed on foot in the roads or lengths of road specified in sub-paragraphs (a)(i) and (ii) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the roads or lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above will be suspended for the duration of the works in Galpins Road.

5. Vehicular traffic affected by the road closures should proceed using Berkshire Way and Yorkshire Road as necessary, South Lodge Avenue, Chestnut Grove, Commonside East and the newly constructed temporary road on Mitcham Common leading to Galpins Road.

6. Nothing in the Order will apply: -

(a) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) to any vehicle engaged in the execution of any works; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

(d) so as to prevent access to premises in or adjacent to the roads or lengths of road specified in paragraph 2 above insofar as access is reasonably practicable without interference with any works; or

(e) so as to prevent authorised persons from entering or proceeding on the roads or lengths of road specified in paragraph 2 above.

7. Any vehicle that is in contravention of the temporary restrictions at a time when these restrictions apply may be removed in accordance with the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Friday 7th October 2022 and remain In force for a maximum period of 12 months or until the works are completed, whichever is the earlier. It is anticipated that the works will be completed within 4 months.
