Clayton Road, Amendments to Traffic Restrictions

CLAYTON ROAD, CHESSINGTON
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Orders on 3 October 2022 under sections 6, 84 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985:-
(a) The Kingston upon Thames (30 mph Speed Limit) (No. 2) Traffic Order 2022;
(b) The Kingston upon Thames (Width Restriction) (Revocation No. 1) Traffic Order 2022; and
(c) The Kingston upon Thames (Prescribed Route) (Clayton Road 3.5 Tonne Weight Restriction) Traffic Order 2022.
2. The general effect of the Orders will:
(a) remove the existing width restriction from Clayton Road which lies on the north side between a point 94 metres west of the western kerb line of Oaklands Close and a point 92 metres west of that kerb line. The width restriction would be replaced with a "priority system" where south-eastbound vehicles would be required to give way to on-coming north-westbound vehicles;
(b) extend the 30mph speed limit in Clayton Road westward by approximately 170 metres (so that it would terminate at a point approximately 15 metres east of the bridge over the A3), to replace the existing 40mph speed limit in this length of road; and
(c) prohibit good vehicles, the maximum gross weight of which exceeds 3.5 tonnes from entering or proceeding in the length of Clayton Road which lies between the north-western kerb-line of Oaklands Close and a point 10 metres west of that kerb-line.
3. Copies of the Orders which will come into force 10 October 2022, the Council's Statement of Reasons for making the Orders and a plan showing the locations and the effects of the Orders may be inspected as follows:-
(a) online at https://www.kingston.gov.uk/unmade-traffic-management-orders
(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive;
(c) Council libraries; and
(d) copies of the made Orders and plans can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays; or
(d) emailing TMO@kingston.gov.uk (please quote our ref P318).
The made documents will be available until 14 November 2022.
4. Persons desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 14 November 2022.
