The Harrow (Waiting and Loading Restrictions) (Amendment No. 119) Traffic Order 2022
1. Notice is hereby given that the Council of the London Borough of Harrow on 3 October 2022 made the above-mentioned Order under Sections 6 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.
2. The general effect of the Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 2014 so that:
a. waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of roads specified in Schedule 1 to this Notice;
b. waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited between 8.00a.m. and Midnight, Monday to Sunday in the lengths of road specified in Schedule 2 to this Notice;
3. The restrictions referred to in this Notice will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties.
4. A copy of the Order, which will come into operation on 17 October 2022, of a map of the relevant area, of the Harrow (Waiting and Loading Restrictions) Traffic Order 2014 (and of the Orders which have amended that Order) can be inspected online at
or alternatively at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10am to 6pm Monday to Saturday and 11am to 3pm Sunday.
5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE 1 - Buckingham Road, the south-west side, between a point 4.5 metres north-west of the party wall of Nos. 144 and 146 Buckingham Road and a point 5.5 metres south-east of that wall; Veldene Way, the northern arm, the north-west side, between the south-west kerb-line and a point 6.3 meters north-east of the north-eastern wall of No. 1 Veldene Way, between a point 6 metres south-west of the south-western wall of No. 17 Veldene Way and a point 13.2 metres south-east of that wall, the south-east side and the south-west side; the southern arm, the north-eastern side, between a point 0.9 metres north of the northwestern wall and a point 9 metres north-west of the north-western kerb-line of Stiven Crescent, the south-west side, between the south-eastern kerb-line of Veldene Way and a point opposite the north-western wall of No. 19 Veldene Way.
SCHEDULE 2 - Cecil Road, the north-eastern side, between the party wall of Nos. 14 and 16 Cecil Road and the south-eastern boundary of No. 2 Cecil Road.
