1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The effect of the Parking Places Order is to extend the permit holder parking bay outside Melbourne Court to a length of 21 metres.

3. Copies of further particulars giving further details of the proposals : -

(a) can be inspected, quoting Reference 22/158 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

4. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. RAISED CROSSING MEADWAY, TWICKENHAM

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames proposes to install a raised zebra crossing in Meadway, Twickenham.

The controlled area of the crossing will be sited from a point outside the boundary of Nos.1-2 and 3-4 Melbourne Court extending for some 50 metres south-eastwards. The table will be sited some 9 metres south-east of the south-eastern boundary of No. 2 Melbourne Court, with a length, including ramps of 10.36 metres. The ramps will have a 1:20 gradient.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 22/157 at: -

(a) the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; or

(b) may be viewed on the Council's web-site at

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Parking Suspension Heath Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate shop refurbishment works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Heath Road, Twickenham.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand the five parking bays located outside Nos. 100-108 Heath Road.

3. The order will come into effect on 14 October 2022. The restrictions will be in force on Mondays to Fridays from 14 October 2022 until 23 December 2022 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Waiting Restricirons High Street, Hampton

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to a gas connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in High Street, Hampton.

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in both sides High Street, Hampton from a point outside the southern boundary of No. 73 High Street, Hampton Hill, northwards for a distance of 20 metres..

3. The order will come into effect on 10 October 2022. The restrictions will be in force at all times from 10 October 2022 until 14 October 2022 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

Temporary Road Closure The Byeway, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom pole replacement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in The Byeway, East Sheen.

2. Whilst the works take place, no person may permit a vehicle to proceed wait or stand in The Byeway, from a point outside No. 5 The Byeway to its eastern extremity.

3. The order will come into effect on 14 October 2022. The restrictions will remain in force at all times on 14 October 2022 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Friars Lane, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water connection, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Friars Lane, Richmond.

2. Whilst the works take place, no person may permit a vehicle to proceed wait or stand in Friars Lane between its junction with Riverside and a point outside St Helena Cottage - the south-eastern end of Friars Lane.

3. The order will come into effect on 12 October 2022. The restrictions will remain in force at all times from 12 October 2022 until 14 October 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Friars Lane, The Green and Portland Terrace.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Road Closure Level crossing at Strawberry Hill Station Tower Road/Wellesley Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate railway works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in the level crossing at Strawberry Hill station in Tower Road and Wellesley Road, Twickenham.

2. Whilst the works take place no person may permit a vehicle to proceed In Wellesley Road between its junctions with Tower Road and Wellington Road

3. Whilst the level crossing is closed, an alternative route for traffic will be available via Wellesley Road, Hampton Road, Heath Road, A310, Tower Road and Wellesley Road and vice versa

4. The order will come into effect on 10 October 2022. The restrictions will be in force at 23.00 and 05.30, nightly from .23.00 on 10 October 2022 until 17 October 2022 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

5. The prohibitions will apply only during such time and to such extent as Indicated by prescribed traffic signs.

6. Nothing in the Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom pole replacement works, they Intend to make a temporary Traffic Order, the effect of which will be to Introduce a temporary prohibition of traffic in Winifred Road, Hampton Hill.

2. Whilst the works take place, no person may permit a vehicle to proceed wait or stand in Winifred Road between a point outside No. 5 Winifred Road and a point outside No. 16 Winifred Road.

3. The order will come into effect on 12 October 2022. The restrictions will remain in force at all times from 12 October 2022 until 14 October 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available Winifred Road - Uxbridge Road, Longford Close and Winifred Road.

5. The prohibitions apply only during such time and to such extent as Indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
