1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 22nd September 2022 made the above-mentioned Orders under sections 9,10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Orders will come into force from 29th September 2022 and may continue in force for up to 18 months.
2. The general effect of the experimental Orders will be in High Road, Leytonstone E11 (HRL) - north-west side - to reduce a full-footway Pay by Phone (PbyP) parking place situated between Nos. 773 (from the northern end of the bicycle parking area) and the common boundary of Nos. 781 and 783 HRL so that PbyP parking space will remain outside No. 783 HRL) only.

4. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the experimental Traffic Orders while they are in force.
5. The Council will be considering in due course whether the provisions of the experimental Traffic Orders should be continued in force indefinitely by means of permanent Traffic Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing:
quoting reference T42(22) -High Road, E11 ETO. Any objection may be communicated to, or be seen by, other persons who may be affected.
6. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
