The Harrow (Parking Places) (Amendment No. 19) Traffic Order 2022

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.

2. The general effect of the Disabled Persons Parking Places Order would be to reduce in length the existing Disabled Persons Parking Place adjacent No. 367 Northolt Road, South Harrow.

3. The general effect of the 'Parking Places' Order would be to:-

(a) designate permit holder parking places that will operate between 8.00a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays, in the lengths of road specified in Schedule 1 to this Notice;

(b) designate Pay and Display parking places that will operate between 10.00a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays in the length of road specified in Schedule 2 to this Notice;

(c) specify that:

i. each parking place specified in Schedule 1 to this Notice may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid permit;

ii. each parking place specified in Schedule 2 to this Notice may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid parking ticket;

iii. the charge for Pay and Display parking in the parking places in Schedule 2 to this Notice would be free for the first hour subject to a maximum of 1 free period per day per vehicle in any Pay and Display parking place within the London Borough of Harrow. Thereafter the charge will be 40 pence for 20 minutes or part thereof, the tickets for which would be issued by pay and display meters;

iv. any resident whose usual place of abode is specified in Schedule 3 to this Notice may apply to the Council for the issue of a residents permit valid for use in the permit parking places specified in Schedule 1 to this Notice;

v. the charge for residents permits for the parking places specified in Schedule 1 to this Notice would be as specified in Schedule 4 to this Notice;

vi. any resident whose usual place of abode is in any street specified in Schedule 3 to this Notice may apply to the Council for the issue of visitor's permits valid between 10.00a.m. and 6.30p.m. Monday to Saturday inclusive, including bank holidays;

vii. any person who occupies premises in any street specified in Schedule 3 to this Notice and who uses such premises for business purposes may apply to the Council for the issue of business permits valid for use in the parking places specified in Schedule 1 to this Notice;

viii. the charge for business permits for the parking places specified in this Notice would be £60.90 (Electric Vehicles), £243.00 (Non Diesel Vehicles) or £291.90 (Diesel Vehicles).

4. A copy of each of the proposed Orders, of a map of the relevant area, of relevant previous Orders and of the Council's statement of reasons for making the Order can be inspected until the expiration of a period of 6 weeks from the date on which this Order was made at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between the hours of 10am and 6pm Monday to Saturday and 10am and 3pm Sunday or online at www.harrow.gov.uk/trafficorders.

5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
