Various Roads in the Borough of Epsom and Ewell Temporary Prohibition of Traffic Order (No.3) 2022

On 14 September 2022 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to:-1. Prohibit vehicles from entering or proceeding in:- a) That length of D2362 Rosedale Road, Stoneleigh that extends from its junction with D2460 Richlands Avenue to its junction with D2050 Stoneleigh Broadway. Vehicular traffic will be diverted via D2460 Richlands Avenue, D2174 Gayfere Road and D2050 Stoneleigh Broadway. b) The entire length of D2292 Mill Lane, Ewell. Vehicular traffic will be diverted via B2200 London Road, B2200 Kingston Road and C254 Kingston Road. 2. Prohibit all traffic (including pedestrians and cyclists) from entering or proceeding in: - a) The southbound carriageway to B2200 Cheam Road, Ewell that extends from its junction with D2343 Portway, to its junction with A24 Ewell By-Pass. Vehicular traffic will be diverted via C254 High Street, B2200 London Road and A24 Ewell By-Pass. Note: traffic will be able to travel west up B2200 Cheam Road towards High Street but not east towards Ewell Bypass. Pedestrians can use footway on opposite side. b) The southbound filter lane to that length of A232 Cheam Road, Ewell that extends from its junction with D2069 Chatsfield, to its junction with A24 Ewell By-Pass. Vehicular traffic will be diverted via B2200 Cheam Road, B2200 High Street, B2200 London Road and A24 Ewell Bypass. This Temporary Traffic Order is required to enable Surrey County Council to carry out highway maintenance and/or footway slurry and/or reconstruction and/or resurfacing, and/or improvement works. These works are anticipated to be carried out within 2 weeks of the 18 month period of operation of this Temporary Traffic Order which commences on 19 September 2022. Advanced warning signs will be displayed and the temporary closures will only operate when the relevant traffic signs are displayed. Access will be maintained for emergency vehicles, pedestrians and, dismounted cyclists and equestrians at all times. Access for residents and businesses will be maintained via the diversion routes described above. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle's owner.

Chalk Lane (D2066) Epsom Temporary Prohibition of Traffic Order 2022 Variation Order No.1 2022 On 24 March 2022 Surrey County Council gave notice in the Surrey and Epsom Comet that under Section 14(1) of the Road Traffic Regulation Act 1984 it had made "The Surrey County Council Chalk Lane (D2066) Epsom Temporary Prohibition of Traffic Order 2022" on 01 April 2022. The effect of the Temporary Order is to prohibit vehicles from entering or proceeding in that length of Chalk Lane (D2066) Epsom as extends from its junction with (D2456) Woodcote End to its junction with (X67674) Chalk Paddock to enable (a) telecoms poling and/or cabling and/or utility maintenance works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out over 1 day between the hours of 8am and 6pm commencing 01 April 2022; and (b) mains gas and/or mains water and/or sewerage works to be carried out by, or on behalf of Shannon Pipe Contractors and/or JW Clark within the length of road described in this notice. These works are anticipated to be carried out over 2 weeks between the hours of 8am and 6pm commencing 02 April 2022.

Works are anticipated to be completed within 2 weeks of the 12-month period of operation of this Temporary Order which commences on 01 April 2022. The Council now gives further notice that it proposes to make "The Surrey County Council (Chalk Lane (D2066) Epsom Temporary Prohibition of Traffic Order 2022) Variation Order No.1 2022" the effect of which will be to vary the Temporary Order so as to include mains electrical works to be carried out by or on behalf of Shannon Pipe Contractors and/or UK Power Networks within the definition of works.

These works are to be carried out as soon as possible over 9 days within the remaining period of operation of this Order that commenced on 01 April 2022 for a period of 12 months. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. For both part (a) and part (b) access for pedestrians and dismounted cyclists will be maintained at all times, vehicular access for residents and the emergency services will be via the signed diversion route.

The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
