(Oxford Area - Various Streets) (Traffic Management) (Variation No.6) Order 2022 Oxfordshire County Council (Abingdon, School Streets) (Prohibition Of Motor Vehicles) (Pedestrian
And Cycle Zone) Order 2022

NOTICE is given that on 12 September 2022 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders make permanent the Experimental Traffic Regulation Orders introduced in 2021 to facilitate traffic restrictions in the areas of "School Streets". The effect of the above orders, which come into force on 21 September and 26 September respectively is to restrict access for motor vehicles at school drop-off and pick-up times during weekdays in term time only as follows:
A. Oxford:

1. Larkrise Primary School (SS02) - on Boundary Brook Road, east of its junction with Iffley Road - from 8.10am to 9am & 2.30pm to 3.30pm,

2. St Ebbes Primary School (SS03) - on Whitehouse Road, at its junction with Marlborough Road - from 8.10am to 9am & 2.30pm 3.30pm,

3. Windmill Primary School (SS04) - (i) on Margaret Road, at its junction with St Annes Road, (ii) on Margaret Road, at its junction with Wharton Road, and (iii) on York Road, at its junction with Weyland Road - from 8.20am to 9am & 2.30pm to 3.20pm.

B. Abingdon:

4. St Nicholas Primary School (SS01) - on Boxhill Walk at its junction with Fitzharrys Road - from 8.10am to 9am & 2.30pm to 3.30pm.

School Street Permits (showing prefix 'SS') may be issued to qualifying applicants to enter the Zones.
Exemptions* will be in place for emergency service vehicles as well as permitted vehicle users at the discretion of the County Council to allow access to the restricted roads for residents and to school sites and examples also include:
* Waste collection vehicles

* Blue badge holders (disabled persons)

* Taxis collecting or dropping off a fare

* Residents and their regular visitors or carers,

* Community NHS vehicles

* Council organised home to school transport for students,

* Vehicles for which the County Council may permit access, including certain children in need and/or with behavioural or mobility issues.

* School staff and regular school visitors and school transport vehicles.

* Roadworks to the street and utilities.

* Vehicles needing access to private off-street parking within the zone with qualifying vehicles (subject to maximums) under specific terms and conditions of issue and use.

* Exempted vehicles would be required to have pre-registered their vehicle registration number for a 'virtual' or physical permit which will grant access during the closure times. This will need to be done at least 48 hours beforehand.

Enforcement will be carried out with either a fixed or mobile ANPR camera (automatic number plate recognition) positioned at access points to the school streets, enabling any vehicles that contravene the order to be issued a fixed penalty notice. Note: The closure may also be periodically staffed by volunteers from the school and local community, helping to manage and marshal the road closures by operating temporary barriers, and opening them for any exempt vehicles.

The Oxfordshire County Council (Oxford Area - Various Streets) (Traffic Management) Order 2022 (as amended) is hereby further amended as required. The Oxfordshire County Council (Abingdon Phase 1B School Streets, Prohibition of Motor Vehicles) (Experimental) Order 2022 is hereby revoked.

If you wish to question the validity of either of the Orders or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 12 September 2022 apply to the High Court for this purpose. (Oxford, Cowley Marsh Area) (Controlled Parking Zone And Waiting
Restrictions) (Variation No.2) Order 2022

NOTICE is given that on 12 September 2022 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order which comes into force on 19 September is the introduction of new sections of 'No Waiting at Any Time' (double yellow lines) parking prohibitions in East Oxford as follows:
a) Reliance Way - on both sides between the junction with Cowley Road & the spur leading to Saunders Road, new DYL restrictions will replace areas of unrestricted parking outside the allocated parking bays which will remain available for parking, and

b) Saunders Road - a) on the northeast side in front of the bollards at its junction of Reliance Way, and b) on the southeast side outside property Nos.42-58 for approximately 50 metres.

The Oxfordshire County Council (Oxford, Cowley Marsh Area) (Controlled Parking Zone And Waiting Restrictions) Order 2020 is further amended as necessary. Documents giving more details of the order are available for public inspection online by visiting

(Various Roads - South Oxfordshire) (Map Based) (Prohibition And Restriction Of Waiting And Permitted Parking) (Variation No.*) Order 2022

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984. The effect of the order is to introduce various new parking measures for residents and visitors in the central area of Thame. The two main public car parks will remain unaffected. Description of the new measures are as follows: 1) Existing Waiting Restrictions to be removed:
(a) Double Yellow Lines (Prohibition of Waiting at any time) will be removed in the following roads to allow permitted parking:

North Street - east side - from the boundary of No.50/51 to the northern boundary of No.61; and in High Street (to rationalise existing restrictions around marked bays) - north side - adjacent to the parking bays running from No.90a to No.95; High Street - northwest side - outside No.96 realignment to wrap around the island.
1) Proposed amendments to Waiting Restrictions:

(b) Double Yellow Lines will see some additions in the following roads: High Street -northside - Outside No.90 - realignment to meet the end of the parking bay outside No.90a.

2) Parking Places:

(a) Proposed paid parking bays (PAY AND DISPLAY) where charges will apply - Mon to Sat, 8am to 6pm, Max Stay 2% hours (no return within 1 hour):

Applies to existing time limited bays located on High Street outside Nos.90 to No.95, Nos.15a to 18, No.8 to No.12 and No.1 to No.3; Cornmarket outside Nos.15 to No.20, and Nos.2a to 7; Upper High Street outside Nos.39 to No.42.
(b) Proposed paid parking bays (PAY AND DISPLAY) where charges will apply - Mon to Sat, 8am to 6pm, Max Stay 2 % hours (no return within 1 hour) Thame (TH) residents permit holders exempt from charges and time limits:

Upper High Street - south side - from No.35 to a point in line with No.26
(c) Proposed Residents Permit Holder only parking areas - Thame (TH) Mon to Sat, 8am to 6pm:

Applies to all existing time limited bays and unrestricted on-street parking areas on: High Street (lower) north & south sides between Nos.42 & 27; North Street - west side -from the pedestrian crossing to No.13 (excluding existing disabled bays); Upper High Street - north side - the on-carriageway bays between No.4 to end of No.27a; Upper High Street - south side - changing existing limited waiting bays adjacent to the war memorial; Nelson Street - east side - starting outside No. 18 and continuing to the existing no waiting restrictions outside No. 27a; Park Street - north side - changing existing time limited bays between No.3 and No. 49 (excluding existing disabled bays)
(d) Proposed introduction of a formalised Street Traders only Bay (Prefix ST01)

Applies to the existing area of No Waiting at any time (double yellow lines) adjacent to the Citizens Advice building located in the 'Upper High Street' car park. Charges apply at £150 per year, £75 - 6 months, and £40 for 3 months
(e) Proposed extension of the existing No Stopping except taxis bay with corresponding reduction in length of time limited bay:

Applies to the taxi bay located outside No. 3/4 on High Street opposite the town hall -proposed increase of 1 parking space.
(f) Proposed introduction of 24 hour permits for traders for use in the main car parks located on High Street and Upper High Street (Prefix TR):

Formalisation of existing scheme administered by Thame Town Council - daily charge of £7.50 applies - conditions apply.
3) Eligible properties:

Residents of the following roads will be able to apply for annual Residents and Visitors Parking Permits and a local identifier of 'TH' will be shown on permits and on road signage at the entry points to those areas. Properties in the following roads are eligible to apply subject to exclusions for properties with off-street parking:
High Street - both sides - from its junction with Priest End to its junction with Southern Road; Nelson Street - both sides - for its entire length; Park Street - both sides - for its entire length; North Street - east side - from the boundary with Butter Market to its junction with Wellington Street; North Street - west side - from the boundary with Butter Market to its junction with Bull Lane
Residents of the following roads will be able to apply for annual Residents Permits only and a local identifier of 'TH' will be shown on permits and on road signage at the entry points to those areas. Properties in the following roads are eligible to apply: High Street - Both sides - properties sited between the junction with Bell Lane and the junction with Cornmarket; Cornmarket - both sides - for its entire length; Upper High Street - both sides - from the junction with Cornmarket to its junction with East Street.

4)
Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

5)
Visitors permits:

Will be available for residents at eligible addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

6)
Charges:

(a) for residents permits per property will be £100 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £1 per permit so that the cost of the second block will be £25.

(b) Contractors may apply for a permit to use a parking place at a charge of £25 for any period not exceeding a week.

7) Other Matters:

(a) A permit may be withdrawn if found to be granted based on false information, or if a permit has not been used in accordance with the provisions of the Order, or where it has been abused. This may result in suspension of eligibility for further permits.

(b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are no waiting restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.

8) Pay & Display Parking:

Is introduced in the following roads: High Street, Cornmarket, Upper High Street. A parking ticket, available from nearby parking metres would be required to be displayed within the vehicle, unless signs state that valid Thame residents permit holders 'TH' are permitted to park, or an exemption or a blue badge is on display. The charges proposed are:

Payment for a parking ticket may be made via the County's online portal, or by the insertion of the appropriate money into a nearby ticket machine. Machine produced tickets will be displayed on a vehicle. 'Virtual' Parking Tickets obtained online will be accessible to parking enforcement officers. Vehicles must be parked within marked bays. Residents who have been issued a Residents Permit may park without time limit or charge in 'pay and display' bays located on Upper High Street, in the vicinity of Nos. 33 & 35. The Oxfordshire County Council (Various Roads - South Oxfordshire) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended accordingly. Map Tile numbers EV102, EV103, EW102, EW103, EX103 & EX104 will also be replaced showing the new restrictions.

Objections to the proposals, specifying the grounds on which they are made, and any other representations should be sent in writing to the address below no later than 14 October. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. (Idbury Parish) (20mph Speed Limit) Order 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order - in order to help improve road safety on local roads following concerns raised by the parish council - is to introduce a 20mph speed limits within Idbury & Foscot, replacing the existing 30mph speed limits in their entirety on all roads leading out of the villages to the following points:

A.
Idbury:

1. The unnamed road from the A424 to Idbury - a point 52 metres southwest of its junction with Idbury Road,

2. The unnamed road from Idbury to Nether Westcote - a point 55 metres northwest of its junction with the unnamed road from the A424 to Idbury, and

3. Church Street - a point 151 metres northeast of its junction with Spring Lane.

B. Foscot:

4. The unnamed road running northwards through Foscot to Bledington - a point 230 metres northeast of its junction with the road running to Foxholes Farm,

5. The unnamed road running south-westwards through Foscot to Idbury - a point 340 metres southwest of its junction with the road running to Foxholes Farm.

The Oxfordshire County Council (Idbury Parish) (Restricted Roads) Order 2001 will be revoked/replaced as necessary.
