Order 2022

NOTICE is given that on 12 September 2022 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders make permanent the Experimental Traffic Regulation Orders introduced in 2021 to facilitate traffic restrictions in the areas of "School Streets". The effect of the above orders, which come into force on 21 September and 26 September respectively is to restrict access for motor vehicles at school drop-off and pick-up times during weekdays in term time only as follows:
A. Oxford:

1. Larkrise Primary School (SS02) - on Boundary Brook Road, east of its junction with Iffley Road - from 8.10am to 9am & 2.30pm to 3.30pm,

2. St Ebbes Primary School (SS03) - on Whitehouse Road, at its junction with Marlborough Road - from 8.10am to 9am & 2.30pm to 3.30pm,

3. Windmill Primary School (SS04) - (i) on Margaret Road, at its junction with St Annes Road, (ii) on Margaret Road, at its junction with Wharton Road, and (iii) on York Road, at its junction with Weyland Road - from 8.20am to 9am & 2.30pm to 3.20pm.

B. Abingdon:

4. St Nicholas Primary School (SS01) - on Boxhill Walk at its junction with Fitzharrys Road - from 8.10am to 9am & 2.30pm to 3.30pm.

School Street Permits (showing prefix 'SS') may be issued to qualifying applicants to enter the Zones. Exemptions* will be in place for emergency service vehicles as well as permitted vehicle users at the discretion of the County Council to allow access to the restricted roads for residents and to school sites and examples also include:
* Waste collection vehicles

* Blue badge holders (disabled persons)

* Taxis collecting or dropping off a fare

* Residents and their regular visitors or carers,

* Community NHS vehicles

* Council organised home to school transport for students,

* Vehicles for which the County Council may permit access, including certain children in need and/or with behavioural or mobility issues.

* School staff and regular school visitors and school transport vehicles.

* Roadworks to the street and utilities.

Vehicles needing access to private off-street parking within the zone with qualifying vehicles (subject to maximums) under specific terms and conditions of issue and use.

* Exempted vehicles would be required to have pre-registered their vehicle registration number for a 'virtual' or physical permit which will grant access during the closure times. This will need to be done at least 48 hours beforehand. Enforcement will be carried out with either a fixed or mobile ANPR camera (automatic number plate recognition) positioned at access points to the school streets, enabling any vehicles that contravene the order to be issued a fixed penalty notice.

Note: The closure may also be periodically staffed by volunteers from the school and local community, helping to manage and marshal the road closures by operating temporary barriers, and opening them for any exempt vehicles.
The Oxfordshire County Council (Oxford Area - Various Streets) (Traffic Management) Order 2022 (as amended) is hereby further amended as required. The Oxfordshire County Council (Abingdon Phase 1B School Streets, Prohibition of Motor Vehicles) (Experimental) Order 2022 is hereby revoked.

If you wish to question the validity of either of the Orders or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 12 September 2022 apply to the High Court for this purpose.
